Pakistan’s budget is always prepared on IMF’s direction, whether there is dictatorship or democracy

Even the fourth consecutive budget of a democratic government has failed to provide the basic needs of the people. This budget has been prepared to secure another IMF loan and continue the war on terror. This budget will further weaken Pakistan economically and make Pakistan more dependent on America. One of the important demands of IMF is to slash subsidies provided to several sectors, subsidies used to stabilize the prices of essential food items and energy. In order to fulfill this IMF demand, subsidies provided for the budget has been cut to 166 billion Rupees from 395 billion Rupees. Although the government has reduced the rate of GST from 17 percent to 16 percent, it has accepted the IMF’s most important demand to implement RGST, another ploy to extend GST on new items to further hammer the people. The tax revenue target has been revised from 1500 billion Rupees to 1952 billion Rupees. This increase in tax revenue will burden people, who are already in tight financial circumstances, because the government has not produced any radical change in the tax system. Therefore in the present budget only 36 percent taxes are direct tax and 64 percent taxes will be borne as indirect tax on ordinary people. It has been proved beyond any doubt, that whether it is dictatorship or democracy, the capitalist economic system is implemented. This is the characteristic of this system where the masses are deprived of their rights and the wealth is concentrated in the hands of a few. That is why we even see in developed countries that the top ten percent of people with respects to wealth hold more than sixty percent of the national wealth.

Only in the Khilafah, will the economic system of Islam liberate people from the brutality of capitalist economic system. In the Islamic economic system it is an important responsibility of the state to fulfill the basic needs of all people. No tax is imposed upon the poor people who are unable to fulfill their basic needs. It is only collected from rich people on their unused wealth. Tax is not based on consumption rather it is based on wealth and is predetermined, such as Zakat, Ushar, Khiraj and Rikaz. Taxes like GST will be abolished that will lead to reduction in prices, increase the buying power of people and eventually increase in the country’s production. Electricity, gas, petrol and minerals are public property and they will not be handed over to a few capitalist profiteers, in the name of privatization. All these resources will be provided to the people at cost. Similarly, all minerals are public property according to Shara. Therefore the trillions of Rupees from the sale of gold, coal and other mineral resources will be distributed among the people. Only this one rule will eliminate poverty and price hikes.

It is high time that the people of power should give Nusrah (support) to establish Khilafah so that this Ummah will be liberated from the shackles of capitalist system.

جمہوری حکومت کا مسلسل چوتھا بجٹ بھی عوام کو بنیادی ضروریات فراہم کرنے میں ناکام رہا ہے۔ بجٹ آئی۔ایم۔ایف سے مزید قرضہ حاصل کرنے اور دہشت گردی کے خلاف جنگ کو جاری رکھنے کے لیے بنایا گیا ہے ۔یہ بجٹ پاکستان کو اقتصادی طور پر مزید کمزور کرے گا اور پاکستان کو امریکہ کا باج گزار بنا ئے گا۔ آئی۔ایم۔ایف کے اہم مطالبوں میں سے ایک مطالبہ مختلف شعبوں کو فراہم کی جانے والی زرتلافی (Subsidies)کا خاتمہ ہے۔ اس زرتلافی کا بڑا حصہ توانائی اور اشیاء خوردونوش کی قیمتوں کو مستحکم رکھنے کے لیے استعمال ہوتا ہے۔اس مطالبہ کو پورا کرنے کے لیے بجٹ میں رزتلافی کی رقم 395ارب روپے سے کم کرکے166ارب روپے کردی گئی ہے۔ حکومت نے جہاں ایک طرف جی۔ایس۔ٹی کی شرح17فیصد سے کم کر کے 16فیصد کی ہے تو دوسری طرف آئی۔ایم۔ایف کے ایک درینہ مطالبے آر۔جی۔ایس۔ٹی کو نام استعمال کیے بغیرلاگو کردیا ہے۔ یعنی نئی اشیاء پر جی۔ایس۔ٹی کا اطلاق کر کے عوام کو مزید ظلم کا شکار بنایا جائیگا۔ ٹیکس ریوینیو کا ہدف 1500ارب روپوں سے بڑھا کر 1952ارب روپے کردیا گیا ہے۔اس اضافے کا بوجھ بھی غریب عوام پر ہی پڑے گا کیونکہ حکومت نے ٹیکس نظام میں کسی بنیادی تبدیلی کا کوئی منصوبہ پیش نہیں کیا ۔ یہی وجہ ہے کہ موجودہ بجٹ میں بھی براہ راست ٹیکس کا حصہ صرف 36فیصد ہے یعنی غریب عوام پر 64فیصد بلواسطہ ٹیکسوں کا بوجھ ڈال دیاگیا ہے۔یہ بات قطعی طور پر ثابت ہو چکی ہے کہ آمریت ہو یا جمہوریت دونوں ادوار میں سرمایہ دارانہ معاشی نظام ہی نافذ کیا جاتا ہے۔ اس نظام کی خصوصیت ہی یہی ہے کہ غریبوں سے لے کر امیروں کو دیا جائے۔ یہی وجہ ہے کہ دنیا کہ ترقی یافتہ ممالک میں بھی دس فیصد امیر طبقہ کل ملکی دولت کے ساٹھ فیصد سے زائد کا مالک ہے۔

صرف خلافت میں اسلام کا معاشی نظام ہی لوگوں کو سرمایہ دارانہ معاشی نظام کے ظلم سے نجات دلا سکتا ہے۔اسلام کے معاشی نظام میں ریاست کی اہم ترین ذمہ داری عوام کی بنیادی ضروریات پورا کرنا ہوتا ہے۔ اس میں غریبوں سے کوئی ٹیکس نہیں لیا جاتا، صرف امیروں سے ان کی دولت پر ٹیکس لیا جاتا ہے۔ ٹیکس خرچ کرنے(Consumpton)پر نہیں ہوتا بلکہ دولت پر ہوتا ہے اور وہ بھی زکوۃ،خراج،عشر اور رکاز کی صورت میں متعین ہوتا ہے۔ اسی طرح جی۔ایس۔ٹی جیسے ٹیکسوں کا خاتمہ کردیا جاتا ہے ، اشیاء کی قیمتوں میں کمی ہوتی ہے ،لوگوں کی قوت خرید میں اضافہ ہوتا ہے اوراس کے نتیجے میں ملکی پیداوار میں بھی بڑھوتی ہوتی ہے۔بجلی، گیس،پیٹرول اور معدنیات عوامی اثاثہ جات ہیں اور انھیں نجکاری کے نام پر چند سرمایہ داروں کے حوالے نہیں کیا جائے گا۔ یہ تمام وسائل عوام کو اس قیمت پر مہیا کیے جائیں گے جتنی ان پرلاگت آئی ہو۔اسی طرح تمام معدنیات بھی شریعت کی رو سے عوامی اثاثہ جات ہیں۔چناچہ کھربوں روپے کے سونے،کوئلہ اور دیگر معدنیاتی ذخائر کی آمدن کو عوام میں تقسیم کیا جائے گا۔ اسلام کا صرف یہ ایک حکم ہی غربت اور مہنگائی کے خاتمے کا باعث بنے گا۔

وقت آگیا ہے کہ اہل طاقت خلافت کے قیام کے لیے نصرت دے کر امت کو سرمایہ دارانہ نظام کے معاشی چنگل سے نکالیں۔
