Islamic Constitution Prepared by Hizb ut-Tahrir Released in Urdu

Only a Constitution Derived from Quran and Sunnah Can Liberate Pakistan from the Burden of Man-Made Law

The Islamic World has been without an Islamic Constitution since the abolition of the Khilafah state in Rajab 1342 AH, corresponding to 3 March 1924 CE. On this occasion, Hizb ut-Tahrir Wilayah Pakistan has released the Urdu translation of Hizb ut-Tahrir’s “Introduction to the Constitution” as “Muqadmah Dastoor”. After its establishment in 1953, Hizb ut-Tahrir in 1963 presented for the first time to the Ummah, since the abolition of the Khilafah, an Islamic Constitution in the Arabic language, the language of Islam. Today, in its Second Edition, this Constitution stands distinct from all the constitutions implemented in the Muslim World, because each and every one of its 191 articles are derived from the Quran and Sunnah exclusively, purified of impurities of any British, French, American, Democratic, Dictatorial, Monarchical, Western, Eastern or any other man-made law. A Constitution comprehensively Islamic, for an Ummah that is on the verge of re-establishing the Khilafah!

This Rajab, inshaaAllah, armed with the Urdu translation, the shebaab of Hizb ut-Tahrir will make their contribution to the rich discussion throughout Pakistan, as to whether Pakistan’s 1973 Constitution is Islamic or un-Islamic. This two-volume Constitution is essential for understanding whether any current constitution is Islamic or un-Islamic. Moreover, this “Muqadmah Dastoor”” clarifies for the Ummah the form of the Khilafah state. Each article is accompanied with its evidences from the Quran and the Sunnah, confirming that these articles are from purely Islamic sources, purified of man-made laws. The “Introduction to the Constitution” particularly provides an opportunity to the aware elite who seek to give direction to the Ummah as she aspires for the return to Islam.

All over the Ummah, there is intense discussion and passion for the return of the Deen of Truth as an authority and state, so the Urdu translation of the “Introduction to the Constitution” is a precious gift from Hizb ut-Tahrir, under its Ameer the eminent statesman and jurist, Sheikh Ata ibn Khalil Abu Ar-Rashta, for the Ummah and the People of Nussrah in Pakistan. It clearly establishes to the Ummah and the Ansaar of today that Quran and Sunnah is not silent regarding any human issue and the Islamic Shariah is a complete code of life, for any age and any place.

حزب التحریر کے تیارکردہ اسلامی آئین کو اردو زبان میں جاری کردیا گیا

قرآن و سنت سے اخذ کردہ آئین ہی پاکستان کو انسانوں کے بنائے ہوئے قانون کے بوجھ سے آزاد کردسکتا ہے

مسلم دنیا 3 مارچ 1924 بمطابق 28رجب 1342 ہجری کو اسلامی آئین سے محروم ہو گئی تھی جب خلافت کا خاتمہ کردیا گیا تھا۔ اس تاریخ کی مناسبت سے حزب التحریر ولایہ پاکستان نے حزب التحریر کی کتاب آنے والی خلافت کے اسلامی آئین “مقدمہ الدستور أوالأسـباب المـوجبة له” کا اردو ترجمہ”مقدمہ الدستور“جاری کردیا ہے۔1953 میں اپنے قیام کے بعدحزب التحریر نے 1963 میں خلافت کے خاتمے کے بعد پہلی بار امت کے سامنے ایک اسلامی آئین اسلام کی زبان عربی میں پیش کیا تھا ۔ آج جبکہ اس کا دوسرا شمارہ بھی شائع ہو چکا ہے، یہ آئین مسلم دنیا میں رائج کسی بھی نام نہاد اسلامی آئین سے قطعی منفرد اور جدا ہے کیونکہ اس میں شامل 191 دفعات صرف اورصرف قرآن و سنت سے اخذ کی گئی ہیں اور ان میں کسی برطانوی ، فرانسیسی ، امریکی یا جمہوری ، بادشاہی، آمریت یا مغربی ، مشرقی یا کسی غیر اللہ کے قانون کی کوئی آمیزش نہیں ہے۔ایک ایسے وقت میں جب امت خلافت کے قیام کے بہت قریب پہنچ چکی ہے، یہ آئین ہر زاویے سے ایک مکمل اسلامی آئین ہے۔

اس رجب حزب التحریر کے شباب اس اردو ترجمے سے لیس ہو کر پاکستان میں بھر میں ہونی والی اس بحث میں اپنا کردار ادا کریں گے کہ آیا1973کاآئین اسلامی ہے یا غیر اسلامی۔ دو جلدوں پر مشتمل یہ آئین اس بات کو جاننے کے لیے انتہائی اہم ہے کہ موجودہ کوئی بھی آئین اسلامی ہے یا غیر اسلامی۔ اس کے علاوہ یہ کتاب “مقدمہ الدستور” امت کے سامنے ریاست خلافت کی شکل واضح کرتا ہے۔ اس کتاب میں بیان کی گئی ہر دفعہ کے ساتھ ان تمام آیات و احادیث کا حوالہ بھی دیا گیا ہے جس سے یہ ثابت ہوتا ہے کہ یہ دفعات صرف اسلامی شرعیت کے ماخذ قرآن و سنت سے لی گئی ہیں اور کسی بھی قسم کے غیر شرعی انسانی قوانین کی آلودگی سے مکمل پاک ہیں۔ یہ کتاب باخبر اور اہل رائے دانشوروں کے لیے بھی ایک نادر تحفہ ہے جو اسلامی طرز زندگی کی جانب لوٹنے کی امت کی خواہش کو سامنے رکھتے ہوئے انہیں رہنمائی فراہم کرنا چاہتے ہیں۔

پوری امت میں اس وقت ایک زبردست بحث اور دین حق اسلام کو ایک اسلامی ریاست کی شکل میں بااختیار دیکھنے کی شدید خواہش موجود ہے۔ لہٰذا اس کتاب کا اردو ترجمہ “مقدمہ الدستور” امت اور پاکستان کے اہل قوت کے لیے، معروف رہنما اور فقیہ ، شیخ عطا بن خلیل ابو الرَشتہ کی قیادت میں حزب التحریر کی جانب سے ایک انتہائی قیمتی تحفہ ہے۔یہ کتاب امت اور آج کے انصارپر یہ واضح طور پر ثابت کرتی ہے کہ قرآن و سنت کسی بھی انسانی مسئلے پر خاموش نہیں اور اسلامی شریعت ہر دور اور جگہ کے لیے ایک مکمل ضابطہ حیات ہے۔
