Government’s Economic Focus Will Ensure More Economic Misery

because it is based on IMF Priorities, not Our Own

Whilst lamenting over three decades of economic failure, on 24 January 2019, the Finance Minister, Asad Umar, revealed the government’s economic focus on addressing, “budget deficit due to an imbalance between government expenditures and revenues, increasing trajectory of imports vis-a-vis exports, and an increase in investments.” Asad Umar further acknowledged on-going negotiations with the IMF and it is apparent the IMF priorities have determined those of the government. However, IMF priority of maintaining dollar based international trade actually compromises Pakistan’s domestic needs and increases economic misery.

Regarding the “budget deficit,” the IMF prioritizes increasing the ability of the government to pay back interest based loans in dollars. So the IMF demands removal of subsidies and increase in taxation. However increased taxation and reduced financial relief chokes the economy by making production of goods more expensive. Regarding, “increasing trajectory of imports vis-a-vis exports,” the IMF prioritizes devaluation of the local currency, claiming that this will increase exports by making them cheaper so more dollars can be earned. However, devaluation also impacts production of exports, because weakening the rupee increases the local cost of production. Massive devaluation therefore eats into any gains that may result from lower prices of exports in dollar terms, as well as unleashing back-breaking widespread inflation. Regarding “increase in investments,” the IMF prioritizes the privatization of government assets so that money from their sales can pay interest based debt. However, privatization deprives the state of essential revenue streams which means that it is even more dependent on taxation and taking on even more interest based loans. It also opens the economy to increased ownership of local assets by foreign companies, which squeeze local competitors out of the market as they have far greater resources.

The PTI government promised you change but is actually committed to more of the same. It is lamenting over three decades of economic woes but is committed to the very cause of those woes, IMF priorities. So, its policies are identical to those of other colonialist agent regimes of the past and still it foolishly expects a different result. RasulAllah (saaw) warned,

لَا يُلْدَغُ الْمُؤْمِنُ مِنْ جُحْرٍ وَاحِدٍ مَرَّتَيْنِ

“The believer is not stung from the same hole twice.” [Bukhari, Muslim].

Real change demands the re-establishment of the Khilafah (Caliphate) on the Method of Prophethood and the implementation of the Islamic economic system. The Khilafah will reject interest based loans which have bled Pakistan dry for so long. It will implement the Islamic system of revenues, which includes ensuring energy and minerals are public property, whose benefit is for the entire population. The Khilafah will establish the currency on the firm footing of the gold and silver standard which ensures stable prices. And Khilafah will ensure its own efficient state ownership of capital intensive sectors of the economy such as large scale manufacturing, construction, transport and telecommunications so that it is well-endowed to carry out its responsibilities.

حکومت کی پالیسیاں مزید معاشی بدحالی کا سبب بنیں گی

کیونکہ ان پالیسیوں کی بنیاد ہمارے مفاد نہیں بلکہ آئی ایم ایف کی ترجیحات ہیں

24جنوری 2019 کو وزیر خزانہ اسد عمر نے پچھلی تین دہائیوں کی معاشی ناکامیوں پر تنقید کرتے ہوئے یہ واضح کیا کہ حکومت کی معاشی توجہ “اخراجات اور محاصل میں عدم توازن کی وجہ سے ہونے والے بجٹ خسارے، درآمدات میں برآمدات کے مقابلے میں اضافے اور سرمایہ کاری میں اضافے ” پرہوگی۔ اسد عمر نے آئی ایم ایف کے ساتھ چلنے والی بات چیت کی تصدیق کی جس سے یہ واضح ہوتا ہے کہ آئی ایم ایف کی ترجیحات نے حکومت کی ترجیحات کا تعین کیا ہے۔ لیکن آئی ایم ایف کی ترجیحات ڈالر میں ہونے والی بین الاقوامی تجارت کا تحفظ کرنا ہے جس سے درحقیقت پاکستان کی مقامی ضروریات نظر انداز اور معاشی بدحالی میں اضافہ ہوتا ہے۔

“بجٹ خسارے”کے حوالے سے آئی ایم ایف کی ترجیح ہے کہ سودی قرضوں کو ڈالر میں واپس کرنے کی حکومتی استعداد میں اضافہ ہو۔ لہٰذا آئی ایم ایف سبسڈی کے خاتمے اور ٹیکسوں میں اضافے کامطالبہ کرتی ہے۔ لیکن ٹیکسوں میں اضافے اور سبسڈی میں کمی کی وجہ سے معیشت دشواری کا شکار ہونا شروع ہو جاتی ہے کیونکہ اشیاء کی پیداواری لاگت میں اضافہ ہوجاتا ہے۔ جہاں تک “برآمدات (exports)کے مقابلے میں درآمدات (imports)میں اضافے” کا معاملہ ہے، تو آئی ایم ایف کی ترجیح یہ ہوتی ہے کہ مقامی کرنسی کی قدر میں کمی کی جائے کیونکہ وہ یہ دعوی کرتے ہیں کہ اس طرح بیرونی درآمدکنندگان (foreign importers)کے لیے ملکی اشیاءسستی ہوجائیں گی اور یوں حکومت کو زیادہ برآمدارت(exports) اور ڈالر حاصل کرنے کا موقع ملے گا۔ لیکن کرنسی کی قدر میں کمی کی وجہ سے پیداواری لاگت میں اضافہ ہوجاتا ہے جس سے برآمدات(exports) پر منفی اثر پڑتا ہے اور مہنگائی کی لہر پورے معاشرت کو اپنی لپیٹ میں لے لیتی ہے۔ جہاں تک “سرمایہ کاری میں اضافے” کا تعلق ہے تو آئی ایم ایف کی یہ ترجیح ہوتی ہے کہ حکومتی اثاثوں کی نجکاری کی جائے تا کہ ان کی فروخت سے حاصل ہونے واپے پیسے کو قرضوں کی ادائیگی پر خرچ کیا جاسکے۔ لیکن نجکاری کی وجہ سے ان اداروں سے حکومت جو محاصل حاصل کرسکتی تھی وہ اُن سے محروم ہوجاتی ہے جس کے نتیجے میں حکومت کا انحصار ٹیکسوں اور سودی قرضوں پر مزید بڑھ جاتا ہے۔اس کے ساتھ ساتھ نجکاری کےعمل کی وجہ سے مقامی اثاثوں کی ملکیت بیرونی سرمایہ کاروں کے ہاتھ میں چلی جاتی ہے جو مقامی کمپنیوں کو مارکیٹ سے باہر نکال دیتے ہیں کیونکہ ان کے پاس زیادہ وسائل ہونے کی وجہ سے مقامی کمپنیاں ان کا مقابلہ ہی نہیں کرپاتیں۔

اے پاکستان کے مسلمانو!

پی ٹی آئی کی حکومت نے آپ سے “تبدیلی” کاوعدہ کیا تھا لیکن یہ بھی وہی کام کررہے ہیں جو ان سے پہلے کے حکمران کرتے رہے ہیں۔ یہ حکومت پچھلی دہائیوں کی معاشی ناکامیوں کا ماتم کر رہی ہے لیکن ان ناکامیوں کی اصل وجہ کو اپنائے ہوئےہے یعنی آئی ایم ایف۔ لہٰذا اس حکومت کی پالسیاں بھی سابقہ استعماری ایجنٹ حکومتوں جیسی ہی ہیں لیکن یہ بیوقوفانہ حکومت یہ توقع رکھتی ہے کہ اس بار نتیجہ مختلف نکلے گا۔ رسول اللہ ﷺ نے فرمایا،

لَا يُلْدَغُ الْمُؤْمِنُ مِنْ جُحْرٍ وَاحِدٍ مَرَّتَيْنِ

” مؤمن ایک ہی سوراخ سے دو بار ڈسا نہیں جاتا”(بخاری ، مسلم)۔ “

حقیقی تبدیلی اس بات کا تقاضا کرتی ہے کہ نبوت کے طریقے پر خلافت قائم کر کے اسلام کا معاشی نظام نافذ کیا جائے۔ خلافت سودی قرضوں کے نظام کومسترد کردے گی جس نے پاکستان کے وسائل کو کھا لیا ہے۔ خلافت اسلامی محاصل کے نظام کو نافذ کرے گی اور توانائی اور معدنی وسائل کو عوامی ملکیت قرار دے گی تا کہ ان سے حاصل ہونے والے فوائد سے پورا معاشرہ مستفید ہوسکے۔ خلافت سونے اور چاندی کو کرنسی قرار دے گی جس سے قیمتوں میں استحکام آئے گا۔اور خلافت معیشت کے ان شعبوں میں خود کردار ادا کرے گی جہاں بہت زیادہ سرمایہ کاری درکار ہوتی ہے ، جیسا کہ بھاری صنعتیں، ریلوے، ٹیلی کمیونیکیشن، ٹرانسپورٹ وغیرہ، تا کہ ان سے حاصل ہونے والے بھاری محاصل سے وہ اپنی ذمہ داریاں لوگوں پرٹیکس کابوجھ ڈالے بغیر ادا کرسکے۔
