Increase in Gas prices will further contribute to a deteriorating economy

In Khilafah Gas will be a Public Property and will be Delivered at a Price that will support the Economy

Oil and Gas Regulatory Authority (OGRA) has proposed to the Federal Government to increase the price of Gas by an average 46 percent. The regulator has determined up to 186pc increase in gas rates for the poorest categories of domestic and commercial consumers, while the prescribed rates for other categories – industrial, cement, CNG, power and commercial sectors – have been jacked up by 27 to 31pc.The increase in prescribed prices is reasoned on estimated revenue requirements of the two utilities for the fiscal year 2018-19 and is worked out keeping in mind various projects under implementation and other expenditures.  

Hizb ut Tahrir wilayah Pakistan strongly oppose the increase in the price of gas and reject it completely. At a time when domestic consumers are burdened by inflation because of devaluation of the Rupee and the industrial and agriculture sectors are already complaining that high cost of input material has affected the capability of their products to compete with the products of foreign countries,increase in gas price will further create difficulties for the local economy. Every successive government in Pakistan whether political or military always increased the price of gas and electricity by citing capitalist economic reasons. And there is no doubt whoever comes in power after 2018 election, he will also continue this tradition as political parties are advocates of democracy and have no system at all other than capitalism.

Muslims of Pakistan and its economy needs the system of Khilafah which will declare gas as public property because of the command of Islam. RasulAllah (saw) said,

«الْمُسْلِمُونَ شُرَكَاءُ فِي ثَلَاثٍ الْمَاءِ وَالْكَلَإِ وَالنَّارِ»

“The Muslims are partners in three things, waters, feeding pastures and fire.”(Ahmad).

The term ‘fire’ here includes all forms of energy used as fuel in industry, machines and plants, as well as the plants which use gas as fuel or coal. Therefore Islam has declared gas as public property and made it obligatory on state to manage its affairs on behalf of the people and provide its benefits to the people. So, Khilafah (Caliphate) on the method of Prophethood will provide gas to domestic, commercial, industrial and agriculture consumers at a price which will not be a burden on them rather willhelpturn the wheel of economy faster and reduce the cost of produced items making them more competitive. But this will only happen when democracy is abolished and the system of Khilafah is established. Today establishment of Khilafah is notonlyan Islamic duty and obligation rather it isnecessary to save the economy from disaster and put it back on the path of progress once again. And certainly our wellbeing is guaranteed in following the commands of Allah swt and His Messenger saaw.

إِنَّمَا كَانَ قَوْلَ ٱلْمُؤْمِنِينَ إِذَا دُعُوۤاْ إِلَى ٱللَّهِ وَرَسُولِهِ لِيَحْكُمَ بَيْنَهُمْ أَن يَقُولُواْ سَمِعْنَا وَأَطَعْنَا وَأُوْلَـٰئِكَ هُمُ ٱلْمُفْلِحُونَ

“The only saying of the faithful believers, when they are called to Allah (His Words, the Qur’an) and His Messenger saaw, to judge between them, is that they say: “We hear and we obey.” And such are the prosperous ones.”(Noor:51).

گیس کی قیمت میں اضافہ مفلوج ہوتی معیشت کو مزید تباہی کے دہانے پر پہنچا دے گا 

خلافت میں گیس عوامی ملکیت ہوگی اور اس قیمت پردی جائے گی جس سے معیشت کا پہیہ تیزی سے چلے

آئل اینڈ گیس ریگولیٹری اتھارٹی نے گیس کی قیمت میں اوسطاً 46 فیصد اضافے کی تجویز وفاقی حکومت کو  دی ہے۔ ریگولیٹری اتھارٹی نے گھریلو  اور تجارتی صارفین کےلیے گیس کی قیمت میں 186 فیصد جبکہ صنعتی، سیمنٹ، سی این جی، پاور اور تجارتی شعبوں کے لیے  27 سے 31 فیصد اضافے کی تجویز دی ہے۔ گیس کی قیمت میں اضافے  کے لیے مالیاتی سال 19-2018  میں گیس کی دوکمپنیوں کی محاصل کی ضروریات  اور مختلف منصوبوں کی تکمیل اور انتظامی امور چلانے کے لیے درکار وسائل کوجوازبنایا گیا ہے۔

 حزب التحریر ولایہ پاکستان گیس کی قیمتوں میں اضافے کی تجویز کی پُرزور مخالفت اور اسے مسترد کرتی ہے۔ ایک ایسے وقت میں جب گھریلو صارف روپے کی تیزی سے گرتی قدر کی وجہ سے مہنگائی کے بوجھ تلے دبتا چلاجا رہا ہے اور  پاکستان کا صنعتی اور زرعی شعبہ پہلے سے ہی اس بات کی دہائیاں دے رہا ہے کہ پیداواری لاگت زیادہ ہونے سے ان کی اشیاء مہنگی اور دوسرے ممالک سےمقابلہ کرنے کی استعداد کھوتی جا رہیں ہیں گیس کی قیمت میں اضافہ معیشت کے لیے مزید مشکلات پیدا کرے گا۔ پاکستان میں آنے والی ہر سیاسی و فوجی حکومت نے بجلی و گیس کی قیمت میں سرمایہ دارانہ معیشت کے تقاضوں کو جوازبنا کر   اضافہ ہی کیا ہے، اور اس میں کوئی شک و شبہ نہیں کی کہ 2018 کے انتخابات کے بعد جو بھی اقتدار میں آئےگا وہ بھی اس روایت کو برقرار رکھے گا کیونکہ جمہوریت کی داعی جماعتوں کے پاس سرمایہ دارانہ معاشی نظام کے علاوہ کوئی دوسرا نظام سرے سے موجود ہی نہیں ہے۔

پاکستان کے مسلمانوں کو  اور پاکستان کی معیشت کو نظام خلافت کی ضرورت ہے جو اسلام کے حکم کے تحت گیس کو عوامی ملکیت قرار دے گی۔ رسول اللہ ﷺنے فرمایا، 

«الْمُسْلِمُونَ شُرَكَاءُ فِي ثَلَاثٍ الْمَاءِ وَالْكَلَإِ وَالنَّارِ»

”مسلمان تین چیزوں میں شریک ہیں: پانی، چراہگاہیں اور آگ “(احمد)۔ 

اس حدیث میں ”آگ“ سے مراد توانائی کی وہ تمام اقسام ہیں جو صنعتوں ، مشینوں اور پلانٹس میں بطور ایندھن استعمال ہوتی ہیں جس میں گیس بھی شامل ہے۔۔ لہٰذا اسلام نے گیس کو  عوامی ملکیت قرار دیا ہے اور ریاست پر لازم کیا ہے کہ وہ عوام کے وکیل کی حیثیت سے اس کا نظام سنبھالے اور ان سے حاصل ہونے والے فوائد کو عوام تک پہنچائے۔ لہٰذا نبوت کے طریقے پر قائم ہونے والی خلافت گیس کو گھریلو، تجارتی،صنعتی اور زرعی صارفین تک اس قیمت پرپہنچائے گی جو ان کے لیے بوجھ نہ ہو بلکہ معیشت کا پہیہتیزی سے چلانے کاباعث بنے اور سستی اشیاء کی پیداوار کو یقینی بنائے۔ لیکن یہ صرف اسی صورت میں ہوسکتا ہے جب جمہوریت کو ترک کر کے نظام خلافت کا قیام عمل میں لایا جائے۔ آج نظام خلافت کا قیام ہمارے لیے صرف ایک دینی حکم کی بجاآوری  ہی نہیں ہے بلکہ ملکی معیشت کو تباہی سے بچانے اور ترقی کی راہ پر ڈالنے کے لیے بھی ناگزیر ہوچکا ہے۔ اور  یقیناً اللہ اور اس کے رسول ﷺکی پیروی کرنے میں ہی ہماری بھلائی ہے۔

إِنَّمَا كَانَ قَوْلَ ٱلْمُؤْمِنِينَ إِذَا دُعُوۤاْ إِلَى ٱللَّهِ وَرَسُولِهِ لِيَحْكُمَ بَيْنَهُمْ أَن يَقُولُواْ سَمِعْنَا وَأَطَعْنَا وَأُوْلَـٰئِكَ هُمُ ٱلْمُفْلِحُونَ

”مومنوں کی تو یہ بات ہے کہ جب اللہ اور اس کے رسول کی طرف بلائے جائیں تاکہ وہ ان میں فیصلہ کریں تو کہیں کہ ہم نے (حکم) سن لیا اور مان لیا۔ اور یہی لوگ فلاح پانے والے ہیں“(نور:51)
