The artificial shortage of CNG is “democracy’s best revenge” against our people

The Khilafah will rescue the Ummah from artificial energy crisis

People who have already been suffering from numerous crises are now forced to bear the artificial CNG shortage as well.  People are must sit in their cars, queuing for many hours in order to fill gas in their cars. Instead of ending this artificial shortage, people have been advised to switch to costly imported LNG and petrol or be prepared to buy expensive CNG. About a decade ago, the government itself introduced CNG in the transport sector and marketed it heavily. The government explained its benefits, claiming that it is an endogenous resource and therefore its consumption will reduce our reliance on costly imported petrol and diesel and valuable foreign exchange will be saved. Furthermore because CNG is a cheap fuel, its use will reduce inflation, which will increase the buying power of the people and on top of that because it is a clean fuel, its consumption will help to reduce environmental pollution as well. That was then. Ye, during all these years, did the rulers not know that we do not have enough gas resources to introduce our transport sector to gas too, after fulfilling the requirements of domestic and industrial clients as well as the power sector? Is this a new revelation? In fact, these rulers are lying. There is no real energy shortage in the country. It is proved by the fact that electricity crisis has been reduced dramatically for the last two months. Before that there was twelve hour load shedding in major cities, which has been reduced to a mere one or two hours only.

On 2 October 2012, the Adviser for Petroleum and Natural resources, Dr. Asim Hussain, admitted that a number of companies that had completed exploration work did not announce their discoveries because of unattractive prices. When he was asked why they have not been penalized, he replied that government had to be practical, instead of pushing away companies by penalizing them. Now these companies are ready to start production and supply gas, according to the new prices announced in the 2012 Petroleum Policy. This cruel government has almost doubled the price of gas in its new petroleum policy from 3.24 dollar MMBTU to 6 dollar MMBTU. The Oil and Gas Development Corporation Ltd, which meets 58 percent of oil demand and 27 percent of gas, has earned 91 billion Rupees in net profit, after taxation in the financial year 2011-12. If the profit of only one company is so high, then we can imagine that the other companies are also making profits in billions of Rupees annually. Now their profits will rise even more after the implementation of new prices.

This is the “achievement” of the democratic system! A resource which is essential for humanity and national usage was made scarce, just because a few companies were not getting their desired profit. Now once again this criminal and cruel activity of creating artificial shortage has caused the closure of thousands of industrial units for weeks, with its labour losing its means of earning and being thrown into the jaws of hunger, whilst the country will lose trillions of Rupees. Other then this, the proof that rulers are responsible for this artificial shortage is that despite several years have passed by, they have not utilized one of the largest coal reserves in the world situated in Thar, Sindh.

The statement of the Adviser, Dr. Asim Hussain, confirms that whether it is democratic rule or dictatorship, in both cases the capitalist system is always implemented. That’s why America and colonialist powers always support both dictators and democratic rulers in Muslim countries because in both cases, the rulers of Muslim countries make polices according to the wishes of America and Western powers. Therefore we see that there are many countries in the world who possess immense natural resources, but their people live in abject poverty, whilst multinational companies and the rulers fill their accounts with the wealth of that country. This only occurs because in democracies and dictatorships, rulers surrender resources like oil, gas and natural resources to private ownership in the name of the free market economy.

Only the Khilafah will liberate the Muslim Ummah and the whole of humanity from this oppression, because Islam has shut the door of corruption forever, by taking the power of legislation from humans. Islam declared all natural resources as public property and therefore the Khilafah state will provide these resources to the Ummah, without profiteering. Rasool Allah SAW said:

“Muslims are partners (associates) in three things: in water, pastures and fire and its price is Haram (forbidden)” (Dawood).

Only the implementation of one rule of Islam will divert the flow of trillion of Rupees to the people, instead of going into the accounts and bank lockers of corrupt rulers and multinational companies. The Ummah will be provided economical and abundant energy resources and because of low-priced and available energy, industry will flourish immensely. Hizb ut-Tahrir asks from the people, if after elections a new government, with new faces will continue to privatize energy resources then what difference would it make in their lives? We will hear the same arguments that the energy crisis is because of the previous government, whereas actually democratic system is the problem because it implements man made laws. In democracy even an “honest” ruler does not implement Islam, rather he implements the man made laws of capitalism. Therefore the Ummah must completely reject the kufr democratic system and join Hizb ut-Tahrir in order to end the oppressive system and establish the system of Khilafah which is based on the Quran and Sunnah, raising the cry “New Faces, New System – Hizb ut-Tahrir and Khilafah System”.

سی۔این۔جی کی مصنوعی قلت عوام کے ساتھ جمہوریت کا انتقام ہے

خلافت امت کو توانائی کی مصنوعی قلت سے نجات دلائے گی

عوام جوپہلے ہی کئی بحرانوں کا سامنا کر رہے تھے ان پر اب سی۔این۔جی کی مصنوعی قلت کا بحران بھی تھونپ دیا گیا ہے۔ لوگوں کو گھنٹوں تک گاڑی میں گیس بھروانے کے لیے لائنوں میں کھڑا رہنے پر مجبور کر دیا گیا ہے۔ لیکن اس مصنوعی بحران کو ختم کرنے کے بجائے عوام کو اس عذاب سے نکلنے کے لیے یہ مشورہ دیا جا رہا ہے کہ وہ مہنگی درآمدی ایل۔پی۔جی اور پیٹرول پر منتقل ہو جائیں یا مہنگی سی۔این۔جی خریدنے پر تیار ہو جائیں۔ تقریباً ایک عشرے قبل حکومت کی جانب سے سی۔این۔جی کو یہ کہہ کر متعارف کرایا گیا تھا کہ یہ ایک ملکی خزانہ ہے جس کے استعمال سے نہ صرف مہنگے درآمدی پیٹرول اور ڈیزل کے استعمال میں کمی آئے گی اور قیمتی زرمبادلہ کی بچت ہو گی بلکہ سستا ایندھن ہونے کی وجہ سے مہنگائی میں کمی واقع ہو گی، عوام کی قوت خرید میں اضافہ ہو گا اور اس کے ساتھ ساتھ صاف ایندھن ہونے کی بنا پر ماحولیاتی آلودگی کو بھی کم کرنے میں مدد ملے گی۔ کیا ان تمام سالوں میں کسی حکمران کو یہ نہیں معلوم تھا کہ ملک میں گیس کے ذخائر اس قدر موجود نہیں کہ گھریلو و صنعتی صارفین اور بجلی کے کارخانوں کی ضرورت کو پورا کرنے کے بعد ٹرانسپورٹ کی ضروریات کو پورانہیں کیا جا سکتا۔ درحقیقت یہ حکمران جھوٹ بول رہے ہیں۔ ملک میں توانائی کی کوئی حقیقی قلت موجود نہیں ہے جس کا ثبوت ملک میں جاری بدترین لوڈشیڈنگ میں پچھلے دو ماہ میں اچانک حیرت انگیز کمی ہے کہ کہاں شہروں میں دن میں بارہ بارہ گھنٹوں کی لوڈشیدنگ ہو رہی تھی جو اب گھٹ کر ایک یا دو گھنٹے رہ گئی ہے۔ اسی طرح سے ملک میں گیس کی بھی کوئی قلت نہیں ہے۔ 2 اکتوبر 2012 کو مشیر پیٹرولیم و قدرتی وسائل ڈاکٹرعاصم حسین نے اس بات کا اعتراف کیا کہ تیل و گیس کی کئی کمپنیوں نے پچھلے چند سالوں کے دوران گیس کے ذخائر دریافت کرنے کے باوجود نئے ذخائر کی دریافت کا اعلان نہیں کیا تھا کیونکہ انھیں اس کی کم قیمت مل رہی تھی۔ اور جب وزیر پیٹرولیم سے یہ پوچھا گیا کہ ان کمپنیوں کے خلاف کاروائی کیوں نہیں کی گئی تو ان کا جواب تھا کہ ان کمپنیوں کو سزا دینے کے بجائے حکومت کو حقیقت پسند ہونا چاہیے۔ لیکن پیٹرولیم پالیسی 2012 کے اعلان کے بعد یہ کمپنیاں نئے دریافت شدہ ذخائر سے نئی قیمتوں پر گیس کی پیداوار دینے کے لیے تیار ہو گئیں ہیں۔ اس ظالم حکومت نے 2012 کی پیٹرولیم پالیسی میں نئے دریافت ہونے والے ذخائر سے حاصل ہونے والی گیس کی قیمت 3.24 ڈالر MMBTU سے بڑھا کر 6 ڈالر MMBTU کر دی ہے۔ OGDCL (آئل اینڈ گیس ڈیولپمنٹ کارپوریشن لمیٹڈ)، جس کا پاکستان کی تیل کی پیداوار میں حصہ 58 فیصد اور گیس کی پیداوار میں 27 فیصد حصہ ہے، نے مالیاتی سال 2011-12 میں بعد از ٹیکس 91 ارب روپے کا خالص منافع کمایا ہے۔ اگر صرف ایک کمپنی کا ایک سال کا منافع اس قدر زیادہ ہے تو اندازہ لگایا جا سکتا ہے کہ باقی کمپنیاں بھی سالانہ اربوں روپے کما رہی ہیں اور اب نئی قیمتوں کے اطلاق کے بعد ان کے منافع میں مزید کئی گنا اضافہ ہو جائے گا۔ یہ ہے جمہوریت کا کمال جو انسانی اور ملکی ضرورت کی ایک انتہائی اہم چیز کی پیداوار صرف اس لیے نہیں لے رہی تھی کیونکہ چند کمپنیوں کو ان کی مرضی کا منافع حاصل نہیں ہو رہا تھا۔ اور اب ایک بار پھر گیس کی مصنوعی قلت کا یہ مجرمانہ اور ظالمانہ فعل اختیار کیا گیا جس کے نتیجے میں ہزاروں صنعتیں ہفتوں کے لیے بند ہیں، لاکھوں مزدور بے روزگاری کا شکار ہو کر فاقوں پر مجبور ہیں اور ملکی معیشت کو اس کے نتیجے میں کھربوں روپے کا نقصان برداشت کرنا پڑے گا۔ اس کے علاوہ حکمرانوں کے مجرم ہونے کا ایک اور بڑا ثبوت سالوں گزر جانے کے باوجود تھر کے کوئلے کے عظیم ذخائر سے فائدہ نہ اٹھا نا ہے۔ مشیر پیٹرولیم کا بیان اس حقیقت کا اعتراف ہے کہ جمہوریت اور آمریت دونوں صورتوں میں سرمایہ دارانہ نظام ہی نافذ ہوتا ہے۔ یہی وجہ ہے کہ امریکہ اور استعماری طاقتیں مسلم ممالک میں آمر اور جمہوری دونوں طرح کے حکمرانوں کی حمائت کرتے ہیں کیونکہ دونوں صورتوں میں حکمران امریکہ اور مغربی طاقتوں کی مرضی کے مطابق پالیسیاں بناتے ہیں۔ اسی لیے ہم دیکھتے ہیں کہ دنیا کے کئی ممالک زبردست قدرتی وسائل رکھنے کے باوجود ان ممالک کے عوام غربت کی دلدل میں دھنسے ہوتے ہیں جبکہ ملٹی نیشنل کمپنیاں اور حکمران اس دولت سے اپنی تجوریاں بھر رہے ہوتے ہیں کیونکہ آمریت اور جمہوریت میں تیل، گیس اور معدنی وسائل کو آزاد معیشت کے نام پر نجی ملکیت میں دے دیا جاتا ہے۔ صرف خلافت ہی امت مسلمہ اور انسانیت کو اس ظلم سے نجات دلائے گی کیونکہ اسلام نے قانون سازی کا حق انسانوں سے لے کر ہمیشہ کے لیے کرپشن کے اس دروازے کو بند کر دیا ہے۔ اسلام تیل، گیس اور تمام معدنی وسائل کو امت کی ملکیت قرار دیتا ہے اس لیے خلافت ان وسائل پر نفع نہیں کمائے گی اور ان وسائل کو امت تک ان پر آنے والی لاگت کی قیمت پر پہنچائے گی۔ نبی ﷺ نے فرمایا:

((المسلمون شرکاء ف ثلاث ف الماء والکل والنارو ثمنہ حرام))”

“تمام مسلمان تین چیزوں میں برابرکے شریک ہیں: آبی ذخائر، چراگاہیں یا جنگلات اور آگ (توانائی کے وسائل)۔ اور اِن کی قیمت حرام ہے” (داود)۔

اسلام کے صرف اس ایک حکم کے نفاذ سے کھربوں روپے کا منافع جو اس وقت حکمرانوں اور ملٹی نیشنل کمپنیوں کی تجوریوں میں جا رہا ہے اس کا رخ عوام کی جانب مڑ جائے گا، امت کو سستی اور وافر توانائی کے وسائل میسر ہوں گے اور سستی توانائی کی بدولت صنعتیں زبردست ترقی کریں گی۔ حزب التحریر امت سے پوچھتی ہے اگر انتخابات کے بعد نئے چہروں پر مشتمل نئی حکومت نے بھی توانائی کے وسائل کی نجکاری کا سلسلہ جاری رکھا تو کیا ان کی زندگی میں کوئی تبدیلی آئے گی۔ نئی آنے والی حکومت بھی موجودہ حکومت کی طرح توانائی کے بحران کی ذمہ دار پچھلی حکومت کو قرار دیتی رہے گی جبکہ حقیقت میں اصل مسئلہ جمہوریت ہے جس میں انسانوں کے بنائے ہوئے قوانین نافذ ہوتے ہیں۔ جمہوریت میں ایماندار حکمران بھی اسلام کو نہیں بلکہ انسانوں کے بنائے ہوئے قوانین یعنی سرمایہ داریت کو ہی نافذ کرتا ہے۔ لہذا امت انسانوں کے بنائے ہوئے کفریہ جمہوری نظام کو مکمل طور پر مسترد کرتے ہوئے قرآن و سنت کے نظام یعنی خلافت کے قیام کے ذریعے اس ظلم کے نظام کے خاتمے میں حزب التحریر کا ساتھ دیں اور اس نعرے کو بلند کریں “نئے چہرے، نیا نظام – حزب التحریر اور خلافت کا نظام”۔
