A committee working under the leadership of Prime Minister’s Adviser on Foreign Affairs has recommended that an amendment should be made to Article 1 of the Constitution to make Gilgit-Baltistan a constitutional part of the country, so that it can be made the fifth province of Pakistan. Besides, there would also be amendments to Article 51 and 59 of the Constitution to give representation to Gilgit-Baltistan in the National Assembly and Senate of Pakistan. The chief minister of Gilgit-Baltistan, Hafiz Hafeezur Rehman, who belongs to the ruling PML-N said: “We had been demanding provincial autonomy in the light of the 18th constitutional amendment. Following our demand, the status of GB is being upgraded.”

Comment:

At the time of Partition of British India in 1947, Gilgit-Baltistan was part of Kashmir, ruled by the Hindu, Dogra Raj. After partition, the Muslims of Gilgit-Baltistan defiantly rebelled against Dogra Raj, took control of the region and joined Pakistan. As the matter of Kashmir went to the United Nations in 1948 for resolution, so did the matter of Gilgit-Baltistan. As this region was part of Kashmir, so Pakistan gave it a special status, so that India could not use the assimilation of Giligit-Baltistan as a basis to claim permanent right over the occupied Kashmir valley.

As Kashmir is the main boon of contention between Pakistan and India, America wants to bury this dispute so that India can play the role of her policeman in the region, without any challenge from Pakistan. America seeks Indian supremacy over Pakistan so as to be able to counter the growing Chinese influence and any Muslim movement to revive the Ummah, by establishing the Khilafah (Caliphate) on the Prophethood in this region. Thus, America does not want to settle Kashmir issue according to the wishes of the Muslims, as it will strengthen Pakistan and consequently will weaken India. So at the time of the Musharraf-Aziz regime, traitors in the political and military leadership presented a solution based on “Andorra model.” Andorra is a small principality situated on the border of Spain and France in the Pyrenees Mountains. It had been claimed by both countries since 803 CE and it was only in 1993 that both Spain and France reached an agreement. They gave Andorra an independent constitution and near-autonomy status. France and Spain both share responsibility for the defense of Andorra, which also has no currency of its own and uses that of its neighbors. So Musharraf proposed a gradual withdrawal of troops, self-governance, no changes to the region’s borders and a joint supervision mechanism. The Andorra model is to allow the Hindu state a share in the control over all of Kashmir, including its liberated regions, a control that it neither deserves nor could achieve for itself.

The Raheel-Nawaz regime has attempted to uplift the so called status of Gilgit-Baltistan, but in reality it is a step towards the “Andorra Model”. The aware people who know the history of the Kashmir issue, immediately condemned this plan, knowing that it will encourage India to do the same with occupied Kashmir and so the Line of Control will become a permanent or a soft border. It is political naivety to say that Gilgit-Baltistan has been left behind in progress, because it has been in limbo and were it a constitutional part of Pakistan it would have progressed. If this argument is true then why is Baluchistan, the largest province of Pakistan blessed with huge mineral, oil and gas resources, so far behind then other parts of the country? The real solution is for Islam to be implemented completely in Pakistan so that it can be the launching point for the unification of all Muslim Lands, of Kashmir and beyond.

The Raheel-Nawaz regime is determined to proceed with the so-called resolution of Kashmir according to the American plan, whilst forcefully suppressing the voices for Islam, Jihad and Khilafah by using the “National Action Plan.” It is the duty of every aware Muslim to expose and resist the evil designs of the Raheel-Nawaz regime, which will weaken the Muslims of Kashmir, Pakistan and the whole region to ensure the rise of India, the deeply hostile enemy of the Muslims. And a great responsibility falls upon the sincere officers of the armed forces of Pakistan for they must not succumb to the traitors’ false and evil arguments and end their treachery. And this can only be done in an effective manner by seizing the traitors by their throats, and granting Nussrah to Hizb ut-Tahrir for the establishment of the Khilafah (Caliphate) on the Method of the Prophethood. Then a rightly guided Khaleefah will mobilize an armed forces, supported by thousands of sincere mujahideen, to liberate all of Kashmir from the Hindu state.

﴿وَلاَ تَهِنُواْ فِى ٱبْتِغَآءِ ٱلْقَوْمِ إِن تَكُونُواْ تَأْلَمُونَ فَإِنَّهُمْ يَأْلَمُونَ كَمَا تَأْلَمُونَ وَتَرْجُونَ مِنَ ٱللَّهِ مَا لاَ يَرْجُونَ وَكَانَ ٱللَّهُ عَلِيماً حَكِيماً﴾

“And be not weak hearted in pursuit of the enemy; if you suffer pain, then surely they (too) suffer pain as you suffer pain, and you hope from Allah what they do not hope; and Allah is Knowing, Wise.” [Al-Nisa:104]

راحیل-نواز حکومت امریکی منصوبے کے تحت کشمیر کے مسئلے کو دفن کر رہی ہے

خبر: وزیر اعظم پاکستان کے مشیر برائے خارجہ امور کی سربراہی میں ایک کمیٹی نے یہ تجویز دی ہے کہ آئین کے آرٹیکل ایک میں تبدیلی کی جائے تاکہ گلگت-بلتستان کو ملک کا آئینی حصہ اور پاکستان کا پانچواں صوبہ بنایا جا سکے۔ اس کے علاوہ آئین کے آرٹیکل 51 اور 59 میں بھی تبدیلی کی جائے تاکہ گلگت-بلتستان کو پاکستان کی قومی اسمبلی اور سینٹ میں نمائندگی دی جا سکے۔ گلگت-بلتستان کے وزیر اعلیٰ حافظ حفیظ الرحمان، جو کہ حکمران مسلم لیگ (ن) سے تعلق رکھتے ہیں، نے یہ کہا کہ، “آٹھارویں آئینی ترمیم کی روشنی میں ہم صوبائی خود مختاری مانگتے چلے آ رہے ہیں۔ ہمارے مطالبے پر گلگت-بلتستان کی حیثیت کو بڑھا دیا ہے”۔

تبصرہ: 1947 میں برطانوی ہندوستان کی تقسیم کے موقع پر گلگت بلتستان کشمیر کا حصہ تھا جس پر ہندو ڈوگرہ راج کی حکومت تھی۔ تقسیم کے بعد گلگت-بلتستان کے مسلمانوں نے ڈوگرہ راج کے خلاف علم بغاوت بلند کیا، خطے کے معاملات کو اپنے ہاتھ میں لے لیا اور پاکستان کے ساتھ الحاق کر لیا۔ جب کشمیر کا مسئلہ 1948 میں تصفیے کے لئے اقوام متحدہ میں لے جایا گیا تو اس کے ساتھ ہی گلگت-بلتستان کا معاملہ بھی وہاں چلا گیا۔ کیونکہ یہ خطہ کشمیر کا حصہ تھا، لہٰذا پاکستان نے اس کو ایک خصوصی حیثیت دی تاکہ گلگت-بلتستان کے پاکستان کے ساتھ الحاق کو بنیاد بنا کر بھارت مقبوضہ وادی کشمیر پر اپنا مستقل حق دعوی نہ کر دے۔

کیونکہ کشمیر کا مسئلہ ہی پاکستان اور بھارت کے درمیان سب سے اہم مسئلہ ہے، اس لئے امریکہ اس مسئلے کو دفن کرنا چاہتا ہے تاکہ خطے میں پاکستان کی جانب سے بغیر کسی مزاحمت کے بھارت اس کے پولیس مین کا کردار ادا کر سکے۔ امریکہ پاکستان پر بھارت کی بالادستی چاہتا ہے تاکہ خطے میں بڑھتے چینی اثر و رسوخ اور مسلمانوں کی جانب سے نبوت کے طریقے پر خلافت کے قیام کی کسی بھی تحریک کو روکنے کے قابل ہو سکے۔ لہٰذا امریکہ کشمیر کے مسئلے کو مسلمانوں کی خواہشات کے مطابق حل نہیں کرنا چاہتا کیونکہ ایسا کرنے سے پاکستان مضبوط ہوگا جبکہ بھارت کمزور ہوگا۔ اسی لئے مشرف-عزیز حکومت کے وقت، سیاسی و فوجی قیادت میں موجود غداروں نے کشمیر کے تصفیے کے لئے “اینڈورہ ماڈل” کی طرز پر ایک حل پیش کیا تھا۔ اینڈورہ اسپین اور فرانس کی سرحد کے درمیان پائیرینیس کے پہاڑوں میں ایک علاقہ ہے۔ 803 عیسوی سے اس پر دونوں ممالک اپنا حق دعوی کرتے چلے آئے ہیں۔ 1993 میں اسپین اور فرانس دونوں کے درمیان ایک معاہدہ ہو گیا۔ ان دونوں نے اینڈورہ کوایک آزاد آئین اور تقریباً مکمل خود مختاری کا درجہ دیا۔ اسپین اور فرانس دونوں نے اینڈورہ کے دفاع کی ذمہ داری اٹھائی جس کی اپنی کوئی کرنسی نہیں ہے بلکہ اپنے ہمسائیوں کی کرنسی استعمال کرتی ہے۔ لہٰذا مشرف نے بتدریج فوجوں کی واپسی، خود مختار حکومت کے قیام، خطے کی سرحدوں میں کسی قسم کی تبدیلی نہ کرنا اور ایک مشترکہ نگرانی کے نظام کو بنانے کی تجاویز پیش کیں تھیں۔ اینڈورہ ماڈل کا مقصد پورے کشمیر پر بھارت کو اپنا اثر و رسوخ استعمال کرنے کا موقع فراہم کرنا ہے جبکہ نہ تو وہ اس کا اہل ہے نا ہی وہ اپنے بل بوتے پر ایسا کر سکتا ہے۔

راحیل-نواز حکومت نے گلگت-بلتستان کی حیثیت کو بڑھانے کی جو کوشش کی ہے وہ دراصل اسی “اینڈورہ ماڈل” کی جانب پیش قدمی ہے۔ وہ لوگ جو مسئلہ کشمیر کی تاریخ سے واقف ہیں، انہوں نے فوراً اس منصوبے کی مذمت کی کیونکہ وہ جانتے ہیں کہ ایسا کرنے سے بھارت کو اس بات کا موقع ملے گا کہ وہ بھی مقبوضہ کشمیر کو اپنا لازمی حصہ قرار دے دے اور اس طرح لائن آف کنٹرول ایک مستقل یا نرم سرحد کی شکل اختیار کر لے گی۔ یہ کہنا سیاسی کم علمی کی نشاندہی کرتا ہے کہ گلگت-بلتستان ترقی کی شاہراہ پر اس لئے پیچھے رہ گیا ہے کیونکہ اس کی کوئی مستقل حیثیت نہیں اور اگر وہ پاکستان کا مستقل حصہ ہوتا تو وہ بھی ترقی کرتا۔ اگر یہ دلیل درست ہے تو بھر بلوچستان، جو پاکستان کا سب سے بڑا صوبہ ہے اور جو درجنوں اقسام کے معدنی وسائل اور تیل و گیس کی دولت سے مالا مال ہے، کیوں ملک کے دیگر صوبوں کے مقابلے میں اس قدر پیچھےرہ گیا ہے؟ اصل حل پاکستان میں اسلام کا مکمل نفاذ ہے تاکہ یہ کشمیر اور تمام مسلم علاقوں کے الحاق کا نقطہ آغاز بن سکے۔

راحیل-نواز حکومت امریکی منصوبے کے تحت مسئلہ کشمیر کے نام نہاد حل پر چلنے کے لئے پوری طرح سے آمادہ ہے بالکل ویسے ہی جیسے وہ “نیشنل ایکشن پلان” کے نام پر اسلام، جہاد اور خلافت کی آواز کو قوت کے زور پر دبانے کے لئے پوری طرح سے سرگرم عمل ہے۔ ہر باخبر اور با علم مسلمان کی ذمہ داری ہے کہ وہ راحیل-نواز حکومت کے شیطانی عزائم کو بے نقاب اور اس کی مزاحمت کرے کیونکہ یہ عزائم کشمیر کے مسلمانوں، پاکستان اور پورے خطے کو کمزور کریں گے تاکہ بھارت، جو مسلمانوں کا بدترین دشمن ہے، خطے میں اپنی بالادستی قائم کرسکے۔ لیکن اس سے بھی بڑھ کر افواج پاکستان میں موجود مخلص افسران پر یہ ذمہ داری عائد ہوتی ہے کہ وہ لازمی غداروں کے جھوٹے اور شیطانی دلائل اور ان کی غداری کو قبول نہ کریں۔ اور ایسا بہترین طریقے سے صرف اسی صورت میں ممکن ہے جب غداروں کو ان کی گردنوں سے پکڑا جائے اور نبوت کے طریقے پر خلافت کے قیام کے لئے حزب التحریر کو نصرۃ فراہم کی جائے۔ پھر خلیفہ راشد افواج اور ہزاروں مخلص مجاہدین کو کشمیر کو ہندو ریاست کی چنگل سے آزادی دلانے کے لئے متحرک کرے گا۔

“اور دشمنوں کا پیچھا کرنے سے ہمت نہ ہارو، اگر تم تکلیف اٹھاتے ہو تو وہ بھی تمہاری طرح تکلیف اٹھاتے ہیں، مگر تم اللہ سے وہ امیدیں رکھتے ہو جو امیدیں وہ (کفار) نہیں رکھتے، اور اللہ علم والا اور حکمت والا ہے” (النساء:104)
