China’s New Anti-Extremism Law is an Extension of its Brutal Campaign

to Erase the Islamic Identity of Xinjiang’s Muslim Women and their Children

Blinded through its hate towards Islam, China has extended its brutal war against the Islamic beliefs of the Uighur Muslims of Xinjiang. On April 1, 2017, it enacted the Law on the “Fight Against Extremism” which once again targets the Islamic identity of Muslim women and their children as well as the Uighur Muslims in general. Article 9 of this new law bans “to use religious rituals in marriage and divorce, funeral and heritage issues, to refuse to watch and listen to state television and radio broadcasts, to wear clothing which covers the face, to grow abnormal beards, to give children names which have religious association and thus provoke religious extremism, to oppose or prevent the State’s Birth Control Policies” and many more bans. Article 7 of the law promises to “reward persons and institutions financially who effectively contribute to the struggle against Extremist Religious Trends and who succeed in their eradication for good”. For example, reporting a veiled woman or man with a long beard will be rewarded with a thousand Yuans (275 Euros). This new law essentially expresses that preaching, promoting, or conducting basic Islamic ideas or practices, will be regarded as “strictly religious extremism”, and the state “will hunt and punish those who conduct these activities and practices”, and “will eradicate opponents” of state policies.

It is clear that this edict seeks to erase the Islamic personality and culture of the Muslim woman and the future Muslim generations of Xinjiang through associating basic Islamic thoughts and rulings with extremism and labelling any believer who rejects the law as an extremist and potential terrorist. Furthermore, just 2 days before the launch of this law, on March 30^th, international media organizations reported that terrorizing Chinese forces conducted massive military operations in the towns and villages of the districts of Hotan, Kashkar and Aksu. They raided the homes, work places and every sphere of life of Muslim Uighur Turks and confiscated Qur’ans, religious books, any audio and video material with religious content, and women’s Islamic dresses, and burned and destroyed them publicly in squares. Already since 2015 civil servants, teachers and students are prevented from fasting in Ramadan and participating in collective worship, children under the age of 18 are prohibited from entering mosques and there has been a severe crackdown on Islamic schools. Furthermore, the ‘extremist’ Chinese regime announced last year that it would be implementing new education rules in Xinjiang that would punish parents who encourage their children into religious activities or force them to wear Islamic dress. This brutal regime has even conducted forced sterilizations and abortions on Muslim Uighur women to try and stem the size of the future Muslim population of Xinjiang.

The implementation of this new law came right before Chinese leader Xi Jinping’s visit to the US on April 6, 2017 and his meeting with President Donald Trump, which indicates that the Chinese regime is sure of the Western World’s approval of these bans regardless of their empty rhetoric of championing religious freedoms and human rights. This is not surprising as Beijing’s anti-Muslim policies echo the actions pursued by many western secular states against the Islamic beliefs of their Muslim communities to distance them from their Deen, under the false guise of ‘counter-extremism’ measures.

O Muslims! There is a cultural genocide being undertaken against your Muslim brothers and sisters of Xinjiang to erase every trace of their Islamic culture and heritage to force Kufr upon them. Indeed, this intensive agenda to coerce Muslims and their children to abandon their Islamic identity through repressive ‘anti-extremism’ laws and bans on Islamic practices such as the Islamic dress is one that is replicated in America and states across the world. The enemies of Islam have a free-hand to attack Islam due to the absence of the Khilafah which is the only state which will protect the Islamic laws, and in the future and supports the believers in fulfilling their Islamic obligations and rulings. So we call you O Muslims to increase your efforts to re-establish the Khilafah based on the method of the Prophethood which will save the Deen of the Muslims in China and across the world.

چین کا نیا انسدادِ انتہا پسندی کا قانون اُس کی اُس ظالمانہ مہم کی توسیع ہے

جس کے تحت سنکیانگ کی مسلمان عورتوں اور ان کے بچوں کی اسلامی شناخت کو مٹا دینا چاہتی ہے

اسلام کے خلاف اپنی نفرت میں اندھے ہو کر چین نے سنکیانگ کے ایغور مسلمانوں کے اسلامی عقائد کے خلاف اپنی ظالمانہ جنگ بڑھا دی ہے۔ یکم اپریل 2017 کو اس نے ایک قانون”انتہا پسندی کے خلاف جنگ” لاگو کیا   جو کہ ایک مرتبہ پھر مسلمان عورتوں اور ان کے بچوں کی اسلامی شناخت اور اس کے ساتھ ساتھ ایغور کے عام مسلمانوں کو بھی نشانہ بنا رہی ہے ۔ اس نئے قانون کی شق 9 اس پر پابندی لگاتی ہے کہ ” شادی، طلاق، جنازے اور وراثت کے مسائل میں دینی رسوم کا استعمال ہو، ریاستی ٹی وی اور ریڈیو کی نشریات کو دیکھنے اور سننے سے انکار کیا جائے ، ایسا لباس پہنا جائے جو کہ چہرے کو ڈھانپے، غیر معمولی داڑھی بڑھائی جائے، بچوں کے ایسے نام رکھے جائیں جو مذہبی لگاؤ ظاہر کریں اور اس طرح مذہبی انتہا پسندی کو اکسائیں، اور ریاست کی پیدائش پر کنٹرول پالیسیوں پر اعتراض کریں” اور ایسی بہت سی پابندیاں۔ قانون کی شق 7 وعدہ کرتی ہے کہ “ایسے افراد اور اداروں کو مالی انعام و اکرام سے نوازا جائے جو کہ انتہا پسند مذہبی رجحانات کے خلاف جدوجہد کر رہے ہیں اور جو خاتمے کی اس کوشش میں کامیاب ہوں”۔ مثال کے طور پر ایک نقاب والی خاتون اور لمبی داڑھی والے مرد کی خبر دینے والے کو ہزار یوان ( 275 یورو) سے نوازا جائے گا۔ یہ نیا قانون خاص طور پر زور دیتا ہے کہ بنیادی اسلامی خیالات اور طریقوں کی تبلیغ ترویج اور انعقاد، کو “شدید مذہبی انتہا پسندی” سمجھا جائے گا، اور ریاست “ان لوگوں کو ڈھونڈے گی اور سزا دے گی جو ان سرگرمیوں اور طریقوں میں ملوث ہوں گے” اور” ریاستی پالیسیوں کے مخالفین کا خاتمہ” کرے گی۔

یہ واضح ہے کہ یہ فرمان مسلم خواتین اور سنکیانگ کی مستقبل کی مسلمان نسلوں میں اسلامی شخصیت اور ثقافت کو مٹانا چاہتا ہے اور یہ اس طرح کہ بنیادی اسلامی افکار اور احکام کو انتہا پسندی سے جوڑ دیا جائےاور کوئی بھی مومن جو اس قانون کو مسترد کرے اس کو انتہا پسند اور ممکنہ دہشت گرد ثابت کر دیا جائے۔ مزید برآں اس قانون کے آغاز سے دو دن پہلے 30 مارچ کو، بین الاقوامی میڈیا اداروں نے رپورٹ کیا کہ دہشت انگیز چینی فورسز نے ضلع ہوتان، کاشکار اور اوکسو کے قصبوں اور گاؤں میں بڑے پیمانے پر فوجی آپریشن کیے۔ انہوں نے گھروں اور کام کی جگہوں پر دھاوے بولے، اور ہر مکتبہ زندگی کے مسلمان ایغور ترکوں پر ، قرآن، مذہبی کتابیں، اور مذہبی مواد والی آڈیو اور وڈیو اور خواتین کا اسلامی لباس قبضےمیں لے لیا، اور ان کو سرِعام چوکوں پر جلایا گیا۔ پہلے ہی 2015 سے سرکاری ملازمین، اساتذہ اور طلباء کو رمضان میں روزے رکھنے سے اور باجماعت عبادت سے روکا جاتا ہے ، 18 سال سے کم عمر بچوں کا مسجدوں میں داخلہ ممنوع ہے، اور اسلامی اسکولوں کے خلاف انتہائی سخت مہم جاری ہے۔ مزید برآں چینی حکومت نے پچھلے سال یہ اعلان کیا کہ یہ سنکیانگ میں نئے تعلیمی قوانین نافذ کرے گی جس میں اُن والدین کو سزا ملے گی جو کہ اپنے بچوں کو مذہبی مصروفیات میں حصہ لینے کی حوصلہ افزائی کریں یا ان کو اسلامی لباس پہننے پر اصرار کریں۔ اس ظالم حکومت نے ایغور کی مسلمان خواتین کی زبردستی نسبندی اور اسقاطِ حمل کے ذریعے سنکیانگ کی مستقبل کی مسلم آبادی میں کمی لانے کی کوشش کی ہے۔

اس نئے قانون پر عملدرآمد چین کے لیڈر شی جین بین کے امریکہ کے دورے اور صدر ڈونلڈ ٹرمپ سے ملاقات سے بالکل پہلے ہوا ، جو اشارہ کرتا ہے کہ چینی حکومت جانتی ہے کہ مغربی دنیا اپنے مذہبی آزادی اور انسانی حقوق کے کھوکھلے نعروں کے باوجود ان پابندیوں کو سراہتی ہے۔ یہ بات حیران کن نہیں ہے کیونکہ بیجنگ کی مسلم مخالف پالیسیاں ان مغربی سیکولر ریاستوں کے اعمال کی بازگشت ہیں جو کہ بہت سوں نے اپنی مسلمان کمیونٹیوں میں اسلامی عقائد کے خلاف کیے تاکہ انہیں ان کے دین سے دور کر دیا جائے، اور یہ سب کچھ انتہا پسندی کے مقابلے کی آڑ میں ہوا۔

اے مسلمانو! آپ کے سنکیانگ کے مسلمان بھائیوں اور بہنوں کے خلاف ایک ثقافتی نسل کشی جاری ہے تاکہ ان میں سے اسلامی ثقافت اور تہذیب کی ہر رمق مٹا دی جائے اور ان پر کفر تھوپ دیا جائے۔ یقیناً یہ شدید مہم انتہا پسندی کے خاتمے کے قوانین اور اسلامی طرزِعمل پر پابندیوں جیسا کہ اسلامی لباس پر پابندی کے ذریعے چلائی جارہی ہے تا کہ مسلمانوں اور ان کے بچوں کو اسلامی شناخت چھوڑنے پر مجبور کر دیا جائے اور یہ امریکہ اور دنیا بھر کی ریاستوں میں ہو گا۔ دشمنانِ اسلام کو اسلام پر حملے کی کھلی چھوٹ ہے اور اس کی وجہ خلافت کی غیر موجودگی ہے، جو کہ واحد ریاست ہو گی جو اسلامی قوانین کی حفاظت، مستقبل میں مومنوں کی اپنے فرائض کی ادئیگی اور احکام کی پابندی میں مدد کرے گی۔ اس لیے اے مسلمانوں ہم آپ کو پکارتے ہیں کہ آپ اپنی جدوجہد تیز کر دیں تاکہ خلافت علٰی منہٰاج النبوہ کا قیام ہو جو کہ چین اور دنیا بھر کے مسلمانوں کے دین کی محافظ ہو گی۔
