Hizb condemns the killings in Karachi

Anarchy in Karachi is the fruit of Democracy

Hizb ut-Tahrir condemns in the strongest words the mass murders in Karachi. Ruler’s mysterious silence in such a deteriorating situation in Karachi, which is the economic engine of Pakistan, indicates that they themselves have an “important role” to play in this mess. Whenever the government needs to divert the attention of the nation away from the important national issues, Karachi is always handed over to the terrorists. At the moment twenty million flood affectees are lying helpless due to ruler’s apathy; a government delegation is on a visit to Washington under the name of Pak-American strategic dialogue which will further strengthen American hegemony over Pakistan and the military operation in the Tribal region has been inaudibly restarted. Even after three years into democracy while all major political parties in Karachi are part of the government, this city has further plunged into darkness. Actually democracy has failed to provide a mechanism by which capable people would hold the rein of power. On the contrary in democracy, worst criminals, corrupt and gangsters will always sit on the seat of power and the reason being that it is this very system that provides the opportunity for selected group of people to make legislation at their will. That is why murderers, dacoits, thieves and extortionists want to reach the parliament in order to cover their crimes by making laws like NRO and then in the name of “peoples mandate” start the war of seizing streets, communities, markets and cities in order to captivate people by their illicit money and also to collect money for their next run to election. City of Karachi in an exact example of this scenario. These sorts of people will continue to come into power as long as the democratic system remains in its place.

The solution to the problems in Karachi rests in the establishment of Khilafah because in that system no individual has the right to legislate and the Qur’an and the Sunnah are the only source of laws.

Therefore this leaves no room for the corrupt elements to hide their crimes and hence they would not desire to be part of this system. Kalifah will appoint a capable administrator Amil (city ruler). Because who would not require the support of different political groups while implementing the Qur’an and the Sunnah. He would act without any pressure, mobilizing the administration against the criminal elements, releasing the private and public assets from land grabbers, eliminate the no go areas, curb the extortionists who steal wealth in the name of protection, and arrest the criminals who will be made an example by the speedy judicial system of Khilafah. Democracy has failed to solve the problems of Karachi and it is only Khilafah which can practically solve the turmoil engulfing the city. Hizb ut-Tahrir appeals to the people of Karachi that they should reject the democratic system and the associated leaderships and join the Khilafat rallies under the leadership of Hizb on Friday the 5^th of November and make this city of Karachi into a major center for the political struggle for the reestablishment of Khilafah

کراچی میں بدامنی جمہوریت کا تحفہ ہے

حزب التحریر کراچی میں جاری قتل و غارت گری کی شدید مذمت کرتی ہے۔ کراچی جو کہ ملک کا معاشی انجن ہے اس کی اس بگڑتی صورتحال پر حکمرانوں کی پر اسرار بے عملی اس بات کی نشاندہی کرتی ہے کہ اس معاملہ میں حکمرانوں کا بھی اہم کردار ہے۔ جب کبھی بھی لوگوں کی توجہ اہم ملکی معاملات سے ہٹانی مقصود ہوتی ہے کراچی کو دہشت گردوں کے حوالے کر دیا جاتا ہے۔ اس وقت جبکہ ملک میں کڑوڑوں سیلاب زدگان حکمرانوں کی بے توجیحی کی وجہ سے بے آسرا پڑے ہیں، پاک امریکہ اسٹریجک ڈئیلاگ کے نام پر پاکستان پر امریکی گرفت کو مزید مضبوط کروانے کے لیے حکمرانوں کا ایک وفد واشنگٹن یاترا پر ہے اور قبائلی علاقوں میں خاموشی سے فوجی آپریشن دوبارہ شروع کر دیا گیا ہے تو ایک بار پھر کراچی کو بدامنی کے حوالے کر دیا گیا ہے۔ حیرت انگیز بات یہ ہے کہ اب جبکہ جمہوریت کو آئے تین سال ہونے کو ہیں اور کراچی میں ہر جماعت حکومت میں شامل بھی ہے لیکن اس کے باوجود کراچی کے اندھیروں میں مزید اضافہ ہی ہوا ہے۔ دراصل جمہوریت ایسا نظام دینے سے قاصر ہے جس میں اہل لوگ حکمرانی کی مسند پر بیٹھیں بلکہ جمہوریت میں جو جتنا بڑا بد معاش، بد کردار اور بد عنوان ہوتا ہے وہی حکمرانی کی کرسی پر بیٹھتا ہے اس کی وجہ یہ ہے کہ جمہوریت اس بات کا موقع فراہم کرتی ہے کہ چند لوگ مل کر جو قانون چاہیں بنا سکتیں ہیں اس لیے چور، ڈاکو، بھتہ گیر، قاتل اور بدمعاش لوگ اپنے جرائم پر پردہ ڈالنے کے لیے پارلیمنٹ میں پہنچ کر N.R.O.جیسے امتیازی قوانین بناتے ہیں اور پھر عوامی مینڈیٹ کے نام پر گلی، محلوں، بازاروں اور شہروں پر قبضے کی جنگ شروع کر دیتے ہیں تاکہ لوگوں پر اپنی ناجائز دولت کے ذریعے رعب ڈال سکیں اور اگلے انتخابات لڑنے کے لیے پیسے اکٹھے کیے جاسکیں۔ کراچی شہر اس وقت اس کی بہترین مثال ہے۔ جب تک جمہوری نظام رہے گا اسی طرح کے لوگ اقتدار میں آتے رہے گے۔ کراچی کے مسلئہ کا حل صرف اور صرف خلافت کا قیام ہے کیونکہ خلافت میں کوئی بھی قانون سازی نہیں کرسکتا بلکہ قرآن و سنت قوانین کا ماخذ ہوتے ہیں اس لیے بدعنوان عناصر کے لیے اس نظام کے ذریعے اپنے جرائم پر پردہ ڈالنے کے کوئی زرائع موجود نہیں ہوتے اور اسی لیے ان کی اس نظام میں شمولیت کی خواہش بھی نہیں رہتی۔ خلیفہ ایک باکردار، قابل اور بہترین منتظم کو کراچی کا عامل (شہر کا حاکم) بنائے گا۔ کیونکہ یہ عامل اپنے اقتدار کے لیے مختلف سیاسی گروپز کی حمائت کا محتاج نہیں ہو گا اور وہ صرف قرآن و سنت کے نفاز کو یقینی بنائے گا، اس لیے عامل بغیر کسی دباوء اور خوف کے بلا متیاز جرائم پیشہ لوگوں کے خلاف انتظامیہ کو حرکت میں لائے گا، نجی و عوامی اثاثوں کو قبضہ مافیا سے چھڑوائے گا، بھتہ گیری اور نو گو ایریاز کا خاتمہ کرے گا اور گرفتار مجرموں کو خلافت کے عدالتی نظام کے زریعے بہت جلد نمونہء عبرت بنا دے گا۔ جمہوریت بھی کراچی کا مسلئہ حل کرنے میں ناکام رہی ہے۔ صرف خلافت ہی کراچی کا مسلئہ حل کر سکتی ہے۔ حزب التحریر کراچی کے لوگوں سے اپیل کرتی ہے کہ وہ جمہوریت اور اس سے جڑی ہر قیادت کو مسترد کردیں اورحزب کی قیادت میں بروز جمعہ ۵٥ نومبر کو خلافت ریلیوں میں شمولیت اختیار کر کے کراچی کو خلافت کے قیام کی سیاسی جدوجہد کے اہم مرکز میں تبدیل کر دیں۔
