Answers to Questions

1- After striking Afghanistan, America will most likely support the solution that entails the establishment of a government that includes the Bashtun, Uzbek and Tajik, where the Taliban will be the effective rulers in the land, after adopting a political icon to rule the country nominally. King Zaher Shah may be the icon around which the Afghan people will unite; this will serve as a prelude towards integrating Afghanistan into the international community and recognising it regionally and internationally. This is perhaps what Pervez Musharraf had meant when he said: “Pakistan cannot ignore any efforts aimed at establishing a new political regime in Kabul.” In order to execute the establishment of a new icon around Afghanistan will rally, America has to intervene in Afghanistan with ground troops, so that she could impose her political solution upon the Afghan people. What confirms the purport of this solution to the nature of the rule in Afghanistan came in the shape of an American secret document,related to her future vision for Afghanistan. This document has recently been leaked and it states that “the United States deems that the Afghans deserve a government that represents them all. This is supported by the statements made by Tony Blair recently, which were broadcast by the BBC in Afghani.

America will work towards appeasing the Afghan public opinion, which is resentful of her policy. She will endeavour to rebuild Afghanistan by repairing the Afghani infrastructure and alleviating poverty and famine, which the Afghani people suffer from. The United Nations will undertake to provide humanitarian aid, while the American oil company UNOCAL will undertake to repair the infrastructure by installing electricity and Gas and building roads before starting to lay the oil pipeline which they had agreed upon with Taliban initially back in 1997, which runs from Turkmenistan, through Afghanistan and to the seaport of Karachi in Pakistan. This is the reason why America wants to establish stability and security after the military strikes.

2- As for Russia, America has worked towards restoring her as a regional power. She will work towards infiltrating her lebensraum because she needs to establish permanent bases in the Central Asian Region. She is currently weaving the final chapter of her plan to integrate Russia in the New Europe in order to dissolve her sovereignty into the European personality and tempt her with the potential economic benefits due to her ability to supply northern Europe with gas, which Europe requires for heating and for industry. America is also working towards alienating Russia from China, by diverting the attention of the former towards the West and tempting the latter with the spoils of South Asia and with a lucrative economic role, now that she has become a member in the World Trade Organisation.

3- As for the aims of the American foreign policy towards China and the noted Chinese role in South Asia, namely the curbing of China, working towards integrating her in the American World Order, pushing her towards adopting Capitalism as a way of life and alienating her form Russia, all these are the fixed aims of the American policy towards China, irrespective of the slogans which are trumpeted by every new administration that takes office in America. All the arguments and debates that are currently taking place in America with regard to the relations with China, these are designed to determine the effective styles and means that would help achieve these aims. The political plans towards China are not subject to the whims of the rulers, nor to empty rhetoric that tickle the emotions of the masses. It is perhaps this understanding that Henry Kissinger expressed by saying: “The Challenge facing the American policy does not exceed the mere determining of a fixed policy towards China. China should be in no doubt about America’s resolve to resist the attempts made by any power to dominate Asia. However, she must feel that within the scope of these boundaries the United States would be prepared to build a constructive relationship with a developed and modern China and allow China to partake in the international and political world order.”

As for China’s role in South Asia, it is a distinguished role reflected in a developmental and financial programme in the heart of Pakistan, though under the recent American sanctions, aimed at building the infrastructure that will turn Karachi and the Pakistani seaport of Gwadar into the principal commercial centre for the South Asian states and Afghanistan. Zhu Rungee, the Chinese prime minister, commented during his last visit to Pakistan by saying that the membership of his country in the World Trade Organisation will act as a “formidable impetus to develop and modernise South Asia and the states of Central Asia.”
