The Khilafah is the Shield of Muslims

China Restricts Ramadan Fasting in East Turkestan, whilst Raheel-Nawaz Regime Sits on its Hands

China has marked the start of Ramadan by slapping the Ummah of Muhammad (saaw) in the face. It demonstrated its belligerency against Islam by restricting civil servants, students and children in what China calls Xinjiang from fasting, as government websites announced on 6 June 2016 and also ordered restaurants to stay open. China regularly persecutes the Muslims. As an example, in July 2009, the Muslims around the world angered by brutal hostilities against the Muslims by Chinese government forces, along with Han Chinese gangs supported by these forces, leaving nearly two hundred dead and hundreds injured and then came the peak of hostilities against Muslims, when authorities forbade Jumm’a prayers and closed the main Masjid in Urumqi the capital of the region that China calls Xinjiang, rather than its real name “East Turkestan.” East Turkestan is a part of the Central Asian state of Turkestan, which Muslims opened to Islam in the First Century AH, corresponding to the beginning of the Eighth Century CE, and was occupied forcibly by China in the middle of the last century, i.e. 1949. As for the largest and nearest Muslim armed forces that could easily extend support to the oppressed Muslims of East Turkestan, the very next day Pakistan’s key civil and military leaders assembled at the Army’s General Headquarters in a rare meeting, in an “extraordinary” meeting convened by Army Chief Gen Raheel Sharif. However, there was not even a single word against Chinese belligerency and instead the rulers focused on the “challenges” to the China-Pakistan Economic Corridor, which is to open the riches of Muslim Lands to the oppressive Chinese!

What makes China and others dare to occupy Muslim lands, usurping Muslims’ rights and oppressing them, is that the Muslims are without a shield, a righteous Imam to secure them. Without our shield, the Islamic Lands are considered as a place only for the spilling of the pure blood of the elderly, women and children, a place for distress calls from the bereaved, for division and dismemberment and for control by enemies and allies alike. Anyone who has a heart, hearing and sight can comprehend that the Muslims have lost the caretaker who looks after their affairs. They have lost the Imam who protects them and behind whom they fight, as RasulAllah ﷺ said,

« إِنَّمَا الْإِمَامُ جُنَّةٌ يُقَاتَلُ مِنْ وَرَائِهِ وَيُتَّقَى بِهِ» أخرجه مسلم

“The Imam is a shield, behind him you fight and by him you are protected.” (Muslim).

So, they have lost the rightly guided Khaleefah who will protect the sanctity of Islam and guard the frontiers. And they have lost the Mu’atasim who will answer the distress call of the afflicted, the cries of the oppressed and the screams of the subjugated! The Muslims today number more than one and a half billion, but they are without a state that rules by all that Allah has revealed and fight Jihad fee sabeelillah, but instead they have rulers that rule by everything other than Islam and fight everyone other than the enemies of Allah, His Messenger and the Believers. The rulers of Muslim look and listen to all that is occurring and has occurred in East Turkestan, but they did not mobilize to help them, for they are deaf, dumb and blind and have no sense. Their example is that of one who speaks of strength, but the speech is merely words without any action and yet he insists he is strong.

We remind the Muslim officers of Pakistan armed forces, upon whom the Nussrah for Khilafah is incumbent and long overdue, of their brother in arms, the Muslim commander Qutaiba bin Muslim Al-Bahilee who opened Turkestan: the West of Central Asia and opened its two major cities, Samarkand and Bukhara, in 94 AH, and then he turned towards the east until he reached Kashgar, which in those times was the capital of East Turkestan, which China now calls Xinjiang, and he completed its opening in the year 95 AH. He then stopped at the gates of China and his army was about to set foot on Chinese soil. When the Chinese Emperor heard about him, he was stricken by fear and panic and sent a delegation to the Muslim commander to pay Jizyah and sent him soil in which he could fulfill his oath to step on Chinese soil. Such was the glory of the Muslims and Islam! The Muslims had been granted dignity by their Lord, strengthened by their Deen, standing as a strong and powerful wall that no-one who hated Islam and Muslims would dare to approach, let alone assault. So we ask, O officers, when will you respond?

خلافت مسلمانوں کی ڈھال ہے

چین مشرقی ترکستان کے مسلمانوں کو رمضان کے روزے رکھنے سے روک رہا ہے جبکہ راحیل-نواز حکومت ہاتھ پر ہاتھ دھرے بیٹھی ہے

چین نے رمضان کے آغاز کے ساتھ ہی امت مسلمہ کے منہ پر تھپڑ مارا ہے۔ اس نے اسلام کے خلاف اپنی نفرت کا اظہار سنکیانگ سے تعلق رکھنے والے سرکاری ملازمین، طلبہ اور بچوں کو روزے رکھنے سے روک کر کیا ہے۔ اس بات کا اعلان حکومتی ویب سائٹ پر 6 جون 2016 کو کیا گیا جس میں ہوٹلز اور ریسٹورنٹس کو کھلا رکھنے کا حکم بھی دیا گیا ۔ چین مسلمانوں کو مسلسل ظلم وستم کا نشانہ بناتا ہے۔ جولائی 2009 میں پوری دنیا کے مسلمان غم و غصہ میں مبتلا ہوگئے تھے جب ہان نسل کے چینی غنڈوں نے مسلمانوں پر حملے کیے اور چینی افواج نے ان کی مدد کی جس میں دو سو سے زیادہ افراد قتل اور سیکڑوں زخمی ہوگئے۔ پھر اس کے بعد چینی حکام نے مسلمانوں پر ظلم میں مزید اضافہ کرتے ہوئے نماز جمعہ پر پابندی عائد کردی اور مشرقی ترکستان ، جسے چین سنکیانگ کہتا ہے، کے دارلحکومت ارمکی میں مرکزی جامع مسجد بند کردی۔ مشرقی ترکستان وسطی ایشیا کی ریاست ترکستان کا حصہ ہے جسے مسلمانوں نے پہلی صدی ہجری بمطابق آٹھوی صدی عیسوی میں اسلام کے لئے کھولا تھا اور 1949 میں چین نے اس پر قبضہ کرلیا تھا۔ جس دن چین نے مسلمانوں پر روزے رکھنے کی پابندی عائد کی اس کے اگلے ہی دن مسلم دنیا کی سب سے طاقتور اور بڑی فوج ،پاکستان آرمی کے ہیڈکواٹر میں پاکستان کی اہم ترین سیاسی و فوجی شخصیات کا ایک “غیر معمولی” اجلاس ہوا جسے آرمی چیف راحیل شریف نے طلب کیا تھا لیکن چین کے اس واضح اور کھلے ظلم کے خلاف کوئی بات نہیں کی گئی بلکہ پاک-چین معاشی راہداری کو درپیش چیلینجز پر بات کی گئی تا کہ چین مسلمانوں کی سرزمین سے فائدہ اٹھا سکے۔

جو چیز چین اور دیگر اسلام دشمنوں کو مسلمانوں کے علاقوں پر قبضہ کرنے، ان کے حقوق کو پامال کرنے اور ان پر ظلم کرنے کی ہمت فراہم کرتی ہے وہ یہ ہے کہ مسلمان ایک ڈھال، خلیفہ راشد سے محروم ہیں۔ اس ڈھال کی غیر موجودگی میں مسلم علاقے ایسی سرزمین بن چکے ہیں جہاں عورتوں ، بچوں اور بوڑھوں کے مقدس خون کو بہایا جاتا ہے، جہاں سے مظلوموں کی چیخ وپکار آتی ہے، جس پر دشمن اور اتحادی قبضہ کرنے کے لئے ایک دوسرے سے مقابلہ کرتے ہیں اور ان علاقوں کو تقسیم کرتے ہیں۔ جس شخص کے سینے میں دل ہے جو سن اور دیکھ سکتا ہے ، وہ یہ سمجھ سکتا ہے کہ مسلمان ایک نگران سے محروم ہیں جو ان کے امور کی دیکھ بحال کرسکے۔ وہ اس امام، خلیفہ سے محروم ہیں جو ان کی حفاظت کرے اور جس کے پیچھے سے وہ اپنے دشمنوں سے لڑیں، جیسا کہ رسول اللہ ﷺ نے فرمایا،

إِنَّمَا الْإِمَامُ جُنَّةٌ يُقَاتَلُ مِنْ وَرَائِهِ وَيُتَّقَى بِهِ

“بے شک خلیفہ ہی ڈھال ہے جس کے پیچھے رہ کر لڑا جاتا ہے اور اسی کے ذریعے تحفظ حاصل ہوتا ہے”(مسلم)۔

تو مسلمان خلیفہ راشد سے محروم ہیں جو اسلام کی حرمات اور مسلمانوں کے علاقوں کا تحفظ کرے، ہم اس معتصم سے محروم ہیں جومظلوموں کی چیخ و پکار کوسنتا اور ان کا جواب دیتا ہے۔ آج مسلمانوں کی تعداد ایک ارب پچاس کروڑ سے زیادہ ہے لیکن وہ اس ریاست سے محروم ہیں جو اللہ سبحانہ و تعالیٰ کے نازل کردہ شریعت کو نافذ اور اللہ کی راہ میں جہاد کرتی ہے۔ بلکہ آج ان پر وہ حکمران مسلط ہیں جو اسلام کے علاوہ ہر چیز کو نافذ کرتے ہیں اور ہر ایک سے لڑتے ہیں لیکن اللہ، اس کے رسول ﷺ اور ایمان والوں کے دشمنوں سے نہیں لڑتے۔ ان تمام مظالم کو مسلمانوں کے حکمران دیکھتے اور سنتے ہیں اور اس کو بھی جو کچھ مشرقی ترکستان میں ہورہا ہے لیکن وہ اِن مسلمانوں کی مدد کرنے کے لئے حرکت میں نہیں آتے جیسے وہ اندھے، بہرے، گونگے اور ہر احساس سے محروم ہوں۔ اِن حکمرانوں کی مثال اس شخص کی سی ہے جو سخت زبان تو استعمال کرتا ہے لیکن اس پر عمل نہیں کرتا اور پھر بھی اس کایہ دعویٰ ہوتا ہے کہ وہ طاقتور اور مضبوط ہے۔

ہم پاکستان کی مسلح افواج کے افسران کو یاد کرانا چاہتے ہیں ، جن پر خلافت کے قیام کے لئے نصرۃ کی فراہمی لازم ہے اور اس کا بہت عرصے سے انتظار ہورہا ہے، ان کے بھائی مسلم کمانڈر قتیبہ بن مسلم البھیلی کے متعلق جنہوں نے چورانوے (94) ہجری میں وسطی ایشیا کے مغرب میں ترکستان کے دروازے اسلام کے لئے کھولے اور اس کے دو اہم شہر وںسمرقند اور بخارا کو فتح کیا اور پھر مشرق کی جانب بڑھے یہاں تک کہ کاشغر پہنچ گئے جو ان دنوں مشرقی ترکستان کا دارلحکومت ہوتا تھا جسے چین آج سنکیانگ کہتا ہے اور فتوحات کا سلسلہ پچانوے(95) ہجری تک جاری رہا۔ وہ چین کی سرحدوں پر پہنچ گئے اور اس کی سر زمین میں داخل ہی ہوا چاہتے تھے۔ جب چین کے شہنشاہ نے ان کے متعلق سنا تو خوف سے کانپ گیا اور جلدی جلدی ایک وفد چین کی مٹی کے ساتھ ان کے پاس بھیجا تا کہ قتیبہ چین کی سرزمین پر قدم رکھنے کی قسم پوری کرسکیں اور اس نے جزیہ کی ادائیگی کو بھی قبول کرلیا۔ یہ تھی اسلام اور مسلمانوں کی شان! اللہ سبحانہ و تعالیٰ نے مسلمانوں کو عزت دی، ان کے دین کے ذریعے انہیں مضبوط کیا اور انہیں ایک ایسی مضبوط اور طاقتور دیوار میں تبدیل کردیا کہ جو کوئی اسلام اور مسلمانوں سے دشمنی رکھتا تھا، اس پرحملہ کرنا تو دور کی بات اس تک پہنچنے کی ہمت نہیں کرتا تھا۔ لہٰذا ہم پوچھتے ہیں اے افسران! کیا آپ جواب دیں گے؟
