Raheel Sharif’s Order for Inquiry into Custodial Death through Torture is Noting But Hypocrisy

Raheel Sharif’s order for inquiry into the death of a political worker under Rangers custody through severe torture, is an act of clear hypocrisy. The purpose of this inquiry is just to calm public anger and save his worsening repute. If Raheel Sharif was serious in preserving the good name of the Army and was sincere with the people of Pakistan, then he would have ordered inquiry regarding those thousands of “Missing Persons” who have been abducted throughout the country. If Raheel Sharif was serious in preserving the good name of the Army and was sincere with the people of Pakistan, then he would have ordered inquiry into those thousands of tribal people detained under inhuman conditions in internment centers managed by intelligence, wherein their loved ones are not allowed to meet them. If Raheel Sharif was serious in preserving the good name of the Army and was sincere with the people of Pakistan, then he would have ordered inquiry into and then arrest of Pervez Musharraf who handed over Afia Siddiqui to America. And if Raheel Sharif was serious in preserving the good name of the Army and sincere with the people of Pakistan then he would have ordered inquiry into the abduction and illegal detention of Naveed Butt, spokesman of Hizb ut-Tahrir in the Wilayah Pakistan, for the last four years by intelligence agencies.

Everyone knows that in Pakistan, law enforcement agencies, whether civilian or military, employ torture, an inhuman and un-Islamic act, without any shame. All too often, people associated with these agencies support the act of torture on the accused in order to establish and maintain peace and security. However, crime and oppression cannot be eliminated by inhuman torture or extra judicial killing, rather crime and oppression can only be eliminated by establishing justice. The Raheel-Nawaz regime undertaking inhumane operations under the banner of the National Action Plan is inciting anger and hatred within the people, allowing foreigners to exploit the situation.

Islam has forbidden the torturing and harming of the people. Muslim narrated from Hisham, who said: I bear witness that I heard that the Messenger of Allah saaw said,

إن الله يعذب الذين يعذبون الناس في الدنيا

“Allah will punish those who punish the people in the Dunya (world)”. (Muslim)

Therefore implementation of Islam comprehensively is imperative in order to purge the society from both crime and torture. And the Khilafah is the only method to implement Islam. The Khilafah (Caliphate) on the Method of Prophethood will ensure that basic needs of all citizens are fulfilled, ending all foreign interference, eliminating corruption from its roots and ending divisive politics by unifying not just the Muslims of Pakistan but the entire Ummah under the banner of Islam. Hizb ut-Tahrir demands from the sincere officers in the armed forces that they must end this Kufr system which allows the regime to abduct, torture and undertaking of extra judicial killings of our own citizens and extend Nussrah to Hizb ut-Tahrir for the re-establishment of Khilafah so that the society is cleansed of torture and oppression by state and non-state actors.

ملزم پر تشدد کرنا حرام ہے

راحیل شریف کا دوران حراست تشدد سے ہلاکت پر تفتیش کا حکم دینا کھلی منافقت ہے

3 مئی 2016 کو کراچی میں رینجرز کی حراست میں ایک سیاسی جماعت کے کارکن کی بہیمانہ تشدد کے نتیجے میں ہلاکت پر جنرل راحیل شریف کا تفتیش کا حکم دینا کھلی منافقت ہے اور اس کا مقصد محض عوامی غصہ کو ٹھنڈا کرنا اور اپنی گرتی ساکھ کو بچانا ہے۔ اگر راحیل شریف فوج کے ادارے کی نیک نامی اور پاکستان کے عوام سے مخلص ہوتے تو وہ ان ہزاروں “لاپتہ افراد” کی تفتیش کا حکم بھی دیتے جنہیں پاکستان کے کونے کونے سے اغوا کر کے غائب کر دیا گیا۔ اگر راحیل شریف فوج کے ادارے کی نیک نامی اور پاکستان کے عوام سے مخلص ہوتے تو وہ ان ہزاروں قبائلی افراد کے متعلق تفتیش کا حکم بھی دیتے جنہیں انٹیلی جنس کی زیر انتظام انٹرن مینٹ سینٹرز میں غیر انسانی ماحول میں رکھا گیا ہے اور ان کے پیاروں کو ان سے ملنے تک کی اجازت بھی نہیں دی جاتی؟ اگر راحیل شریف فوج کے ادارے کی نیک نامی اور پاکستان کے عوام سے مخلص ہوتے تو عافیہ صدیقی کو اغوا اور امریکہ کے حوالے کرنے والے پرویز مشرف کو گرفتار اور اس کی تفتیش کا اعلان بھی کرتے۔اور اگر راحیل شریف فوج کے ادارے کی نیک نامی اور پاکستان کے عوام سے مخلص ہوتے تو پاکستان میں حزب التحریر کے ترجمان نوید بٹ کے انٹیلی جنس ایجنسیوں کے ہاتھوں اغوا اور چار سال سے غیر قانونی حراست میں رکھنے کے خلاف بھی تفتیش کا حکم دیتے۔

اس بات سے ہر شخص واقف ہے کہ پاکستان کے قانون نافذ کرنے والے ادارے، چاہے وہ شہری ہوں یا فوجی، تشدد جیسے غیر انسانی اور غیر اسلامی فعل کو بغیر کسی شرم و حیا کے استعمال کرتے ہیں۔ اکثر اوقات ان اداروں سے وابستہ افراد معاشرے میں امن و امان کے قیام اور تشدد کی روک تھام کے لئے ملزموں پر تشدد کی حمایت کرتے نظر آتے ہیں۔ لیکن جرائم اور ظلم کو غیر انسانی تشدد اور ماورائے عدالت قتل کے ذریعے ختم نہیں کیا جاسکتا بلکہ جرائم اور ظلم کو صرف اور صرف انصاف کے قیام کے ذریعے ہی ختم کیا جاسکتا ہے۔ راحیل-نواز حکومت اس وقت پورے ملک میں نیشنل ایکشن پلان کے نام پر غیر انسانی آپریشن کر کے پاکستان میں رہنے والوں کے درمیان نفرتیں پیدا کر رہی ہے اور غیر ملکی طاقتوں کو اس بات کا موقع فراہم کر رہی ہے کہ وہ اس صورتحال سے فائدہ اٹھائیں۔

اسلام نے لوگوں کو عذاب دینے اور انہیں ایذا پہنچانے کو حرام قرار دیا ہے۔ مسلم نے ہشام بن حکیم سے روایت کیا، آپ نے کہا: میں اس بات کی گواہی دیتا ہوں کہ میں نے رسول اللہ ﷺ کو یہ فرماتے ہوئےسنا:

إن الله يعذب الذين يعذبون الناس في الدنيا

“اللہ اسے عذاب دے گا جو دنیا میں لوگوں کو عذاب دیتاہے” (مسلم)۔

لہٰذا معاشرے سے جرائم اور تشدد کے خاتمے کے لئے اسلام کا مکمل نفاذ ضروری ہے اور خلافت ہی وہ واحد طریقہ ہے جس کے ذریعے اسلام نافذ ہوتا ہے۔ نبوت کے طریقے پر قائم خلافت لوگوں کی بنیادی ضروریات کو پورا کرے گی، غیر ملکی طاقتوں کی مداخلت کا خاتمہ کرے گی، بدعنوانی کو اس کی جڑ سے اکھاڑ پھینکے گی اور صرف پاکستان ہی نہیں بلکہ پوری امت کو اسلام کے جھنڈے تلے یکجا کر کے معاشرے کے مختلف طبقات کے درمیان منافرت پر مبنی پالیسیوں کا خاتمہ کر دے گی۔ حزب التحریر افواج میں موجود مخلص افسران کو پکارتی ہے کہ وہ اس کفریہ نظام کا خاتمہ کریں جو حکومت کو اپنے ہی شہریوں کو اغوا، ان پر غیر انسانی تشدد اور ماورائے عدالت قتل کی چھوٹ دیتا ہے اور خلافت کے قیام کے لئے حزب التحریر کو نصرۃ فراہم کریں تاکہ معاشرے کو ریاستی اور غیر ریاستی عناصر کے تشدد اور ظلم سے پاک کر دیا جائے۔
