Capitalist System is an Inhumane System
Which Will Never Solve Pakistan’s Economic Problems
On 13th July 2019 traders across Pakistan went on a strike against the new tax policy of the government and did not open their shops and markets. There is no doubt that every citizen of Pakistan is distressed and worried because of heavy taxation imposed by the Bajwa-Imran regime on IMF dictation. The poor are worried because heavy taxation and increase in energy prices have increased the prices of daily consumption items and some of these items have gone out of their reach. The salaried class is worried because the government taxes their income before it even reaches their pocket and they find it very difficult to make ends meet. And traders are worried because on one hand their business is greatly affected by steep devaluation of rupee against the dollar and decreasing buying power of their customers and on the other hand new tax measures introduced by the regime have adversely impacted economic activities.
This regime is completely ignoring difficulties being faced by the people of Pakistan because it seeks to achieve economic targets set by the IMF. The regime does not care as to how many people will not be able to buy food and will become unemployed. The conduct of this regime is in accordance with the view point of the capitalist economic system. The capitalist economic system does not see economic problems as human problems rather it sees economic problem purely from an economic viewpoint and focuses on achieving certain technical objectives. In the capitalist economic system a sound economy is that in which the GDP is high and growing and there is no budgetary or balance of payments crisis. So if these technical indicators are good then the economy of the country is considered to be on the right track and progressing irrespective of the fact that the people of that country are getting poor or inequality is increasing. There is no doubt that the implementation of corrupt capitalist policies cannot solve the economic problems of the people of Pakistan not even if the government team achieves the target it set for itself for collecting heavy taxes by employing oppressive means.
In contrast to the capitalist economic system, Islam views the management of the economy as a human problem and the economic rulings of Islam address the problems of humans as human issues not technical issues based on economic indicators. In the view of Islam basic needs of each and every individual should be fulfilled and he or she must get equal opportunity to attain luxuries as well. According to Islam the actual issue is not to produce wealth and achieve high GDP rates rather the goal is the just distribution of wealth in a society. Therefore if people are forced to sleep with empty stomachs and they don’t have a roof on their head, than the state has failed in the economic management of the masses’ affairs in the eyes of Islam even if the state holds huge foreign exchange reserves or has a high GDP rate. Islam insists on considering the human aspect while managing the economy that is why it links the revenue collection by the state with the wealth of an individual instead of his consumption. So Islam’s tax policy is based on the financial capability of an individual. Islam’s definition of economic crisis is totally different from the capitalist definition. According to Islam an economy is in crisis when basic needs of each and every person in a society are not met or the state is not able to take care of the affairs of the people, which is a sharia obligation, because of lack of resources or any other reason. But today the capitalist system has announced that Pakistan is in an economic crisis because it cannot pay back her interest based loans.

Your miserable situation is because of the implementation of the merciless and inhumane capitalist system. You should not only reject oppressive taxes rather you must reject comprehensively this democratic capitalist system and the political elite linked to it. And you must demand the establishment of the Khilafah on the method of the Prophethood which will liberate you from economic oppression by implementing the economic system of Islam and that will ensure your economic prosperity.

سرمایہ دارانہ نظام ایک غیر انسانی نظام ہے جو کبھی بھی پاکستان کے معاشی مسئلے کو حل نہیں کر سکتا
13 جولائی کو حکومت کی نئی ٹیکس پالیسی کے خلاف تاجروں نےملک کے طول و عرض میں اپنی مارکیٹیں اور بازار بندرکھے ۔ بے شک آئی ایم ایف کی ہدایات پر باجوہ۔عمران حکومت کی طرف سے بھاری بھرکم ٹیکسوں کے نفاذ سے پاکستان کاہر شہری پریشان ہے۔ غریب آدمی پریشان ہے کہ ٹیکسوں کے نفاذ اور توانائی کی قیمتوں میں اضافے سےعام ضروریاتِ زندگی کی قیمتیں اس کی پہنچ سے باہر ہوتی جا رہی ہیں ، تنخواہ دار طبقہ بھی پریشان ہے کہ اس کی نپی تلی کمائی کہ جس پر حکومت اس کی جیب میں پہنچنے سے پہلے ہی ڈاکہ ڈال لیتی ہے ، سے وہ گھر کا بجٹ کیسے تیا رکرے ، تاجر طبقہ اس وجہ سے پریشان ہے کہ ایک طرف تو ڈالرکے مقابلے میں روپے کی قیمت کے گرنے اورلوگوں کی قوتِ خرید میں کمی نے ان کے کاروبار کو بری طرح متاثر کیا ہے تو دوسری طرف حکومت نت نئے ٹیکس قوانین کے ذریعے کاروباری لین دین اورمعاشی سرگرمی کا گلا گھونٹ رہی ہے۔ جبکہ حکومت اس بات پر بضد ہے کہ آئی ایم ایف کی تجویز کردہ معاشی پالیسیوں کا نفاذ ہی ملکی معیشت کو بحران سے نکال سکےگا۔
اس سارے منظر نامے سے یہ بات واضح ہے کہ حکومت آئی ایم ایف کے طے کردہ معاشی اہداف کو پورا کرنے کے لیے پاکستانی عوام کی ابتر صورتِ حال کو یکسر نظر انداز کر رہی ہے، اسے اس بات کی کوئی پرواہ نہیں کہ ان ظالمانہ پالیسیوں کے نتیجے میں کتنے چولہے بجھ جائیں گے اور کتنے لوگ بیروزگار ہو جائیں گے۔ حکومت کا یہ طرزِ عمل اس نقطہ ٔنظرکی عکاسی کرتا ہے جو سرمایہ دارانہ نظام معیشت کا ہے۔ سرمایہ دارانہ نظام معاشی مسئلے کو ایک انسانی مسئلے کے طو رپر نہیں دیکھتا بلکہ محض معیشت کے مسئلے کے طور پر دیکھتا ہے اور مختلف تکنیکی اہداف کے حصول کو اپنا ہدف بناتا ہے۔ سرمایہ دارانہ نظام کے تحت معیشت کی بہتری کے لیے ضروری ہے کہ کسی بھی ملک کی جی ڈی پی کی شرح بلند ہو اوربجٹ کے خسارے اور ادائیگیوں کے توازن میں بحرانی کیفیت نہ ہو۔ پس اگر یہ اشاریے (indicators)بہتر ہیں توملکی معیشت بہتری کی طرف گامزن ہے خواہ اس کے نتیجے میں عوام غربت میں ڈوب جائیں ۔ بلا شبہ کرپٹ نقطہ نظر کے حامل سرمایہ دارانہ نظام پر مبنی پالیسیوں کے نفاذ سے پاکستان کے عوام کے معاشی مسائل حل نہیں ہو سکتے خواہ حکومتی ٹیم تمام ظلم و جبر کے ساتھ بھاری بھر کم محصولات کے حصول کا ہدف حاصل بھی کرلے ۔
سرمایہ دارانہ نظام کے برخلاف اسلام معیشت کے انتظام کو ایک انسانی مسئلہ سمجھتا ہے اور اسلام کے معاشی احکامات انسان کے بحیثیت انسان مسائل کے حل کو اپنا ہدف بناتے ہیں نہ کہ محض اشاریوں کی بہتری کو۔ اسلام کی نظر میں فردا ًفرداًمعاشرے کے ہر شخص کی بنیادی ضروریات پوری ہونی چاہئیں اور اسے آسائشوں کے حصول کے یکساں مواقع میسر ہونے چاہئیں۔ اسلام کے مطابق اصل مسئلہ دولت کی پیداوار میں اضافے اور جی ڈی پی کی شرح میں بہتری کا نہیں بلکہ معاشرے میں دولت کی عادلانہ تقسیم کا ہے۔ پس ایک ایسی ریاست جس میں لوگ بھوکا سونے پر مجبور ہوں اورانہیں چھت کی سہولت میسر نہ ہو، اسلام کی نظر میں ایک ناکام ریاست ہے خواہ وہ زرمبادلہ کے بھاری ذخائر رکھتی ہو اور اس کی پیداوار کی شرح بلند ہو۔ یہ اسلام کا معیشت کے انتظام میں انسانی پہلوپر اصرار ہی ہےجس نے اسلامی ریاست کے محصولات کے انتظام کو عمومی طور پرفرد کی دولت سے منسلک کیا ہے نہ کہ consumption سے۔ یوں اسلام کی ٹیکس پالیسی فرد کی معاشی استطاعت کی بنیاد پر ہی اس سے محصولات کا تقاضا کرتی ہے۔ اسلام کی معاشی بحران کی تعریف ، سرمایہ درانہ نظام کی معاشی بحران کی تعریف سے قطعاً مختلف ہے۔ اسلام میں معیشت اس وقت بحران میں ہوتی ہے جب معاشرے میں موجود ہر فرد کی بنیادی ضروریات پوری نہ ہو رہی ہوں یا ریاست وسائل کی کمی کی وجہ سے یا کسی اور وجہ سےافراد کی اور معاشرے کی دیکھ بھال کی شرعی ذمہ داری پوری کرنے سے قاصر ہو۔ جبکہ آج سرمایہ درانہ نظام نے پاکستان میں معاشی بحران کا اعلان کردیا ہے کیونکہ پاکستان سودی قرضوں کی ادائیگی کرنے سے قاصر ہے۔
اے مسلمانانِ پاکستان !
پاکستان میں نافذ غیر فطری غیر انسانی سرمایہ دارانہ نظام ہی آپ کی ابتر صورتِ حال کی بنیادی وجہ ہے ۔ آپ کو صرف ظالمانہ ٹیکسوں کے نفاذ کو ہی نہیں بلکہ بحیثیت مجموعی اس جمہوری سرمایہ دارانہ نظام اور اس سے منسلک سیاسی اشرافیہ کو مسترد کرنا ہو گا۔ اوراُس ریاستِ خلافت کے قیام کا مطالبہ کرنا ہو گا جو اسلام کی معاشی پالیسیوں کے نفاذ کے ذریعے آپ کو معاشی ظلم و استحصال سے نجات دلائے گی اورآپ کی ترقی و خوشحالی کی ضامن ہو گی۔
