Flood devastation from Karachi to Chitral

Democracy and democratic leadership is responsible for flood devastation

Dozens of people have lost their lives and hundreds of thousands are forced to live without shelter in the wake of heavy monsoon rains across the country in past few days. Hizb ut-Tahrir condoles with the families who have lost their loved ones or who were injured in this tragedy.

During these rains, loss of life and other devastation that occurred was not the direct consequence of natural calamity. It was caused by the continual negligence of the democratic rulers on matters of public interest. In the last few years, Pakistan has faced several floods. After every flood, a commission was ordered to investigate the causes and suggest preventive measures. However, the recommendations were never implemented.  These democratic rulers are not the least bothered about the reports. If in a central large city like Karachi, the calamity was such that more then half of its population remained without electricity for more then twenty four hours, thousands became homeless, dozens of people drowned in their cars due to poor drainage of roads and there was no government rescue and relief to be seen in the critical period, then one only shudders to think about what the situation in the remote regions was.

When it comes to facilitating the interests of big companies or the rulers’ entourage, democratic rulers spring into action, joining their days and nights to formulate policies. They start implementation immediately as we have seen in the case of the energy policy, such that the price of electricity has increased to horrific levels in little time, purely to benefit a few private companies. However, in order to resolve the continual problems related to the common man, not a single democratic ruler has shown any seriousness. Every democratic government which comes into power only cares for its interests or the interests of their masters sitting in Washington. The general masses are a priority for them only for few the days of elections. After winning the elections, they forget them for next five years, because these democratic rulers know that they are in power because of the blessings of America, not because of the support of the people. Certainly people also know now that democracy is no use for them. Instead Democracy is the “Best Revenge” against them, because when someone accounts these rulers, they simply say we are elected by the people and if you want to account us then wait another five years and vote us out! And by the time the five years are up, America has prepared another jockey for “America’s horse”, Democracy so the cycle repeats.

Democracy is in fact designed to secure the interests of a small elite. It is a world wide phenomenon that democracy never grants justice to the masses. It is wishful thinking that any change can occur through this system, even if another dozen elections took place. Islam cuts the cause of neglect of the people’s affairs from its root, by securing the abolition of democracy. The Muslims believe in La Ilaha ilAllah which means that Allah سبحانه و تعالى alone defines what is right and wrong. Therefore it is only the Khilafah which does not neglect the affairs of the people, because the ruler is bound to implement all that which Allah سبحانه و تعالى has revealed. In Khilafah, the Madhalim Court has been the authority to investigate any failings in ruling that may occur by the Khalifah or his Walis. The Court can investigate pro-actively any perceived harm, and does not have to wait for a complaint to be raised, before initiating an investigation. Walis can be removed for negligence and any violation of Islam’s clear texts occurred, the court can even remove the Khalifah himself. Therefore, unlike democracy, the Khalifah cannot claim immunity and hide himself behind the argument that he can not be accounted in matters of ruling, as Article 248 of the current constitution grants a “blank cheque” immunity to the rulers. Only the Khilafah can take care of people’s affairs and the Khaleefah considers himself responsible, even for the matters related to animals. That is why Umer (R.A) said that famous saying that if even a baby of goat is killed on the bank of river Tigris then Umer will be responsible for it. Hizb ut-Tahrir demands from the Ummah that they completely reject this kufr and exploitative Democracy and join the Hizb’s struggle for securing the return of the Khilafah, giving Bayyah to a Khalifa who take cares of their affairs and does not neglect them because he fears Allah سبحانه و تعالى and thus implements all of His laws.

چترال سے کراچی تک سیلاب کی تباہ کاریاں

جمہوریت اور جمہوری حکمران سیلاب کی تباہ کاریوں کے ذمہ دار ہیں

پچھلےچند دنوں میں ملک بھر میں ہونے والی بارشوں کے نتیجے میں ہونے والی تباہ کاریوں میں درجنوں جانیں لقمہ اجل بن گئیں اور لاکھوں لوگ کھلے آسمان تلے رہنے پر مجبور ہوگئے۔حزب التحریر ہلاک اور زخمی ہونے والوں کے لواحقین سے اظہار افسوس اور ان کی مغفرت کی دعا کرتی ہے۔

ان بارشوں کے نتیجے میں ہونے والی ہلاکتیں اور تباہی قدرتی امر نہیں ہیں بلکہ یہ جمہوری حکمرانوں کی عوام کے امور سے مسلسل بےاعتنائی کا نتیجہ ہے۔ پچھلے چند سالوں میں پاکستان میں مسلسل سیلاب آئے اور ہر سیلاب کے بعد اس کی وجوہات جاننے اور اس سے ہونے والے نقصانات سے مستقبل میں بچنے کے لیے مختلف کمیشن بنے لیکن ان جمہوری حکمرانوں نے ان کمیشنوں کی رپورٹوں پر عمل درآمد تو دور کی بات انھیں پڑھنا تک گوارا نہیں کیا۔ اگر کراچی جیسے بڑے شہر میں چند گھنٹوں کی بارش کے نتیجے میں آدھے سے زیادہ شہر چوبیس گھنٹوں تک بجلی سے محروم ہوجاتا ہے، ہزاروں لوگ بے گھر ہوجاتے ہیں، سینکڑوں لوگ ندی نالوں میں اپنی گاڑیوں سمیت ڈوب جاتے ہیں اور حکومت عوام کو ان مشکلات اور مصائب سے نکالنے کے لیے موجود ہی نہیں ہے تو دوردراز علاقوں کی صورتحال کا اندازہ کیا جاسکتا ہے کہ وہاں حالات کس قدر خوفناک ہوں گے۔

لوگ یہ دیکھ رہے ہیں کہ بڑی بڑی کمپنیوں اور اپنے چہیتوں کو نوازنے کے لیے تو جمہوری حکمران دن رات ایک کر کے پالیسیاں بناتے ہیں اور ان پر فوری عمل بھی کرواتے ہیں جیسا کہ توانائی کی پالیسی جس کے نتیجے میں چند سرمایہ داروں کو فائدہ پہنچانے کے لیے راتوں رات بجلی کی قیمتوں میں ہولناک اضافہ کردیا گیا لیکن عوام کے مسائل حل کرنے کے لیے ان جمہوری حکمرانوں میں کوئی بھی سنجیدہ نہیں ہے۔ ہر آنے والی جمہوری حکومت کو صرف اپنے اور  واشنگٹن میں بیٹھے اپنے آقاوں کے مفادات سب سے زیادہ عزیز ہوتے ہیں اور عوام صرف انتخابات کے چند دنوں میں ان کی ترجیح ہوتے ہیں جن کو انتخابات جیتنے کے بعد اگلے پانچ سالوں کے لیےمکمل فراموش کردیا جاتا ہے کیونکہ وہ جانتے ہیں کہ اصل میں اُنھیں اقتدار پر عوام نے نہیں بلکہ امریکہ نے بٹھایا ہے ۔ یقیناً عوام بھی اب یہ جان چکے ہیں جمہوریت ان کے کسی کام کی نہیں بلکہ یہ تو عوام کے ساتھ “بہترین انتقام” ہے کیونکہ انتخابات جیتنے کے بعد اگر ان حکمرانوں کا محاسبہ کیا جائے تو یہ کہتے ہیں ہمیں تو عوام نے منتخب کیا ہے اور اگر ہمارا احتساب کرنا ہے تو پانچ سال انتظار کرو کہ اگلے انتخابات میں عوام ہی ہمارے خلاف فیصلہ دیں گے۔اور جب تک پانچ سال گزرتے ہیں امریکہ ایک اور ایجنٹ تیار کرلیتا ہے اور اس طرح جمہوریت اپنے تسلسل کو برقرار رکھتی ہے۔ درحقیقت جمہوریت کے نظام کو تشکیل ہی اس طرح دیا گیا ہے کہ وہ صرف ایک چھوٹے سے اشرافیہ کے گروہ کے مفادات کا تحفظ کرتی ہے۔ یہ ایک عالمی حقیقت ہے کہ جمہوریت کا مقصد کبھی بھی عوام کو انصاف فراہم کرنا نہیں رہا۔ موجودہ جمہوری نظام سے تبدیلی کی امید لگانا ایک خوش فہمی ہے چاہے ایک درجن مزید انتخابات ہی کیوں نہ کرادیے جائیں۔

اسلام اس بنیاد کو ہی ختم کردیتا ہے جو لوگوں کے امور سے غفلت کا سبب بنتی ہے جو کہ جمہوریت ہے۔ مسلمان اس کلمہ “لا الہ الا اللہ” پر ایمان رکھتا ہے جس کا مطلب ہے کہ صرف اللہ سبحانہ و تعالی ہی اس بات کا تعین کرتے ہیں کہ کیا غلط ہے اور کیا صحیح ہے۔لہذا صرف خلافت ہی وہ نظام ہے جس میں لوگوں کےامورسے غفلت نہیں برتی جاسکتی کیونکہ حکمران صرف اللہ کے قانون کو نافذ کرنے کا پابند ہوتا ہے۔ خلافت میں مظالم کی عدالت کو اس بات کا اختیار دیا گیا ہے کہ وہ خلیفہ یا والی(گورنر) کی جانب سے حکمرانی سے متعلق کسی بھی ذمہ داری میں ناکامی یا کوتاہی کی تفتیش کرے۔ یہ عدالت حکمرانوں کے خلاف کسی بھی درخواست کے بغیر خود سے ان کے خلاف تفتیش کرتی ہے۔عدالت غفلت یا کوتاہی ثابت ہونے پر والی (گورنر) کو برطرف کردیتی ہے جبکہ اسلام کے قطعی احکامات کی خلاف ورزی کی صورت میں خلیفہ کو برطرف کرنے کا اختیار رکھتی ہے۔ لہذا برخلاف جمہوریت کے خلیفہ یہ نہیں کہہ سکتا کہ حکومتی امور کے متعلق اسے استثناء حاصل ہے جیسا  کہ جمہوریت میں ہوتا ہے اور پاکستان کے آئین کا آرٹیکل 248 اس کا واضع ثبوت ہے۔

صرف اور صرف خلافت میں ہی عوام کے امور کی دیکھ بحال ہوسکتی ہے جو انسان تو انسان جانوروں کے امور کے حوالے سے اپنے آپ کو ذمہ دار سمجھتی ہے اسی لیے تو عمر  رضی اللہ عنہ نے وہ مشہور زمانہ بات کہی تھی کہ اگر دجلہ کے کنارے ایک بکری کا بچہ بھی مارا گیا تو عمر اس کا ذمہ دار ہوگا۔حزب التحریر  امت سے مطالبہ کرتی ہے کہ وہ اس کفریہ اور استحصالی نظام سے مکمل کنارہ کشی اختیار کر کے خلافت کے قیام کی جدوجہد میں اس کے ساتھ شامل ہوجائیں اور اس خلیفہ کو بعیت دیں جو اللہ کے سامنے جواب دہی  کے خوف سے ان کے امور سے غفلت اور کوتاہی کا مرتکب نہ ہو۔
