National Action Plan is an American Plan

Nation Action Plan is to Persecute Those Who Are Waging Jihad Against the US Crusaders

On the directives of the US, the Raheel-Nawaz regime announced a “Nation Action Plan.” This plan is not for eliminating destabilization and improving the law and order situation, as the regime claims. In fact it is to suppress both the concept of Jihad and the fighters waging Jihad against the US occupation in Afghanistan. Yes, the regime claims that the Nation Action Plan is against those who attack the military and civilian abodes, killing civilians and military personnel. However, the regime’s stance of “no discrimination between good and bad Taliban” is to use the bad Taliban as a cover to eliminate the noble Mujahideen who are waging Jihad against US. Thus, the Raheel-Nawaz regime has placed both good Taliban and bad Taliban under the same category, in order to execute US orders to eliminate the good Taliban who are fighting against US occupation in Afghanistan.

The Raheel-Nawaz regime and its master in Washington both know very well that despite their campaign of lies and bomb blasts, the people of Pakistan and their armed forces have neither abandoned the concept of Jihad nor their support of the Afghan Jihad. And the Nation Action Plan has not received a positive nod from the people of Pakistan and its armed forces, in fact on the ground, there is a strong rejection. So, in order to implement Nation Action Plan, having failed to persuade, the traitors are resorting to force through military power in the shape of military courts. Taking military force in order to implement government polices for any government shows clearly that the government has failed to convince the people. Even, the basis of the constitution is going to be changed by inserting new amendments in article 8 and 212 (A&B), showing what a great departure this new plan is from Pakistan’s previous direction. And by doing so, they have proved themselves that just like dictatorship, basic human rights are violated in democracy, according to the whims of the rulers.

Even with the help of traitors in the political and military leadership and thirteen years of efforts, America has failed to win the hearts and minds of the people of Pakistan. They have failed to convince the people that the US crusade against Islam is their war because Muslims know well that Jihad is the glory of Islam. Abandoning Jihad will bring humiliation and despair both in this world and the Day after. So without a word of truth on its side, the US has been forced to employ military power with the help of traitors in the political and military leadership to force Pakistan’s society to leave the concept of Jihad and embrace a secular kufr ideology.

Hizb ut-Tahrir calls the people of Pakistan, the sincere army officers and those who claim the leadership of this noble Ummah to categorical rejection of the “National Action Plan,” for it is treachery against Allah (swt), His Messenger (saaw) and the Muslim Ummah. RasulAllah saaw said, فمن كره فقد برئ، ومَن أنكر فقد سلم، ولكن مَن رضي وتابع “Whoever hated he would be absolved (of sin) and whoever disapproved he would be safe but whoever consented and followed He would not be absolved nor safe” (Muslim).

نیشنل ایکشن پلان دراصل امریکی پلان ہے

نیشنل ایکشن پلان امریکی صلیبیوں کے خلاف جہاد کرنے والوں کو ختم کرنے کا منصوبہ ہے

امریکہ کے حکم پر راحیل-نواز حکومت کی جانب سے اعلان کردہ نیشنل ایکشن پلان پاکستان سے بدامنی کے خاتمے کے لئے نہیں بلکہ جہاد کے تصور اور امریکہ اور کفار کےخلاف جہاد کرنے والوں کو ختم کرنے کا منصوبہ ہے۔ بظاہریہ نیشنل ایکشن پلان ان لوگوں کے خلاف ہے جو ملک میں فوجی و شہری تنصیبات پر حملے اور فوجیوں اور شہریوں کو قتل کرتے ہیں لیکن جس طرح خصوصیت سے اس منصوبے میں اس بات پر زور دیا گیا ہے کہ “اچھے اور بُرے طالبان میں کوئی امتیاز نہیں رکھا جائے گا” وہ اس بات کو بے نقاب کردیتا ہے کہ بدامنی پھیلانے والوں کو ختم کرنے کی آڑ میں اُن مجاہدین کا خاتمہ کرنا مقصود ہے جو امریکہ کے خلاف جہاد کررہے ہیں۔ چونکہ راحیل-نواز حکومت بھی پچھلی حکومتوں کی طرح پاکستان کے مسلمانوں کے سامنے اس بات کا اقرار کرنے کی ہمت نہیں رکھتی کہ امریکہ کے حکم پر انہیں اچھے طالبان (جو امریکہ کے خلاف افغانستان میں جہاد کررہے ہیں) کو ختم کرنا ہے لہٰذا انہیں اور بُرے طالبان (جو شہریوں اور فوجیوں کا نشانہ بناتے ہیں)کو ایک ہی درجے میں شامل کردیا گیا ہے۔ امریکہ اور راحیل-نواز حکومت اس بات کو اچھی طرح جانتے ہیں کہ وہ تمام تر مکرو فریب ، سازشوں اور بم دھماکوں کے باوجود پاکستان کے عوام اور افواج پاکستان کو جہاد کے تصور اور افغان جہاد سے متنفر نہیں کرسکے ، لہٰذاکوئی بھی نیشنل ایکشن پلان عوام اور افواج پاکستان کی حمائت حاصل کر ہی نہیں سکتا۔ یہی وجہ ہے اس نیشنل ایکشن پلان کو نافذ کرنے کے لئے فوجی عدالتوں کی صورت میں فوجی قوت کےاستعمال کا فیصلہ کیا گیا ہے۔ کسی بھی حکومت کا اپنی پالیسیوں کے نفاذ کے لئے فوجی قوت پر انحصار کرنا یہ ثابت کرتا ہے کہ وہ اِن پالیسیوں پر عوام کو قائل کرنے میں ناکام ہوگئی ہے۔ حد تو یہ ہے کہ آئین کی بنیادوں کو تبدیل کرنے کے لئے اُس کی دفعہ 8 اور دفعہ(A-B) 212 میں ترامیم لائیں جارہی ہیں اور خود اپنے ہاتھوں یہ ثابت کیا جارہا ہے کہ آمریت کی طرح جمہوریت میں بھی انسانوں کے بنیادی حقوق صرف اس وقت تک ہی محفوظ ہیں جب تک حکمران چاہتے ہیں۔

امریکہ پاکستان کی سیاسی و فوجی قیادت میں موجود غداروں کی مدد سے تیرہ سال سے تمام تر کوششوں کے باوجود پاکستان کے عوام کے دل ودماغ کو جیتنے اور اسلام کے خلاف امریکی جنگ کو پاکستان کی جنگ ثابت کرنے میں مکمل طور پر ناکام رہا ہے کیونکہ مسلمان جانتے ہیں کہ جہاد اسلام کی شان ہے اور اس سے دست برادری دنیا و آخرت کی بربادی ہے۔ لہٰذا اب آخری حربے کے طور پر امریکہ پاکستان کے معاشرے کو جہاد سے دستبردار کروانے اور انہیں کفریہ سیکولر تصورات کو اپنانے کے لئے سیاسی وفوجی قیادت میں موجود غداروں کی مدد سے فوجی قوت کو استعمال کرنے پر مجبور ہو گیا ہے۔

حزب التحریر پاکستان کے عوام، افواج پاکستان میں موجود مخلص افسران اور ان لوگوں کو جو خود کو عوام کا رہنما کہتے ہیں، خبردار کرتی ہے کہ نیشنل ایکشن پلان کی حمائت اور مدد کرنا اللہ سبحانہ و تعالی، اس کے رسولﷺ اور مسلمانوں سے غداری کے مترادف ہے اور جس کی سزا بہت سخت ہے۔ یہ منصوبہ پاکستان کے معاشرے کو سیکولر بنانے اور جہاد کے تصور سے دستبرداری کا منصوبہ ہے لہٰذا اس کی ہر سطح پر مذمت اور مخالفت کرنا ہر مسلمان پر لازم ہے۔ رسول اللہﷺ نے فرمایا، فمن كره فقد برئ، ومَن أنكر فقد سلم، ولكن مَن رضي وتابع “تو جس نے برا جانا وہ بَری ہوا اور جس نے انکار کیا وہ (گناہ سے) محفوظ رہا۔ لیکن جو راضی رہا اور تابعداری کی وہ بَری ہوا نہ محفوظ رہا”(مسلم)۔
