Policy of Restraint Towards the Hindu State is a Policy of Surrender and Humiliation which only Encourages Belligerence from our Enemy

Addressing a press conference on Monday 4^thJune 2018, DG ISPR Maj General Asif Ghafoor confirmed the Pakistani State’s policy of restraint towards the Hindu State when he said: “We are willing to ignore the first shot that is fired from the Indian side, provided it does not result in a casualty on our side,”. He further elaborated Pakistan’s stance by saying:” We are two nuclear powers and there is no space for war.” This is despite the fact that the General complained about the Hindu State’s belligerence across the LOC and Working Boundary which has resulted in the deaths of scores of civilians on Pakistan’s side. This in itself is evidence of the failure of the policy of restraint towards the Hindu State which has only served to encourage it to adopt an aggressive posture towards Pakistan. Ruling out war as a policy instrument towards the Hindu State is an open declaration of abandoning the Kashmir cause and condemning the Muslims of the valley to Hindu oppression, for the misery of the Muslims of occupied Kashmir will not end except through organized Jihad by Pakistan’s Armed Forces.

O Muslims of Pakistan!

In the Holy month of Ramadan! The month of victories and honor. Our leadership has openly declared its surrender before an aggressive Hindu State which wishes nothing but harm upon Muslims of the subcontinent. The treatment of Muslims in the Hindu State today and in occupied Kashmir only serves to remind us why our forefathers refused to submit to the authority of Hindu Mushrikeen who only have malice and hatred against Muslims of the subcontinent. Allah says in the Quran:

لَتَجِدَنَّ أَشَدَّ ٱلنَّاسِ عَدَاوَةً لِّلَّذِينَ آمَنُواْ ٱلْيَهُودَ وَٱلَّذِينَ أَشْرَكُواْ

“You will find the most vehement of mankind in hostility to those who believe (to be) the Jews and the mushrikeen.”[Surah al-Maida 5:82].

At a time when Pakistan is gripped with a water crisis and when the ambitions of the Hindu State against us are visible through her building of dams over our rivers, Pakistan’s rulers, on American dictation, are working on the project of normalization with the Hindu State, to help her emerge as a regional power which controls the affairs of the subcontinent. These rulers have no shame and honor. They strengthen our enemy with their own hands and then make excuses before us “like war is not possible between two nuclear states”, “there is no military solution to Kashmir” and “Normalization will bring economic dividends” to hide their treachery and commitment to protect US interests in the region.

O Officers of Pakistan’s Armed Forces!

How can you accept to be chained in humiliation and surrender before your enemy when you have the capability to deal a death blow to it? How can you accept the excuses of your leadership which only seek to misguide you into inaction through lies and excuses? You have the capability and strength to turn the tables on the Hindu State and its false ambitions of regional dominance. Know that the project of Normalization with the Hindu State is an American Project of establishing the authority of the Hindu State over your heads which can only succeed with the help of your rulers. Move now to remove these rulers and grant Nussrah to Hizb ut Tahrir for the establishment of Khilafah (caliphate) on the method of Prophethood in Pakistan. Then you would return the region as it was in the past, under the rule of Islam and you will return as the rightful rulers of this land, liberating Kashmir and ending the unjust rule of Hindu Mushrikeen over the whole of subcontinent.

وَأَعِدُّواْ لَهُمْ مَّا ٱسْتَطَعْتُمْ مِّن قُوَّةٍ وَمِن رِّبَاطِ ٱلْخَيْلِ تُرْهِبُونَ بِهِ عَدْوَّ ٱللَّهِ وَعَدُوَّكُمْ وَآخَرِينَ مِن دُونِهِمْ لاَ تَعْلَمُونَهُمُ ٱللَّهُ يَعْلَمُهُمْ وَمَا تُنفِقُواْ مِن شَيْءٍ فِى سَبِيلِ ٱللَّهِ يُوَفَّ إِلَيْكُمْ وَأَنْتُمْ لاَ تُظْلَمُونَ

“And make ready against them all you can of power, including steeds of war (tanks, planes, missiles, artillery, etc.) to threaten the enemy of Allah and your enemy, and others besides whom, you may not know but whom Allah does know. And whatever you shall spend in the Cause of Allah shall be repaid unto you, and you shall not be treated unjustly.” (Al-Anfal 8:60)

ہندو ریاست کےسامنےتحمل کی پالیسی ذلت اور شکست پرمبنی پالیسی ہے

جو ہمارے دشمن کی حوصلہ افزائی کرتی ہے

4 جون 2018  کو ڈائریکٹر جنرل آئی ایس پی آر میجر جنرل آصف غفور نے اس بات کی تصد یق  کی کہ ہندو ریاست کی جارحیت کے خلاف پاکستان کی ریاستی پالیسی تحمل پرمبنی ہے۔ انہوں نے کہا:”بھارت کی جانب سے پہلی گولی آنے سے اگر کوئی نقصان نہیں ہوتا تو جواب نہیں دیں گے“۔انہوں نے پاکستان کے موقف کی مزید وضاحت کرتے ہوئے کہا ”ہم دوایٹمی طاقتیں ہیں اور جنگ کی کوئی گنجائش نہیں ہے“۔ یہ باتیں اس وقت کی جارہی ہیں جبکہ جنرل موصوف خود اس بات کا گلا کررہے ہیں کہ لائن آف کنٹرول اور ورکنگ باونڈری پر ہندو ریاست کی مسلسل جارحیت کی وجہ سے پاکستان کے کئی شہری شہید ہوئے ہیں۔ یہ بذاتخوداس بات کا ثبوت ہے کہ ہندو ریاست کی جارحیت کے خلاف تحمل کی پالیسی ایک ناکام پالیسی ہے جس کی وجہ سے ہندو ریاست کی حوصلہ افزائی ہو رہی ہے کہ وہ پاکستان کے خلاف جارحانہ رویہ اپنائے رکھے۔ ہندو ریاست کے خلاف جنگ کے امکان کو سرے سے ہی رد کردینا درحقیقت کشمیر کے مسئلہ اور وادی میں ہندو مظالم کے شکار مسلمانوں سے دستبرداری کا اعلان ہے کیونکہ مقبوضہ کشمیر کے مسلمانوں کی حالتزار افواج پاکستان کے منظم جہاد کے بغیر کسی صورت تبدیل  نہیں ہو سکتی۔

اے پاکستان کے مسلمانو!

رمضان کے مقدس مہینے میں، وہ مہینہ جو مسلمانوں کے لیے تاریخی طور پر کامیابیوں اور عزت کامہینہ ہے ، ہماری قیادت نے واضح طور پر ہندو ریاست کی جارحیت کے خلاف ہتھیار پھینک دینے کا اعلان کر دیا ہے جو برصغیرکے مسلمانوں کو مٹانے کے درپے ہے۔ ہندو ریاست اور مقبوضہ کشمیر میں مسلمانوں سے جو سلوک کیاجاتا ہے وہ اس بات کی یاددہانی ہے کہ کیوں ہمارے آباؤ اجداد نے ہندو مشرکین کے اقتدار تلےرہنے سے انکار کیا تھاکیونکہ ہندؤں کے دلوں میں برصغیر کے مسلمانوں کے خلاف بغض ، کینہ اور نفرت بھری  ہوئی ہے۔ اللہ سبحانہ و تعالیٰ نے قرآن میں فرمایا،

لَتَجِدَنَّ أَشَدَّ ٱلنَّاسِ عَدَاوَةً لِّلَّذِينَ آمَنُواْ ٱلْيَهُودَ وَٱلَّذِينَ أَشْرَكُواْ

”(اے پیغمبرﷺ!) تم دیکھو گے کہ مومنوں کے ساتھ سب سے زیادہ دشمنی کرنے والے یہودی اور مشرک ہیں“(المائدہ:82) ۔

ایک ایسے وقت میں جب پاکستان پانی کے شدید بحران کا شکار ہے اور جب ہندو ریاست کےہمارے خلاف عزائم ہمارے ہی دریاوں پر ڈیم بنا کر واضح ہوچکے ہیں، پاکستان کے حکمران امریکی ہدایت پر ہندو ریاست کے ساتھ تعلقات کی بحالی کے لیے کام کررہے ہیں تا کہ علاقائی طاقت بننے میں اس کی مدد کی جائے اور وہ برصغیر کے امور کی نگرانی کر سکے۔ ان حکمرانوں میں کوئی شرم کوئی حیاء نہیں ہے۔ یہ ہمارے دشمن کو اپنے ہاتھوں سے مضبوط کررہے ہیں اور پھر ہمارے سامنے بہانے پیش کر رہے ہیں کہ”دو ایٹمی ممالک کے درمیان جنگ ممکن نہیں“،” کشمیر کا کوئی فوجی حل نہیں“ اور ”تعلقات کی بحالی معاشی فوائد کا باعث بنے گا“ تا کہ اپنی غداری اور خطے میں امریکی مفادات سے وفاداری پر پردہ ڈالسکیں۔

اے افواج پاکستان کے افسران!  

آپ کیسے یہ قبول کرسکتے ہیں کہ آپ کے دشمن کے سامنے آپ کے ہاتھ پاوں باندھ کر آپ کوذلیل ہونے کے لیے کھڑا کردیا جائے جبکہ آپ میں یہ صلاحیت موجود ہے کہ آپ اسے چھٹی کا دودھ یاد کرادیں؟ آپ کیسے اپنی قیادت کے ان بہانوں کو قبول کرسکتے ہیں جن کا مقصد آپ کو گمراہ کرکے دشمن کی جارحیت کے خلاف حقیقی منہ توڑ جواب دینے سے آپ کو روکنا ہے؟آپ کے پاس یہ صلاحیت ہے کہ آپ ہندو ریاست کے منصوبوں اور خطے میں بالادستی کی اس کی خواہش کو ملیا میٹ کردیں۔ یہ جان لیں کہ ہندو ریاست کے ساتھ تعلقات کو معمول پر لانے کامنصوبہ ایک امریکی منصوبہ ہے  تا کہ آپ پر ہندو ریاست کی بالادستی کو قائم کیا جائے اور یہ منصوبہ صرف آپ کے حکمرانوں کی معاونت سے ہی کامیاب ہوسکتا ہے۔  آپ ان حکمرانوں کو ہٹانے کے لیے فوراً حرکت میں آئیں اور نبوت کے طریقے پر پاکستان میں خلافت کے قیام کے لیے حزب التحریر کو نصرۃفراہم کریں۔  پھرآپ اس علاقے میں اسلام کی بالادستی کو بحال کردیں گے جیسا کہ ماضی میں تھا اور آپ اس علاقے کے جائز حکمران بن کر ابھریں گے،کشمیر کو آزاد کرائیں گے اور برصغیر پر ہندو مشرکین کے غیر منصفانہ حکمرانی کا خاتمہ کردیں گے۔

وَأَعِدُّواْ لَهُمْ مَّا ٱسْتَطَعْتُمْ مِّن قُوَّةٍ وَمِن رِّبَاطِ ٱلْخَيْلِ تُرْهِبُونَ بِهِ عَدْوَّ ٱللَّهِ وَعَدُوَّكُمْ وَآخَرِينَ مِن دُونِهِمْ لاَ تَعْلَمُونَهُمُ ٱللَّهُ يَعْلَمُهُمْ وَمَا تُنفِقُواْ مِن شَيْءٍ فِى سَبِيلِ ٱللَّهِ يُوَفَّ إِلَيْكُمْ وَأَنْتُمْ لاَ تُظْلَمُونَ

”اور جہاں تک ہوسکے (فوج کی جمعیت کے) زور سے اور گھوڑوں کے تیار رکھنے سے ان کے (مقابلے کے) لیے مستعد رہو کہ اس سے اللہ کے دشمنوں اور تمہارے دشمنوں اور ان کے سوا اور لوگوں پر جن کو تم نہیں جانتے اور اللہ جانتا ہے ہیبت بیٹھی رہے گی۔ اور تم جو کچھ اللہ کی راہ میں خرچ کرو گے اس کا ثواب تم کو پورا پورا دیا جائے گا اور تمہارا ذرا نقصان نہیں کیا جائے گا“(الانفال:60)
