Revenues and Expenditure in the Khilafah State

Urdu Translation of Hizb ut-Tahrir’s Book “The Funds in Khilafah State” Launched

Hizb ut-Tahrir Wilayah Pakistan has released the Urdu version of the book, “The Funds in Khilafah State” issued by Hizb ut-Tahrir. In this book the Funds in the Khilafah State and their rules are described. We explain their sources and types, from where they are collected, the time of their collection and the way they are collected, and the sections in which they are kept. We also explain those who are entitled to these funds and the areas of their expenditure.

Islam is a system of life and a message for the whole world and so it is absolutely necessary for it to have a State which implements it and carries it as an intellectual leadership to the world. Islam has made this State the Khilafah State. The Khilafah is of a distinct form and a unique structure, which differs from the structure of all the kufr States in the world. The Khilafah differs in its pillars upon which it is established, in the structures that it is formed of and in its constitution and laws that are all taken from the Book of Allah swt and the Sunnah of His Messenger saaw. It is obligatory for the Khalifah and the Ummah to adhere to, implement and restrict themselves to these matters, because they are from the Shar’a of Allah swt and not from the legislation of the people. Islam has entrusted the Khilafah State with the duty of taking care of the affairs of the Ummah, and entrusted it to be in charge of administering the funds received by the State and their expenditure, so as to look after the affairs of citizens, regardless of their race or religion, and the carrying of the Da’wah. The divine evidences have explained the sources of the State’s financial revenues, their types and how they are collected, in the same way they that clarified the beneficiaries of these funds and the areas over which they are spent.

The rules of the funds of the Khilafah State are derived from the Qur’an and the Sunnah, after study and scrutiny of the sayings of the Sahabah, the Tabi’een (the followers) and their followers and the opinions of the Mujtahideen. All this is done based on the evidences proven to be the strongest in our view; for the divine rules are adopted based on the least amount of doubt (Ghalabat uz-Zun) without the stipulation of the evidences being definitive as is required when establishing the creed.

ریاست خلافت میں محصولات اور اخراجات

حزب التحریرکی کتاب”ریاست خلافت کے اموال” کا اردو ترجمہ جاری کردیا گیا

حزب التحریرولایہ پاکستان نے حزب التحریرکی جانب سے اسلام کے مالیاتی نظام پر لکھی گئی مفصل کتاب “ریاست خلافت کے اموال ” کا اردو ترجمہ جاری کردیا ہے۔ اس کتاب میں ‘ریاستِ خلافت کے اموال’ اوراس کے احکامات کو زیر بحث لایا گیا ہے ، ان اموال کے ذرائع آمدن، اور ان کی اقسام پر مفصل بات کی گئی ہے اور یہ بیان کیا گیا ہے کہ یہ اموال کن اشیاءپر وصول کیے جاتے ہیں،کن لوگوں سے وصول کیے جاتے ہیں، ان کے وصول کرنےکے اوقات، ان کے وصول کرنے کی کیفیت، اور اس شعبۂ کا بیان جس کے تحت یہ اموال محفوظ رکھے جاتے ہیں، اسی طرح ان کے مستحقین اور خرچ کرنے کےشعبوں کو بیان کیا گیاہے۔

اللہ سبحانہ و تعالیٰ نے اپنے رسول محمد ﷺ کے ذریعے اسلام کو زندگی کے نظام اورسارے عالم کے لیے پیغام کے طورپرنازل کیا ہے۔اس لیے ایک ایسی ریاست ناگزیر ہے جو اسلام کو نافذ کرے اورساری دنیاکے لیے اس کے پیغام کی فکری علمبر دار بنے۔ اسلام نے اس ریاست کو “ریاستِ خلافت ” قرار دے کر اس کی امتیازی شکل اور منفردطرز کو متعین کیا، جو دنیا میں موجوددیگر تمام ریاستوں کی اشکال سے یکسر مختلف ہے،یہ اختلاف ان ستونوں میں بھی ظاہر ہے جس پر وہ قائم ہوتی ہے،اوراپنے اس ڈھانچے کے لحاظ سے بھی جس سے اس کی تشکیل ہوتی ہے،اپنے دستور اور قوانین میں جو کتاب اللہ اور سنت رسول ﷺ سے ماخوذ ہیں، جن کی پابندی ،نفاذ اور اس کے احکام پر عمل کرناخلیفہ اورامت پر فرض ہے،کیونکہ یہ اللہ کی شریعت میں سے ہے، نہ کہ انسان کے بنائے ہوئے قوانین ۔ اسلام نے امت کے اُمور کی دیکھ بھال کو ریاستِ خلافت کے سپرد کر دیا ہے،اس کو ریاست میں موصول ہونے والے اموال اور ان کو خرچ کرنے کی ذمہ داری بھی سونپی گئی ہے،تاکہ وہ نسل اور مذہب کے امتیاز کے بغیراپنے شہریوں کے امورامور کی دیکھ بھال اور دعوت کی علمبردار بننے کے قابل ہو۔ شرعی دلائل نے ریاست کی آمدن کے ذرائع ، ان کے انواع اور ان کے حصول کی کیفیت کو بیان کردیا ہے۔ اسی طر ح ان اموال کے مستحقین اور ان شعبۂجات کو واضح کر دیا ہے جن میں یہ اموال خرچ کیے جاتے ہیں۔

ریاستِ خلافت میں اموال کے احکامات کتاب اور سنت سے اخذ کیے گئے ہیں، اس کے لیے صحابہ رضوان اللہ علیھم اجمعین،تابعینؒ اور تبع تابعینؒ کے اقوال کو بھی پرکھا گیا ہے، ائمہ مجتہدین کے اقوال کو بھی پیش نظر رکھا گیا ہے، پھر اس رائے کو اختیار کیا گیا ہے جس کو دلیل کے اعتبار سے ترجیح حاصل ہو، کیونکہ احکام شرعیہ کو غلبۂ ظن کی بنیاد پر اخذ کیا جاتا ہے، اس میں عقائد کی طرح قطعی اور یقینی کی شرط نہیں ہوتی۔

اُن اردو بولنے والے مسلمانوں کے لئے جو جلد ہی آنے والی ریاست خلافت(انشاء اللہ) کے محصولات اور اخراجات کے نظام کو جاننا اور سمجھنا چاہتے ہیں ، یہ کتاب ایک شاندار تحفہ ہے۔ اس کتاب کا اردو ترجمہ اس لنک سے ڈاون لوڈ کی جاسکتی ہے:
