Obama Strengthens US Influence in Iraq

under the deceptive guise of Withdrawal!

50,000 soldiers and tens of thousands mercenaries remain stationed in Iraq!

Are they meant for training or for Sabotage?

The US President Obama today morning, 1^st September, 2010 delivered a speech of which dealt most prominently concerning Iraq: Announced regarding the end of the transitional missions of the American troops in Iraq, declared that mission of the forces still remaining in Iraq was to assist Iraq and provide training in counter-terrorism operations. He also stated that the US troops prompted by American values, sacrificed themselves in order to achieve a better future for the Iraqi people…Obama stated that “our commitment to Iraq is eternal…and our partnership with it is long-term.”!

Before this, Obama had declared during his weekly address on 28^th August, 2010 that he has fulfilled the promise that he had made during the election campaign… he then added that “the rest of the 50,000 American troops are there to support Iraqi forces and participate in counter-terrorist operations in addition to protecting American civil and military efforts”.

Obama certainly realises more than anyone else, the falsehood of his statements:

What sense does ‘the end of the Combat Operations’ make? 50,000 soldiers are not the only forces that remain in Iraq; these are supported by another 106,000 mercenaries in addition to the criminals of the security companies, which the US State Department has stated that will be increased to 7,000. Further, the infamous Blackwater security company will also return to Iraq under a new name XE! Are these thousands of troops intended for assistance, consultancy, training or are they meant to strengthen and deepen America’s hold and carry out destruction?! The statements of military commanders as well as diplomat, issued since the announcement of the withdrawal of the last combat forces on 19^th August, 2010 until this day when 50,000 still remain, especially point to and expose this deception. That is why the Pentagon spokesman Jeff Morrell said: “I don’t believe anyone declared the end of the war, to the best of my knowledge…indeed, prevention of terrorism will remain a part of the remaining forces’ missions… so combat situations can be handled easily even after the end of this month”. The spokesman for the US armed forces Lt. Col Erik Bloom clarified saying: “The departure of the last combat battalion from Iraq toKuwait does not mean that there are no more combat troops in Iraq,”. Rather the commander of the American troops in Iraq, General Raymond Oderno did not rule out the possibility that the US will nor restore its military presence in Iraq even after the dead line for the final withdrawal of forces at the end of next year! Similarly Philip Crowley, the US State Department spokesman described the withdrawal as “the historical moment…and that the US commitment in Iraq was solid and long term”. The new US ambassador in Baghdad James Geoffery also emphasized that “the US withdrawal is in compliance with the security agreement and what we aim for after this withdrawal is a long term relationship between the two countries”.

All these statements expose the deception of this withdrawal. What Obama has accomplished is that he has brought out his troops from his right side and sent the same forces through his left like the snake which changes its skin in order to either appear more smooth and friendly or fiery! Now what prompted the US to change its skin is that it made a blunder of its assessment that if it defeated the Iraqi regime, it would conquer Iraq, but it was shocked when the Muslims, both Shias and the Sunnis confronted the US with their full might, except those who had sold their Akhirah for their worldly comforts or others’ worldly well being, these were the people that the US had brought in Iraq along with its tanks and those whom it had created during its time of occupation…thus more and more American troops continued to be killed and this US casualty figure reached a point where America acknowledged 5,000 killed. Apart from this figure, there are many more that the US either does not recognise, or attributes their death to traffic accident or ‘friendly fire’…Hence America thinks that in the same way, it can play with semantics and rename ‘combat missions’ as ‘assistance, consultations and training missions’ and thus deceive the people of Iraq who will perceive Americans as being concerned about Iraq’s interests and committed to their help and thus US influence in Iraq will be strengthened and the casualty figures for American troops will not rise. This will positively influence US public opinion, which is very important considering that American mid-term polls are not far off!

As for the sacrifice of Obama’s soldiers prompted by American values for the sake of a better future for Iraq, it makes a big joke of Obama’s words for Iraq under its occupation! After occupying Iraq on 20^th March, 2003 and in the seven and half years of its occupation, there has not been one single criminal barbarous act that the US has not accomplished; it has perpetrated crimes of all sorts all over the country and incited communal and sectarian hatred in Iraq, its agents have bombed a Sunni mosque here, another Shia mosque there, one public market here and another somewhere else so that each sect blames it on the other sect and the situation explodes and one Iraq splits into its parts! Large sections of people are driven from their homes, neighbours fights his neighbours, residential areas are divided and insulating walls come up…In addition, prisons are a hotbed of all sorts of heinous acts that put even the wild animals to shame, people are picked up, put in jails and tortured and even murdered in blood-curdling and true American values!! Iraq was a formidable military force of some reckoning, but the US dismantled its armed forced and replaced them with a multitude of militias of conflicting loyalties which will enable the US to render the security fragile and Iraq becomes a breeding ground for a multitude of US sponsored espionage agencies either directly or indirectly under the control of countries loyal to the US in the region…

Throughout its occupation of Iraq, the US has sought to achieve what is called the ‘soft divide’ i.e. a divide without having to actually split Iraq into new countries, rather by creating regions each having some force and reckoning in Iraq and whereby the central government is rendered weak and feeble and thus unwielding. Thus Iraq would visibly be still one unified nation but actually it would be a set of differing entities…

Thus are such crimes which the US occupation has painted with Iraqi blood, the achievements of a better future for the Iraqi people prompted by American values?!

However, Obama was close to truth when he said “but our commitment to Iraq is permanent and our partnership is long-term”, even though Obama understated the fact! What he meant by fake withdrawal of troops was consolidation of American stronghold and hegemony over Iraq under the garb of ‘consultation, training and partnerships’ instead of the present ‘combat missions’… This was why the American political honchos have called the operations in Iraq as the ‘New Dawn’ which according to them brings in prosperity and security; this was earlier called ‘Operation Liberation Iraq’ which entails battles and fighting!

O Muslims, O the People of Iraq: This playing with words does not change the reality and the crimes which the US has committed in Iraqcannot be forgotten whether America dresses them up softly or not:

هُمُ الْعَدُوُّ فَاحْذَرْهُمْ قَاتَلَهُمُ اللَّهُ أَنَّى يُؤْفَكُونَ

“They are the enemies, so beware of them. May Allâh curse them! How are they denying (or deviating from) the Right Path?” [TMQ al-Munafiqoun 063:004]

Indeed America is caught up in severe crises both domestically and externally, and it is trying to mitigate its crimes in Iraq by deceptively renaming them as advice, training and assistance to the Iraqi people instead of calling them what they are, i.e. combat missions!

Indeed the danger now is that Obama can further strengthen his influence in Iraq by deceiving the its people into believing that he has withdrawn the forces and that the remaining forces are meant for advice, training and assistance in this era of the ‘New Dawn’! Now it is necessary that you really make it a ‘New Dawn’ and this can only be done by curtailing American stronghold from its very roots and uproot the very political class which the Americans ushered into Iraq riding on their tanks and weapons during the occupation. It is this political class which helps to portray the Americans in good light. The Americans on their part have used the issue of government formation and projected it as the inability of Iraq to manage its own affairs and thus being in need of American advice! The reality is that this political class is dancing to the tune of the Americans, if they are ordered to form a government; they would bent to their knees and accomplish it in no time. This political class has no shame of Allah, His Prophet (saw) and the believers.

O Muslims, O the People of Iraq: Hizb ut Tahrir warns you of falling prey to US political games, let not their sweet talk deceive you into believing that combat missions have come to an end, look at their actions which continue to exercise control over Iraq and extend their influence over it. Look at criminal and heinous blood spilling which theUS is engaged in. All this is throw dust in the eyes and make the heinous and blood-thirsty face look like a harmless smile!

The United States of America is a troubled country and indeed this is an opportunity to be seized. Its hegemony is to be uprooted from its very roots. Contrary to what they claim, the Islamic Iraq does not stand in need of American advise, training and assistance, they are cheating Muslims and Islam, how can those and their agents and cronies help or advise Iraq?!

وَدُّوا مَا عَنِتُّمْ قَدْ بَدَتِ الْبَغْضَاءُ مِنْ أَفْوَاهِهِمْ وَمَا تُخْفِي صُدُورُهُمْ أَكْبَرُ قَدْ بَيَّنَّا لَكُمُ الْآَيَاتِ إِنْ كُنْتُمْ تَعْقِلُونَ

“They desire to harm you severely. Hatred has already appeared from their mouths, but what their breasts conceal is far worse. Indeed We have made plain to you the Ayât (proofs, verses, evidences) if you understand”. [TMQ Aal-Imraan 003:118]

O Muslims, O the People of Iraq: You are part of a strong and fair Ummah, the best of the people raised for the welfare and wellbeing of mankind, which has never surrendered to its enemies and fought them tirelessly for months and even years over its history, indeed even centuries or more. The Crusaders and the Tartars were fought until Constantinople was opened and the Islamic forces reached the gates of the Adriatic Sea, looking to conquer Rome and knocked on the doors ofVienna…The Khaleefah of Muslims led its armies who fought under him and were protected, and indeed answered the command of Allah. The Khaleefah ruled justly and was strengthened by Him. The situation today is similar, the Crusaders and the Tartars of today have arrived under the garb of Jews, Americans, British etc and this situation requires that you strive in the path of Allah and seek His assistance and respond to His Call and He alone will strengthen you…The Call of the times is to establish the Khilafah al Rashidah which will put an end to this occupation just as it did put an end to the Crusaders and the Tartars and the Jews, British and Americans and even their cronies will face exactly what they are threatening with. Only then will the victory come:

وَيَوْمَئِذٍ يَفْرَحُ الْمُؤْمِنُونَ * بِنَصْرِ اللَّهِ يَنْصُرُ مَنْ يَشَاءُ وَهُوَ الْعَزِيزُ الرَّحِيمُ

“And on that day, the believers (i.e. Muslims) will rejoice (at the victory given by Allâh to the Romans against the Persians) –With the Help of Allâh. He helps whom He wills, and He is the All-Mighty, the Most Merciful”.[TMQ Rum 030:004 & 5]

O Muslims, O the People of Iraq: This is the path to gaining the pleasure of Allah (swt) Who Alone can provide strength to you and grant you victory…

يَا أَيُّهَا الَّذِينَ آَمَنُوا اسْتَجِيبُوا لِلَّهِ وَلِلرَّسُولِ إِذَا دَعَاكُمْ لِمَا يُحْيِيكُمْ

“O you who believe! Answer Allâh (by obeying Him) and (His) Messenger when he [sal-Allâhu ‘alayhi wa sallam] calls you to that which will give you life,” [TMQ al-Anfaal: 008:024]

امریکہ عراق سے فوجی انخلاء کی پرفریب آڑ میں وہاں اپنے تسلط کو مضبوط بنا رہا ہے

50 ہزار فوجی اور کئی ہزار کرائے کے قاتل ابھی بھی عراق میں موجود ہیں

کیا وہ محض فوجی تربیت کے لیے ہیں یا اُن کا مقصد تباہی پھیلانا ہے؟

یکم ستمبر کو امریکی صدر اوباما نے ایک تقریر کی جس میں اُس نے نمایاں طور پر عراق کو موضوعِ گفتگو بنایا۔ اس نے عراق میں امریکی افواج کے جنگی مشن کے اختتام کا اعلان کیا اور یہ اعلان بھی کیا اب ان افواج کا جو مقصد باقی رہ گیا ہے وہ یہ ہے کہ وہ عراق کو مدد فراہم کریں گی اور دہشت گردی کی کاروائیوں کو روکنے کے لیے عراقی سیکیورٹی فورسز کی تربیت کریں گی۔ اوباما نے یہ بھی بیان کیا کہ امریکی افواج امریکی اقدار کی بناء پر فوراً حرکت میں آئی تھیں اور انہوں نے عراق میں قربانیاں دی ہیں تاکہ وہ عراقی لوگوں کو بہتر مستقبل فراہم کر سکیں…۔ اور کہا: ”عراق کے ساتھ ہماری وابستگی تا ابد رہے گی… اور عراق کے ساتھ ہماری شراکت داری طویل مدت کے لیے ہو گی”۔

اس سے قبل 28 اگست کو اپنے ہفتہ وار خطاب میں اوباما نے اعلان کیا کہ اس نے وہ وعدہ پورا کر دیا ہے جو اس نے اپنی الیکشن مہم کے دوران کیا تھا۔ اس نے مزید کہا: ”باقی کے 50 ہزار امریکی فوجی عراق میں ہیں تاکہ وہ عراقی فوج کو سہارا دیں اور دہشت گردی کے خلاف آپریشنوں میں حصہ لیں، اس کے علاوہ وہ امریکہ کے سِول اور فوجی اقدامات کو تحفظ دیں گی”۔

حقیقت یہ ہے کہ اوباما دوسرے کسی بھی شخص سے زیادہ اپنے اِن بیانات کے جھوٹا ہونے سے آگاہ ہے۔

“جنگی مشن کا اختتام” کیونکر ہے۔ درحقیقت صرف پچاس ہزارفوجی ہی نہیں جو عراق میں موجود رہیں گے بلکہ اس کے علاوہ ایک لاکھ چھ ہزار کرائے کے فوجی بھی عراق میں موجود ہوں گے، جبکہ امریکی سیکیورٹی کمپنیوں کے مجرم کارندے اس کے علاوہ ہیں جن کے متعلق امریکی سٹیٹ ڈیپارٹمنٹ نے بیان دیا ہے کہ ان کی تعداد کو سات ہزار تک بڑھایا جائے گا۔ علاوہ ازیں امریکہ کی بدنامِ زمانہ سیکیورٹی کمپنی بلیک واٹر بھی اپنے نئے نام XE کے ساتھ عراق میں واپس لوٹ رہی ہے! کیا یہ ہزاروں فوجی مدد فراہم کرنے، مشاورت دینے اور تربیت کرنے کے لیے ہیں یا ان کا مقصد امریکہ کے تسلط کو مضبوط بنانا اور تباہ کن کاروائیاں سر انجام دینا ہے!؟ 19 اگست 2010ء کو عراق سے کوچ کرنے والی امریکی فوج کے آخری دستے کے انخلاء کے اعلان کے بعد سے اب تک امریکی کمانڈروں اور سفارت کاروں کے بیانات اسی دھوکہ دہی کی طرف اشارہ کرتے ہیں۔ یہی وجہ ہے کہ پینٹاگون کے ترجمان جیف موریل نے کہا: “جہاں تک میرے علم میں ہے، میں نہیں سمجھتا کہ کسی نے جنگ کے خاتمے کا اعلان کیا ہے …بے شک دہشت گردی کی روک تھام باقی فوج کے مشن کا حصہ رہے گی… پس اس مہینے کے اختتام کے بعد بھی ہم جنگی صورتِ حال سے نبٹنے کی صلاحیت رکھتے ہیں“۔ امریکی مسلح افواج کے ترجمان لیفٹننٹ کرنل ایرک بلوم نے وضاحت کرتے ہوئے کہا: ”عراق سے آخری فوجی دستے کے کویت کوچ کر جانے کا یہ مطلب نہیں کہ عراق میں اب مسلح لڑاکا دستے موجود نہیں رہے”۔ بلکہ عراق میں امریکی افواج کے کمانڈر جنرل Raymond Oderno نے اس امکان کو رد نہیں کیا کہ اگلے سال کے اختتام پر امریکی افواج کے انخلاء کی حتمی تاریخ کے بعد بھی امریکہ عراق میں اپنی فوجی موجودگی کو بحال کر سکتا ہے! اسی طرح امریکی سٹیٹ ڈیپارٹمنٹ کے ترجمان فلپ کرائولی نے اس انخلاء کے متعلق کہا: “یہ تاریخی لمحہ ہے… نیز عراق کے ساتھ امریکہ کی وابستگی مضبوط اور طویل مدتی ہے“۔ بغداد میں امریکہ کے نئے سفیر جیمز جافرے نے زور دیا: ”امریکہ کا انخلاء سیکیورٹی معاہدے کے مطابق ہے اور اس انخلاء سے ہمارا مقصد یہ ہے کہ دونوں ممالک کے مابین طویل مدتی تعلقات استوار کیے جائیں“۔

یہ تمام بیانات اس انخلاء کے دھوکے کو بے نقاب کرتے ہیں۔ اوباما نے اس اقدام سے جو حاصل کیا ہے وہ یہ ہے کہ اس نے دائیں طرف سے فوجیں نکال کر اُنہی فوجوں کو بائیں طرف سے پھر داخل کر دیا ہے، اس سانپ کی مانند جو اپنی کھال کو تبدیل کرتا ہے تاکہ وہ زیادہ نرم و ملائم نظر آئے! جس وجہ سے امریکہ اپنی کھال بدلنے پر مجبور ہوا وہ یہ ہے کہ امریکہ نے اندازہ قائم کرنے میں سنگین غلطی کی اور یہ سمجھ بیٹھا کہ اگر اس نے عراقی حکومت کو شکست دے دی ہے توگویا اس نے عراق کو مسخرکر لیا ہے، لیکن وہ اس وقت حیران رہ گیا جب اس نے دیکھا کہ شیعہ اور سنی دونوں پوری قوت سے امریکہ کے سامنے کھڑے ہو گئے، ماسوائے جنہوں نے دنیا کے آرام و آسائش کے بدلے اپنی آخرت کو بیچ دیا ہے۔ یہ وہ لوگ ہیں جنہیں امریکہ اپنے ٹینکوں کے ساتھ لے کر آیا اور اور جو امریکہ نے قبضے کے دور میں پروان چڑھائے ہیں…۔ پس امریکی فوجی مسلسل ہلاک ہوتے رہے اور ان کی تعداد اس حد تک پہنچ گئی کہ امریکہ کو ان میں سے پانچ ہزار ہلاکتوں کو تسلیم کرنا پڑا۔ جبکہ کئی ہلاکتیں اس کے علاوہ ہیں جنہیں امریکہ تسلیم ہی نہیں کرتا یا وہ ان ہلاکتوں کو ٹریفک حادثات یا “فرینڈلی فائر” کا نتیجہ قرار دیتا ہے…۔ امریکہ سمجھتا ہے کہ وہ اسی طرح الفاظ سے کھیل سکتا ہے اور “جنگی مشن” کا نام بدل کر اسے “مدد، مشورہ اور تربیتی مشن” کہہ کر عراقی عوام کو دھوکہ دے سکتا ہے تاکہ وہ یہ گمان کر لیں کہ امریکہ عراق کے مفادا ت کے متعلق فکر مند ہے اور ان کی مدد کرنے کا عزم رکھتا ہے اور یوں عراق میں امریکہ کا اثر و رسوخ مضبوط ہو جائے اور عراق میں امریکی فوجیوں کی اموات میں بھی اضافہ نہ ہو۔ اس بات کا امریکہ کی اندرونی رائے عامہ پر مثبت اثر پڑے گا، جو کہ اس لحاظ سے بہت اہم ہے کہ امریکہ کے مِڈ ٹرم الیکشن اب زیادہ دور نہیں ہیں۔

جہاں تک عراق کی بہتری کی خاطر امریکی اقدار کی بناء پر اوباما کے فوجیوں کی قربانیوں کا تعلق ہے، تو یہ ایک بہت بڑا مذاق ہے کیونکہ عراق کی حقیقت یہ ہے کہ اس پر امریکہ کا ناجائز قبضہ ہے! اور 20 مارچ 2003ء کو عراق پر قبضے کے بعد سے اب تک، ساڑھے سات سالوں کے دوران، کوئی ہی ایسا مجرمانہ اور وحشیانہ عمل ہوگا جو امریکہ نے سرانجام نہ دیا ہو۔ اس نے ملک کے طول و عرض میں ہر طرح کے جرم کا ارتکاب کیا ہے اور عراق میں فرقہ وارانہ نفرت کو ہوا دی ہے، امریکی ایجنٹ کبھی سنی مسجد پر بم حملہ کرتے ہیں اور کبھی شیعہ مسجد پر، کبھی ایک مارکیٹ میں اور کبھی دوسری میں تاکہ ایک مکتبۂ فکر دوسرے کو اور دوسرا پہلے کو الزام دے اور اس طرح حالات انتہائی کشیدہ ہو جائیں اور عراق تقسیم ہو کر رہ جائے۔ لوگوں کی بڑی تعداد اپنے گھروں سے بے دخل ہوچکی ہے، ہمسایہ ہمسائے سے لڑ رہا ہے ،دیواریں کھڑی کر کے علاقوں کو تقسیم کر دیا گیا ہے۔ اس پر مزید یہ کہ قید خانے ہر قسم کے بھیانک مظالم کی آماجگاہ بنے ہوئے ہیں، ایسے مظالم جنہیں دیکھ کر جانور بھی شرما جائیں، لوگوں کو اغواء کر کے جیلوں میں ڈال دیا جاتا ہے، انہیں تشدد کا نشانہ بنایا جا تا ہے حتیٰ کہ اُنہیں موت کے گھاٹ بھی اتار دیا جاتا ہے، اور درحقیقت یہی امریکی اقدار ہیں۔ عراق کی اپنی مضبوط فوج تھی، جسے امریکہ نے تحلیل کر دیا اور اس کی بجائے کئی جنگی لشکر تشکیل دے دیے، جن کی وفاداریاں ایک دوسرے سے مختلف ہیں۔ یوں امریکہ نے عراق کی سیکیورٹی کو ناپائیدار بنایا اور عراق ایسی جاسوس ایجنسیوں کی آماجگاہ بن گیا، جن کا کنٹرول براہِ راست امریکہ کے ہاتھ میں ہے یا ایسے ممالک کے ہاتھ میں جو خطے میں امریکہ کے وفادار ہیں۔

امریکہ نے اپنے تسلط کے آغاز سے ہی عراق کی “نرم تقسیم” (Soft division) کی کوشش کی، یعنی بجائے یہ کہ عراق کو عملاً تقسیم کیا جائے، عراق میں ایسے علاقے تشکیل دیے جائیں جنہیں کسی حد تک طاقت حاصل ہو، جبکہ مرکزی حکومت کمزور ہو۔ تاکہ عراق بظاہر ایک قوم کے طور پر نظر آئے مگر حقیقت میں وہ مختلف اکائیوں میں تقسیم ہو جائے۔

عراق کی یہ تصویر امریکہ نے قبضے کے بعدعراقی مسلمانوں کے خون سے بنائی ہے۔ یہ ہے امریکی اقدار کے عین مطابق عراقی لوگوں کے لیے بہتر مستقبل کا حصول!!

تاہم اوباما نے تقریباً سچ بولا، جب اُس نے یہ کہا: ”عراق کے ساتھ ہماری وابستگی تا ابد رہے گی… اور عراق کے ساتھ ہماری شراکت داری طویل مدت کے لیے ہو گی” اگرچہ اوباما نے بات کی سنگینی کو ہلکا کر کے بیان کیا ہے۔ افواج کے جعلی انخلاء سے اس کی مراد “مشاورت، تربیت اور شراکت داری” کے بھیس میں عراق پر امریکی قبضے اور اثر و رسوخ کومضبوط کرنا ہے، اور یہ موجودہ “جنگی آپریشنوں” کی جگہ لیگا۔ یہی وجہ ہے کہ امریکی سیاسی لیڈر عراق میں جاری آپریشنوں کو اب “نئی صبح” کا نام دے رہے ہیں اور اُن کے مطابق یہ صبح عراق میں خوش حالی اور امن لے کر آئے گی، جبکہ یہی آپریشنز پہلے “آپریشن لبریشن عراق” کہلاتے تھے، جس سے جنگ اور لڑائی کا تأثر اُبھرتا تھا۔

اے مسلمانو! اے عراق کے لوگو!

لفظوں کا ہیر پھیر نہ تو حقیقت کو تبدیل کرے گا اور نہ ہی امریکہ نے جو جرائم عراق میں کیے ہیں اُنہیں بھلایا جا سکتا ہے، خواہ امریکہ اپنے الفاظ کو جیسا بھی لبادہ پہنانے کی کوشش کرے:

(ہُمُ الْعَدُوُّ فَاحْذَرْہُمْ ط قٰتَلَہُمُ اللّٰہُ اَنّٰی یُؤْفَکُوْنَ )

“یہ تمہارے دشمن ہیں ان سے بے خوف نہ رہنا۔ اللہ ان کو ہلاک کرے یہ کہاں بہکے پھرتے ہیں۔” (المنَافِقون:4)

بے شک امریکہ اندرونی اور بیرونی مسائل میں بُری طرح گھرا ہوا ہے اور وہ عراق میں اپنے جرائم کی شدت کو گھٹانے اور جنگی کاروائیوں کی پردہ پوشی کرنے کیلئے انہیں مشاورت، ٹرینگ اور مدد جیسے نام دے رہا ہے۔ مسلمانوں کے لیے خطرے کی بات یہ ہے کہ اوباما اس دھوکے کے ذریعے عراق میں اپنا اثر و رسوخ مزید بڑھائے گا کہ وہ عراق سے فوجوں کو واپس بلا چکاہے اور اس “نئی صبح کے دور“ میں باقی فوج کے عراق میں قیام کا مقصد مشورہ، ٹرینگ اور مدد فراہم کرنا ہے۔ تاہم ضرورت اس امر کی ہے کہ مسلمان اسے حقیقتاً “نئی صبح” بنا دیں اور یہ صرف اس وقت ممکن ہے جب ہم امریکی وجود کو جڑ سے اکھاڑ کر پھینکیں اور اُس سیاسی ٹولے کو بھی جسے امریکہ نے قبضے کے دوران اپنے اسلحے اور ٹینکوں کے سائے تلے پروان چڑھایا ہے۔ یہی وہ سیاسی ٹولا ہے جو اس بات میں امریکہ کی مدد کرتا ہے کہ وہ اپنے آپ کو اچھے لبادے میں پیش کرے۔ امریکہ نے نئی حکومت کی تشکیل اور انتظامی معاملات کی دیکھ بھال میں عراقی لوگوں کی ناکافی صلاحیت کو بہانہ بنایا اور یہ ظاہر کیا کہ عراق کو امریکہ کی مشاورت کی ضرورت ہے۔ جب کہ حقیقت یہ ہے کہ یہ سیاسی ٹولا امریکہ کے اشاروں پر ناچتا ہے اور اگر امریکہ انہیں حکم دے تو یہ اپنے گھٹنوں کے بَل چلتے ہوئے ایک دن میں حکومت بنا لیں گے۔ یہ سیاسی ٹولا اللہ، اس کے رسول ﷺ اور ایمان والو ں سے ذرا بھی شرم نہیں کھاتا۔

اے مسلمانو! اے اہلِ عراق!

حزب التحریر آپ کو خبردار کرتی ہے کہ امریکہ کی سیاسی چالوں سے خبردار رہو، امریکہ کی میٹھی باتیں آپ کو دھوکے میں نہ ڈال دیں اورآپ بھی یہ سمجھ بیٹھیں کہ جنگی مشن اختتام پذیر ہو گیا ہے، بلکہ آپ کو چاہئے کہ آپ امریکہ کے اقدامات پر نظر ڈالیں، جو عراق پر اپنے تسلط اور اثرو رسوخ کو بڑھانے کیلئے مسلسل کوشاں ہے۔ اس مجرمانہ خون ریزی کو دیکھیں جس میں امریکہ ابھی بھی مصروفِ عمل ہے۔ کفار کی تمام باتیں آپ کی آنکھوں میں دھول جھونکنے کے لیے ہیں تاکہ امریکہ کا مکروہ اور خون آشام چہرہ مسکراتا ہوا اور بے ضرر لگنے لگے۔

امریکہ مشکلات سے دوچار ہے اور یہ ایک موقع ہے کہ جسے گنوایا نہ جائے اور امریکہ کے تسلط کا جڑ سے خاتمہ کر دیاجائے۔ امریکہ اور اس کے ایجنٹوں کے دعوے کے برعکس اسلامی عراق کو امریکی مشاورت، ٹرینگ اور مدد کی ضرورت نہیں ہے، یہ لوگ محض مسلمانوں کو دھوکہ دے رہے ہیں۔ کیا امریکہ، اُس کے ایجنٹ اور حواری بھی عراق کی مدد کر سکتے ہیں یا اُسے مشورہ دے سکتے ہیں!؟ اللہ تعالیٰ نے قرآن میں ارشاد فرمایا:

(وَدُّوْا مَا عَنِتُّمْ قَدْ بَدَتِ الْبَغْضَآئُ مِنْ أَفْوَاہِہِمْ وَمَا تُخْفِیْ صُدُوْرُہُمْ اَکْبَرُط قَدْ بَیَّنَّا لَکُمُ الْاٰیٰتِ اِنْ کُنْتُمْ تَعْقِلُوْنَ)

“اور وہ چاہتے ہیں کہ جس طرح بھی ہو تمہیں تکلیف پہنچے۔ بغض اُن کی زبانوں سے ظاہر ہوچکا ہے اور جو کچھ اُن کے سینوں میں مخفی ہے وہ اس سے کہیں بڑھ کر ہے۔ اگر تم عقل رکھتے ہو تو ہم نے تمہیں اپنی آیتیں کھول کھول کر سنا دی ہیں۔” (آل عِمرَان:118)

اے مسلمانو! اے اہلِ عراق!

تم ایک مضبوط اور اعلیٰ اُمت ہو، جو لوگوں کی بہتری اور بھلائی کیلئے کھڑی کی گئی ہے، جس نے اپنے دشمنوں سے کبھی ہار نہیں مانی اور یہ امت اپنی تاریخ میں اپنے دشمنوں سے مہینوں اور سال ہا سال لڑتی رہی ہے بلکہ صدیوں تک۔ صلیبیوں اور تاتاریوں سے اُس وقت تک لڑا جاتا رہا جب تک قسطنطنیہ فتح نہ ہو گیا اور اسلامی افواج اڈریاٹک (Adriatic) کی خلیج کے دہانے پر پہنچ گئیں اور ان کی نظریں روم کی فتح پر تھیں۔ مسلمان یورپ کو فتح کرتے کرتے ویاناکی دیوار تک پہنچ گئے تھے۔ مسلمانوں کی افواج کی قیادت خلیفہ کے ہاتھ میں تھی جو مسلمانوں کا محافظ تھا اور اللہ کے حکم کو پورا کر رہا تھا۔ خلیفہ نے عدل سے حکومت کی پس اللہ نے اُسے مضبوطی دی۔ آج کی صورتِ حال بھی ایسی ہی ہے۔ آج کے صلیبی اور تاتاری، یہود، امریکہ اور برطانیہ کے بھیس میں ہیں۔ ضرورت اس امر کی ہے کہ ہم اللہ کے دین کی راہ میں کوشش کریں اور اللہ کی مدد کو حاصل کریں اور اللہ کی آواز پر لبیک کہیں اور وہی اکیلا ہمیں مضبوطی عطا کرے گا۔ اور اس خلافت ِراشدہ کو قائم کریں، جو یہودیوں، برطانویوں اور امریکیوں کے قبضے کو ختم کرے گی، اسی طرح جیسے خلافت نے ماضی کے صلیبیوں اور تاتاریوں کے قبضے کو ختم کیا تھا۔ امریکہ، برطانیہ اور اُن کے حواریوں کا وہی انجام ہو گا جس سے وہ دوسروں کو ڈراتے ہیں۔ اور فتح در حقیقت اُسی دن حاصل ہو گی۔

(وَیَوْمَئِذٍ یَّفْرَحُ الْمُؤْمِنُوْنَ O بِنَصْرِ اللّٰہِ طیَنْصُرُ مَنْ یَّشَآئُ طوَہُوَ الْعَزِیْزُ الرَّحِیْمُ)

“اور اس روز مومن اللہ کی مدد سے خوش ہو جائیں گے۔ وہ جسے چاہتا ہے مدد دیتا ہے اور وہ غالب اور مہربان ہے۔” (الرُّوم:4-5)

اے مسلمانو! اے اہلِ عراق!

اللہ کی خوشنودی حاصل کرنے کا یہی رستہ ہے اور اللہ ہی وہ ذات ہے جو آپ کو طاقت اور فتح دے سکتی ہے۔ حزب التحریرآپ کو دعوت دیتی ہے اور پکارتی ہے تو کیا آپ اس کی پکار کا جواب نہیں دیں گے؟

(یٰاََیُّہَا الَّذِیْنَ اٰمَنُوا اسْتَجِیْبُوْا لِلّٰہِ وَلِلرَّسُوْلِ اِذَا دَعَاکُمْ لِمَا یُحْیِیْکُمْ )

“اے ایمان والو!اللہ اور اس کے رسول کی پکار پر لبیک کہو۔ وہ تمہیں ایسے کام کیلئے بلاتے ہیں جس میں تمہارے لیے زندگی ہے۔” (الانفَال:24)
