The Latest Developments on the Syrian Arena, and are the Paris Attacks connected to them?

 

Question:

The Syrian airspace, especially after Russia’s brutal aggression on Syria, has become a militarily arena for American, Russian, Syrian and other aircrafts, in addition to the military conflict on the ground. Successively, the political talks have escalated in Vienna 1, Vienna 2 and Vienna 3 in addition to the side talks… My question is why hasn’t there been a military clash between these aircrafts in the air even though they are carried out by different countries? And why was this military escalation accompanied by a political escalation? Finally, what is the expected solution to the issue of Syria? Will the Paris attacks on Friday 13/11/2015 that took place three hours before the Vienna talks on 14/11/2015, affect the solution to the issue of Syria? Or are they irrelevant and that the synchronization of events was a coincidence? Please provide me, without delving into deep political analysis, with a simple answer easy for me and the general public to understand, Jazak Allah Khair.

I will begin from where you ended your question. If what you meant by simplifying the answer for it to be clear without confusion or ambiguity, and with clear indications and not shrouded in inference or so … However this is what distinguishes our publications, whether it is a leaflet, or a statement or an answer to a question. But if what you mean by simplification is not to consider the introductions to issues and their backgrounds, and not to explain its reality and its causes, then this does not occur in political crisis, because the answer must be built on information with the most likely validity or accuracy. It would not be accurate if the reality is not studied thoroughly and the motives and its causes and relevant evidences… otherwise the answer would be superficial or based on whims, and this is avoided in our publications. However we are keen in having the correct and straightforward answer to the best of our ability. Perhaps after reading this answer, you may see the sincerity and correctness of our answer, Allah willing. This is the answer to the branches of your question:

First, the subject of no clashes:

Yes, the states differ in their names and locations, but have the same and one mark on the subject of the Syrian crisis, and even their lines are organized, here are the details:

1. As for the regime in Syria, it is a loyal agent to America, both in the reigns of Bashar and his father. It preserves America’s interests and the interests of the Jewish state… and the withdrawal of Hafez from the Golan Heights and handing it over to the Jews, then making it a safe zone for Jews for about forty years, and the participation of the regime in America’s coalition during the second Gulf War in 1991, and then the talks and conspiracies run by America in the region and the regime becomes one of its instruments which is fully controlled and disciplined by the American policy… All of which makes the Syrian flight operations of aggression on the people as part of the American policy thus it does not approach the US aircraft, but carries out its mission within a drawn line. And what was published over the past year at the start of the US military coalition’s operations in Syria is that the regime was notified of the operations, this saves any further clarification.
2. As for the Russian aggression against Syria, it is by an agreement with the United States and the coordination between the two side’s planes, we have explained it in our publication on the subject dated 11/10/2015, and I will quote from it what is relevant: [This was a disaster for America as it had presented itself as being with the revolutionaries and as such it would be difficult to fight against them openly. They were bringing serious harm onto the regime whilst the American replacement had not yet matured. This then is where the dirty hellish ploy of Russia undertaking its task came to play. Its role is to support the regime openly and to oppose the revolutionaries openly whilst being at war with them is justified in their view. This is whilst the regime was prepared to summon Russia through American instruction and this is exactly what came to pass… As such Russia agreed to play this evil dirty role in Syria in service to America! …

The Russian air assaults by air, sea and even by land through their bases and consultants is being undertaken in coordination with America… then every sane person comprehends that if the planes of the two states are circling in the same sky, this means that it is happening either through coordination between them as two friends or it means that there is a war taking place between two enemies where they are clashing with one another and pelting each other with missiles like the reality of any other war. However they are two friends who are coordinating the skies between them in order to accomplish one single objective and not two different ones. Statements that have been made by the two sides confirm such coordination. The Russian Foreign Ministry said in a statement it published upon its internet site on Thursday 08/10/2015, “In line with the authorisation of the Russian President Putin and his American counterpart President Barack Obama at the end of their meeting on the sidelines of the UN General Conference, the two respective foreign ministers sought to finalise discussing the ways of settling the situation in Syria, which from one angle includes the necessity to avoid accidents happening in the sky above Syria in addition to strengthening the political settlement in Syria in accordance to the Geneva declaration on 30/06/2012”. The statement added that the two ministers: “Also sought to present steps for implementing the Minsk agreements in respect to Ukraine that was signed on the 12th of February…” (Al-Hayat: Electronic copy, Wednesday 7 October 2015)… [End of quote], and I add:

1. Russia’s aggression on Syria in 30/9/2015 directly preceded the Obama-Putin meeting on 29/9/2015, and the meeting lasted 90 minutes; the Ukraine crisis has occupied the first part of it, while the two presidents focused on the situation in Syria in the remaining part. The results of this meeting were seen immediately “on 30/9/2015 the Russian Federation Council agreed unanimously on Putin’s request to use the Russian Air Force in Syria.” (Russia Today, 30/9/2015)
2. Even the sites that were hit by Russia in Syria were mostly in agreement with America, CNN reported on 4/10/2015: “Gen. Andrei Kartapolov, the military official in the leadership of the Russian Army General Staff said on Saturday evening 3/10/2015: The areas that have been targeted by the Russian air force in Syria were introduced to Moscow as areas harboring terrorists only, by the US military command. The official continued to say as quoted by the Russian agency Tass: “The United States of America notified us via common connections that no one exists but the terrorists in these areas.””
3. The strong coordination between the Russian and American aircraft in the skies of Syria has been even described as training: “The US Department of Defense, Pentagon announced on Tuesday 3/11/2015 that the Americans and the Russians tested successfully a mechanism allowing their pilots who carry out operations in Syrian airspace to communicate directly to avoid any accidents. Pentagon spokesman Geoff Davis said that the American fighter jet “conducted a communications test on Tuesday, which was prepared with the Russian fighter jet” in Syrian airspace, pointing out that the test lasted “three Minutes “and” achieved its objectives “…. For its part, Russian news agencies said, citing a general in the Russian armed forces saying that the US and Russian air forces have conducted joint training in Syria on Tuesday.” (Al-Arabiya Net, 03/11/2015)

Accordingly, the US and Russian aircraft fly in a safe air space from all parties: the American aircrafts bombs Syria with the knowledge of the tyrant regime, the Russian aircrafts bombs Syria with the knowledge of the Syrian regime as well… and the Russian aircrafts roam the skies in Syria in agreement with the United States, and full coordination between the US and Russian air forces… Thus, their collision is out of the question because those who roam Syrian airspace are close allies, their target is Islam and Muslims: قَاتَلَهُمُ اللَّهُ أَنَّى يُؤْفَكُونَ “May Allah destroy them; how are they deluded?” [At-Tawba:30]. If the harmony between them ends then their collision will be probable.

Second: Accompanying political actions with the military operation:

As is it is known, the regime in Syria is a humiliated agent to America, which considers Syria as the area of its influence that serves its interests, and it is now aware that Bashar has fallen or almost is in a position that compromises his service to the interests of American service, it is looking for an alternative agent to succeed him, and is afraid that he is toppled before it can find a successor… That is why they support him in various ways, including the military actions to achieve two things:

Firstly: To support the tyrant Bashar and prevent his fall before America finds the alternative successor agent to the former agent, and to prevent the occurrence of a vacuum being filled in a way not according to America’s calculations… Secondly: To continue with the successive pressure on the people of Syria to accept the alternative made by America from the coalition and factions that they call “moderate”, and some of the regime’s aides.

That is why there are diverse methods in the military actions led by the United States in Syria, whether belonging to Iran or to its party or to its collaborators or to Russian forces recently, and all are for this purpose, which is to create the atmosphere for a political action to achieve America’s interest in the first degree, and consolation to Russia for an easing of sanctions and the issue of Ukraine… Hence there was the escalation in military actions to create the political climate. And following up on the events of this matter, this will be seen clearly; there were successive meetings together with the military actions:

– On October 23/10/ 2015, the first Quartet (Russia and the United States, Saudi Arabia and Turkey) meeting was convened. “The Russian Foreign Minister Sergei Lavrov said, “The participants in the Saudi Russian, American, Turkey quartet meeting in Vienna on Friday, 23 October, agreed on the external support for the political process in Syria… and stated that all ministers agreed on the need to preserve Syria as united, secular, and sovereign.” Kerry described the meeting of the four ministers in Vienna as “constructive and fruitful”. Kerry said that Tehran may receive a proposal to join the negotiations of settlement of the Syrian crisis, according to Bloomberg news agency from the American official…” (Russia Today, 23/10/2015).

– On the evening of 29/10/2015, the Quartet’s second meeting was held, “It finished in Vienna on Thursday night / Friday 30/10/2015, the meeting of the Quartet gathered the foreign ministers of Saudi Arabia, Turkey, Russia and the United States on ways to find political solution to end the crisis in Syria, without any statement s by the four ministers to the media at the end of the meeting… and the US Secretary of State, John Kerry, met with his Iranian counterpart, Mohammad Javad Zarif, and said that the Vienna talks will not lead to immediate political solution, but it may be the best chance to save Syria from hell.” (Al-Arabiya Net, 29/10/2015)

It is noticeable here America is keen to conduct the meetings with its alliances and followers, Russia, Turkey, Saudi Arabia and Iran, in order to complete the group, and then proceed with the American plans without the disruptions of Europe! It was keen to invite Iran to the meetings: “America announced on 27/10/2015 that it has been invited Iran to attend the conference in Vienna, and the spokeswoman of the Iranian Foreign Ministry, Murdhiya Afkham, declared immediately, saying: “We have received the invitation, and it was decided that the Foreign Minister will participate in the talks.” (The Middle East, 28/10/2015). Not only that, America tried to exclude Europe from the first meetings and even get rid of the European disruptions during the negotiations and that the negotiations continue in the presence of its alliances and its followers, and this annoyed France, and as a reaction its foreign minister was invited to a working dinner on 27/10/2015. Fabius said that a “working dinner” will be held at the headquarters of the Foreign Ministry in the presence of “France’s partners in dealing with the Syrian crisis,” and he added that the meeting will discuss ways for the political transition for a united, democratic Syria respectful of all components of the people, as well as support our war on terrorism.” But America was not interested as it sent its Deputy Secretary of State, Tony Blinken, instead of John Kerry.” (BBC, 27/10/2015). It is apparent that the French meeting was just an attempt to reserve a seat in the negotiations in Vienna.

America almost succeeded in continuing the exclusion of Europe if it wasn’t for the outbreak of the Syrian refugee crisis and the transition of its effects to the heart of Europe, it was even said that the refugee crisis made the Europeans forget the Greece crisis. And it was focused upon in the European media during the last four months, particularly from Britain and France, and the crisis has escalated in Europe, and became the reason for Europe especially France and Britain, to be involved in the Syrian crisis. The European presence became inevitable in the meetings regarding the Syrian crisis, however, it is clear to the observer that the real talks are between America and its alliances and its followers “Russia, Saudi Arabia, Turkey, and Iran.”

– On 30/10/ 2015 a large meeting of the seventeen countries was held and Europe took part in it as well as other countries… as well as the United Nations representatives, the European Union, and the Arab League… but it was known that the actual leader in the course of the meetings is America and alliances and its followers!.

One of the highlights reported about this meeting: “The new negotiations on the Syrian crisis in Vienna began this morning with the participation of about twenty… including Iran, in an effort to reach a political solution to end the crisis and ensure the departure of Assad through a transitional phase.. and in the meeting and many delegations participated from the United States, Russia, Saudi Arabia, Turkey, China, Britain, Germany, France, Italy, Lebanon, Iran, Jordan, Qatar, Egypt, Oman, Iraq and the UAE, along with the United Nations and the European Union. This is the first talks on Syria, involving Iran along with global and regional powers seeking to resolve the Syrian crisis.” (Al-Jazeera Net, 30/10/2015). This meeting was closer to a meeting to satisfy, especially to Europe… and it was announced that the next meeting will be held in two weeks.

– On 14/11/2015 a meeting was held and in its statement contained: “The statement said that representatives of the 17 countries in addition to the European Union, the United Nations and the Arab League agreed during the Vienna meeting on a specific timetable for the formation of a transitional government in Syria within six months and to hold elections within 18 months despite the continuing dispute over the fate of Bashar al-Assad. The Vienna International meeting began on Saturday, in the presence of the United States and Russia, in an effort to find a political solution to the conflict in Syria against the backdrop of unprecedented attacks in Paris and disagreements regarding the fate of Bashar al-Assad, based on a diplomatic source. This is the second international meeting within 15 days; it comes hours after the Paris attacks which have left at least 128 dead.” (Al-Arabiya Net, 14/11/2015 Vienna – AFP).

“The German minister also said, “Although it still seems far-fetched, but that all parties gathered around the table”… For his part, Kerry said in a joint press conference in Vienna with his Russian counterpart Sergei Lavrov, and the Special UN envoy to Syria, Staffan de Mistura: The five permanent members of the United Nations Security Council agreed to issue a decision in favor of a cease-fire in Syria, and to hold elections within 18 months.” (Emirates Today, 14/11/2015).

Thus, the ongoing military actions and negotiations are continuing and all led by American to achieve both goals mentioned above:

First: To support the tyrant Bashar and prevent his fall before America finds the alternative the successor agent to the former agent, and to prevent the occurrence of a vacuum that can be filled in a way not in accordance to the American calculations…

Second: To continue with the successive pressure on the people of Syria to accept the alternative made by America from the coalition and factions that they call “moderate”, and some of the regime’s aides.

The American predicament in Syria, is that it is creating multiple alternatives, as it did in the different types of the so-called Coalition and other of its followers and tools, but all of these do not receive acceptance in the inside… Therefore it is stepping up its military actions, whether directly from it or from Iran and its party, and recently from Russia, all in an attempt to put pressure on the people of Syria to accept America’s creation as an alternative agent successor to Bashar the former agent.

Third: The expected solution in Syria:

A deeper look into the ongoing events in Syria and its related international, regional and local issues cast a light on the expected solution, as follows:

1. The Syrian regime is an agent of America in the era of Bashar and his father before him, and this matter does not need further explanation…
2. The Kaffir colonists depose of their agents once exhausted of its role and become unable to achieve their interests…
3. But at the same time they are keen to get an alternative agent to succeed the former agent…
4. And this is America’s dilemma here, the alternatives they created and the coalition is like the magician’s spell that never works.
5. America has failed to find the next agent to replace the current agent and it was afraid that Bashar would perish before they find an alternative, and the Muslims fill the void.

This shows that the expected solution is one of three:

– That America continues to stall negotiations in Geneva 1-2-3… Vienna 1-2-3… and its sisters… extending the period of negotiation after a month or two… and find an interim rule for a year or two… Thus, waiting for an alternative acceptable from the people and who can serve its interests, at the same time continue to support Bashar so that he does not perish before his time, through various devilish supportive means by it and its agents, and Iran and its militias, and Russia and its followers…

– To impose a rule, backed by an international force, or without it, made from its creations from the coalition and moderate factions, and declare a secular state that fights Allah and His Messenger (saw).

– That the sincere people come to power, the people of ash-Sham, the abode of Islam, and they stamp on the Kaffir colonists and their creations and their secularism, and establish the rule of Islam, the righteous Khilafah, and Islam and its people become victorious, and humiliates Kufr and its people, and matters be as Al-Aziz Al-Hakim says:

وَقُلْ جَاءَ الْحَقُّ وَزَهَقَ الْبَاطِلُ إِنَّ الْبَاطِلَ كَانَ زَهُوقًا

“And say, “Truth has come, and falsehood has departed. Indeed is falsehood, [by nature], ever bound to depart.” [Al-Isra: 81]

And, the people of Ash-Sham and every brother to them in Islam will prevent, by Grace of Allah and His Strength, every rule in the land of Ash-Sham, but the rule of Islam, and every flag but the flag of Al-Uqab, the banner of the Messenger of Allah (saw), the banner of there is no god but Allah and Muhammad is the Messenger of Allah, and then purify the land of Ash-Sham from the abomination of the agents and the colonists.

Fourth: Impact of the Paris attacks and synchronization with the Vienna Conference:

As for the synchronization of the Vienna Conference and the France bombings: the conference took place just hours after the bombings, so the synchronization being intentional is ruled out or that it has an active influence in the Vienna Conference. It is only to the extent of America exploiting the attacks to make France desist from demanding to wage a war on Bashar’s regime, rather to become preoccupied with fighting what it calls terrorism far away from Bashar, who remains in his position until America finds the alternative. France opposed America in focusing the air attacks on what it calls terrorism, and not targeting the regime and now France has become focused on so-called terrorism and not the regime… All this renders America to work in knitting its threads of plots in Syria to find a secular solution hidden in its sleeve instead of the Khilafah in which the people of Ash-Sham demand. It does that and it is seen as reassuring for the survival of Bashar until it finds an alternative and fulfills its plots, and after he was supported by Iran and its party and the henchmen and followers, and finally by the support of Russia and the aversion of the threat of France on the regime.

This is on one hand and on the other hand, Obama has benefited from these attacks in improving the image of his democratic rule for the elections, it was noted that Obama’s statements supporting France in their actions against the ISIS organization and terrorism were mounting remarks! It is as if Obama wanted to appear firm in the fight against terrorism amidst the backdrop of the US election campaigns, and not, as how his Republicans opponents accuse him, that Obama’s Democrat government does not stand firmly in the face of terrorism, and this affects the electoral public opinion support for the Democrats. In this context, US Secretary of State John Kerry’s statement on Friday 13/11/2015 in Tunisia on the same day that the Paris attacks took place, said: “The days of Daesh are numbered” in his response to the killing of who is known as Jihadi John… America’s discussion about the troops that they are training and that they are achieving victories inside Syria against ISIS organization is in the same context.

And there is something that must be pointed out, it is that the West has used the Paris attacks in the “surge” against Islam, claiming that Islam was behind the killing of civilians with the knowledge that it is an established fact that the targeting of civilian non-combatants is considered as illegal from the point of view of Islam, and Islam throughout history. Since the time of the Messenger of Allah (saw), Islam deliberately works to protect the civilian non-combatants from the scourge of war. Islam demands the safeguarding of the vulnerable, the civilians who do not have weapons to defend themselves… and even in wars when meeting the enemy, the Messenger of Allah (saw) used to advise the Islamic Army :

«وَلا تَقْتُلُوا امْرَأَةً، وَلا وَلِيدًا، وَلا شَيْخًا كَبِيرًا»

“Do not kill a woman, or an infant, or an old man”

And the righteous Khaleefs used to advise likewise. Abu Bakr, may Allah be pleased with him, advised his army commander:

…وَإِنَّكُمْ سَتَجِدُونَ أَقْوَامًا قَدْ حَبَسُوا أَنْفُسَهُمْ فِي هَذِهِ الصَّوَامِعِ فَاتْرُكُوهُمْ وَمَا حَبَسُوا لَهُ أَنْفُسَهُمْ… وَلَا تَقْتُلُوا كَبِيرًا هَرِمًا، وَلَا امْرَأَةً، وَلَا وَلِيدًا، وَلَا تُخْرِبُوا عُمْرَانًا

“You will find people who locked themselves up in temples, spare them and leave them for what they locked themselves up for…and do not kill the old, nor a woman, nor an infant, and do not destroy buildings.”

Omar, may Allah be pleased with him, advised his army commander:

لَا تَغُلُّوا، وَلَا تَغْدِرُوا، وَلَا تُمَثِّلُوا، وَلَا تَقْتُلُوا امْرَأَةً، وَلَا صَبِيًّا، وَلَا شَيْخًا

“Do not transgress, do not betray, do not mutilate, and do not kill a woman, or a child, or an elderly.”

Thus are the Muslims even in their fight. If one of their soldiers while fighting his opponent, and the opponent’s sword fell from his hand he will desist from killing him, but rather he would wait until his opponent picked up the sword and then he kills him in pride and face-to-face… Although these are hard facts in Islam and known to the West from the history of the Muslims and their conquests, however they are taking advantage of those events to mobilize hatred against Islam and Muslims, and it is a blind hatred. Had they perpetrated the crime, and they are many, they will not stand at that but they will justify it, and if the Muslims carried out the crime, they pursue the entire Muslim community present in their country. They even attack Islam itself, as is the case these days… It is a blind hatred that will not be extinguished except after the establishment of the Khilafah, and then it will avenge every oppressed from every tyrant, and the light of the Khilafah and its goodness will spread and prevail, not only over the Muslim countries but to every living sane person in this world…

وَاللَّهُ غَالِبٌ عَلَى أَمْرِهِ وَلَكِنَّ أَكْثَرَ النَّاسِ لَا يَعْلَمُونَ

“And Allah is predominant over His affair, but most of the people do not know” [Yusuf: 21]

شام میں تازہ ترین پیش رفت اور کیا پیرس حملوں کا اس سے کوئی تعلق ہے؟

سوال:

شام کی فضائی حدودو، خاص کر شام پر روس کے وحشیانہ حملے کے بعد، امریکی، روسی، شامی اور دیگر ممالک کے طیاروں کے لیے عسکری میدان بن گئی ہے، جبکہ زمین پر عسکری چپقلش اس کے علاوہ ہے۔۔۔ ساتھ ساتھ سیاسی بات چیت ویانا- 1، ویانا- 2 اور ویانا-3 میں بھی تیزی آگئی۔۔۔ میرا سوال یہ ہے کہ ان طیاروں کے درمیان شام کی فضائی حدود میں تصادم کیوں نہیں ہو رہا حالانکہ یہ مختلف ممالک کے طیارے ہیں؟ پھر یہ کہ اس عسکری پیش رفت کے ساتھ سیاسی پیش رفت میں تیزی کیوں آگئی؟ آخر میں شام کے مسئلہ کا متوقع حل کیا ہے؟ اس کے ساتھ کیا 13 نومبر 2015 جمعہ کے دن ہونے والا پیرس حملہ، جوکہ 14 نومبر 2015 کو شروع ہونے والی ویانا بات چیت سے چند گھنٹے قبل پیش آیا، شام کے بارے میں متوقع حل پر اثر انداز ہوگا؟ یا اس واقع کا اس موضوع سے کوئی تعلق نہیں؟ کیا دونوں کا ایک ساتھ ہونا اتفاق تھا؟ مجھے جواب کی امید ہے مگر سیاسی تجزیہ میں زیادہ گہرائی میں جائے بغیر، بلکہ سادہ اور آسان فہم تاکہ عام لوگوں کے لیے سمجھنا آسان ہو اور اللہ آپ کو بہترین جزا دے۔

میں وہاں سے شروع کروں گا جہاں آپ نے سوال کا اختتام کیا ہے۔ اگر جواب کے سادہ ہونے کا مقصد اس کا واضح ہونا ہے جس میں کوئی پیچیدگی نہ ہو، تو یہ ہمارے لٹریچر کا امتیاز ہے چاہے وہ پمفلٹ ہوں یا بیان یا پھر سوال کا جواب۔۔۔ اگر سادہ ہونے سے مقصد یہ ہے کہ مسائل کے سیاق و سباق کو پیش نظر نہ رکھا جائے، اس کی حقیقت اور اسباب کو بیان نہ کیا جائے، تو سیاسی بحرانوں میں ایسا نہیں ہوسکتا کیونکہ جواب ان حقائق پر مبنی ہونا چاہیے جن سے اس کے درست اور صحیح ہونے کا غالب گمان پیدا ہو۔ اور ایسا تب تک نہیں ہوسکتا جب تک صورت حال کو اچھی طرح سمجھا نہ جائے، اس کے محرکات، اسباب اور متعلقہ دلائل کو پڑھا نہ جائے۔۔۔ ورنہ جواب سطحی اور ذاتی خواہشات پر مبنی ہوگا، اور ہم اپنے لٹریچر میں اس سے اجتناب کرتے ہیں، بلکہ ہم اس بات کا خیال رکھتے ہیں کہ جواب درست اور ممکن حد تک سیدھا ہو۔ امید ہے کہ آپ اس جواب کو پڑھ کر ہماری رائے کی صداقت اور درستگی کو سمجھ جائیں گے انشاء اللہ۔ آپ کے سوال کے فروعات کا جواب یہ ہے:

اول: عدم تصادم کا موضوع:

جی ہاں شام میں ہوائی حملے کرنے والے ممالک کے نام تو مختلف ہیں لیکن شام کے بحران کے موضوع پر ایک ہی جھنڈے کے نیچے اور ایک ہی مقصد کے لئے اکٹھے ہیں، یہاں تک کہ ان کی صف بندی بھی ایک سی ہے جس کی تفصیلات یہ ہیں:

1۔ جہاں تک شام میں حکومت کا معاملہ ہے وہ بشار کے باپ کے زمانے سے مخلص امریکی ایجنٹ ہے۔ وہ امریکی مفادات اور یہودی ریاست کے مفادات کا تحفظ کرتی ہے۔۔۔ حافظ الاسد کی جانب سے گولان کی پہاڑیوں سے پسپائی اور اس کو یہود کے حوالے کرنا، پھر چالیس سال سے اس کو یہود کے لیے محفوظ علاقہ بنائے رکھنا، 1991 میں خلیج کی دوسری جنگ میں اس حکومت کا امریکی اتحاد میں شامل ہونا، اس کے بعد خطے میں امریکی سازشوں اور مذاکرات میں امریکہ کا آلہ کار بننا اور امریکی پالیسیوں کے سامنے مکمل سرنگوں ہونا۔۔۔ ان سب باتوں کی وجہ سے شامی لوگوں پر حکومتی طیاروں کی بمباری امریکی پالیسی کے ضمن میں ہے اسی لیے امریکی طیارے حکومتی طیاروں کے قریب نہیں آتے، بلکہ ان خطوط پر رہتے ہوئے اپنا کام کر رہے ہیں جو ان کے لیے کھینچی گئی ہیں۔ اور جو کچھ گزشتہ سال امریکی عسکری اتحادیوں کی جانب سے شام کے خلاف آپریشن شروع ہونے کے بعد شائع ہوا، اس کے مطابق شامی حکومت کو تمام آپریشنز سے پہلے سے آگاہ کیا گیا تھا، لہٰذا ان باتوں کو بیان کرنے کے بعد مزید کسی وضاحت کی ضرورت نہیں رہتی۔

2۔ جہاں تک شام پر روسی حملے کی بات ہے، تو یہ بھی امریکہ کے ساتھ معاہدے کے نتیجے میں ہے اور طرفین کے طیاروں کے درمیان مکمل ہم آہنگی ہے۔ ہم نے اپنے 11 اکتوبر 2015 کے بیان میں اس کی وضاحت کی ہے جو اس موضوع پرتھا، اور میں اس میں سے کچھ متعلقہ باتیں آپ کے لیے نقل کرتا ہوں: “یہ صورتحال امریکہ کے لئے تباہ کن تھی کیونکہ اب تک امریکہ یہ ظاہر کرتا آیا تھا کہ وہ انقلابیوں کے ساتھ ہے اور اب انہی کے خلاف اعلانیہ لڑنا مشکل تھا۔ انقلابیوں نے حکومت کو اس قدر کمزور کر دیا تھا کہ وہ کسی بھی وقت گرسکتی تھی لیکن امریکہ کا متبادل ابھی تک تیار نہیں تھا۔ اور یہیں سے روسی مداخلت کی صورت میں آگ اور خون کا گندا کھیل شروع کیا گیا۔ روس کا کام کھل کر حکومت کی مدد کرنا اور کھل کر انقلابیوں کے خلاف لڑنا ہے کیونکہ اس کے نزدیک ان کے خلاف لڑنے کا اس کے پاس جواز موجود ہے۔ شامی حکومت بھی امریکہ کے حکم پر روس کو بلانے پر تیار تھی اور ایسا ہی ہوا۔۔۔ روس امریکہ کی مرضی سے اور اس کے مفاد میں شام میں یہ شرانگیز اور گندا کردار ادا کرنے پر تیار ہوا!

فضاء سے روسی طیاروں کی بمباری، سمندر سے حملے، حتیٰ کہ شام کے اڈوں سے زمینی حملے اور روسی ماہرین کی آمد سب کچھ امریکہ کے ساتھ سازباز کا نتیجہ ہے۔ ہر عقل رکھنے والا شخص یہ جانتا ہے کہ اگر دو ملکوں کے جنگی ہوائی جہاز ایک ہی ملک کی فضاؤں میں اکٹھے اُڑ رہے ہوں تو یہ یا تو ان کے درمیان دوستی اور افہام وتفہیم سے ہی ممکن ہے یا پھر ان دونوں کے درمیان جنگ ہو رہی ہو اور وہ ایک دوسرے کے دشمن ہوں۔ اس صورت میں ان کے درمیان تصادم ہوگا اور وہ ایک دوسرے پر میزائل فائر کریں گے جیسا کہ کسی بھی جنگ میں ہوتا ہے۔ لیکن درحقیقت یہ دونوں دوست ہیں اور ان کے درمیان ایک ہی ہدف کے لیے فضاء میں اڑنے کے بارے میں سودے بازی ہو چکی ہے۔ دونوں اطراف کے بیانات یہ ثابت کرتے ہیں کہ یہ سودے بازی اور ساز باز کرچکے ہیں۔ روسی وزارت خارجہ نے اپنے ایک بیان میں، جس کو اس نے جمعرات 8 اکتوبر 2015 کو اپنی ویب سائٹ پر جاری کیا کہا کہ “اقوام متحدہ کی جنرل اسمبلی کے اجلاس کے اختتام کے موقع پر صدر پوٹین اور ان کے امریکی ہم منصب اوباما کے درمیان ہونے والی ملاقات میں دونوں صدورکی طرف سے اختیار ملنے پر دونوں وزرائے خارجہ نے شام کی صورتحال کو ٹھیک کرنے کے لئے مختلف طریقوں پر گفت و شنید کو مکمل کرنے کی کوشش کی، جس میں شام کی فضاء میں کسی بھی تصادم سے اجتناب کی ضرورت بھی شامل ہے، اسی طرح شام میں 30 جون 2012 کو جنیوا- 1 اعلامیہ کے مطابق سیاسی حل کے عمل کو مضبوط کرنا بھی شامل تھا”۔ بیان میں مزید کہا گیا کہ “اس کے علاوہ یوکرائن کے حوالے سے مِنسک معاہدے پر عمل درآمد کرنے کے لئے اٹھائے جانے والے اقدامات پر غور کیا گیا جس پر 12 فروری کو دستخط کیے گئے تھے۔۔۔” (الحیاۃ : بدھ 7 اکتوبر 2015)۔ ختم شد۔

اور میں یہ اضافہ کرتا ہوں:

ا۔ 30 ستمبر 2015 کو شام پر روسی جارحیت سے پہلے 29 ستمبر 2015 کو اوباما اور پوٹین کے درمیان نوے منٹ کی براہ راست ملاقات ہوئی۔۔۔ جس کے پہلے حصے میں یوکرائن کے بحران پر بات ہوئی اور دوسرے حصے میں شام کی صورت حال موضوع بحث رہی۔ اس ملاقات کے نتائج فوراً ظاہر ہوئے اور “30 ستمبر 2015 کو روسی پارلیمنٹ نے پوٹین کی درخواست پر شام میں روسی فضائیہ کو استعمال کرنے کی اجازت دی”۔(ریشیا ٹو ڈے 30/9/2015 )۔۔۔

ب۔ حتی کہ وہ ٹھکانے جن پر روس بمباری کر رہا تھا جن میں سے بیشتر پر حملے کے بارے میں امریکہ کے ساتھ معاہدہ ہوا، کے متعلق سی این این نے 4 اکتوبر 2015 کو خبر دی کہ “روسی عسکری قیادت کے عہدہ دار جنرل اندری کارتابولوف نے ہفتہ 3 اکتوبر 2015 کی شام کہا کہ شام میں وہ علاقے جن کو روسی فضائیہ نے نشانہ بنایا ہے ان کے متعلق امریکی عسکری قیادت کی جانب سے نشاندہی پہلےسے ہی ماسکو کے لیے کی گئی تھی کہ صرف یہ علاقے دہشت گردوں کی پناہ گا ہیں ہیں۔ روسی نیوز ایجنسی تاس کے مطابق عہدہ دار نے مزید کہا: “امریکہ نے مشترکہ رابطوں کے ذریعے ہمیں بتا دیا کہ ان علاقوں میں دہشت گردوں کے علاوہ کوئی نہیں”۔

ج۔ شام کی فضاوں میں روسی اور امریکی جنگی جہازوں کے درمیان مضبوط ہم آہنگی کو مشقوں کا نام دیا گیا: “امریکی وزارت دفاع پینٹاگون نے منگل 3 نومبر 2015 کو اعلان کیا کہ امریکہ اور روس نے شام کی فضاء میں آپریشن کے دوران کسی بھی قسم کے حوادث سے بچنے کے لیے اپنے پائلٹوں کے لیے ایک کامیاب طریقہ کار کا تجربہ کر لیا ہے۔ پینٹاگون کے ترجمان جیف ڈیوس نے کہا کہ امریکی جنگی طیاروں نے منگل کو مواصلاتی رابطے کا تجربہ کیا جوکہ شام کی فضائی حدودو میں روسی جنگی طیاروں کے ساتھ مل کر تیار کیا گیا تھا اور یہ بھی بتایا گیا کہ یہ تجربہ “تین منٹ” تک جاری رہا اور اس نے “اپنا ہدف” حاصل کر لیا۔۔۔ دوسری طرف روسی نیوز ایجنسی نے روسی فوجی جنرل کے حوالے سے کہا کہ روسی اور امریکی فوج نے منگل کے دن شام کی فضائی حدود میں مشترکہ مشقیں کی ہیں”۔ (العربیہ نیٹ 3/11/2015)۔

اس لیے امریکی اور روسی طیارے شام کی فضائی حدود میں ہر طرف سے محفوظ ہو کر اڑ رہے ہیں: امریکی فضائیہ سرکش بشار کی حکومت کے علم میں لا کر شام پر بمباری کر رہی ہیں اور روسی طیارے بھی بمباری بشار حکومت کی مرضی سے کر رہے ہیں۔۔۔ روسی فضائیہ امریکہ کے ساتھ معاہدے کی وجہ سے شام کی فضائی حدود میں محو پرواز ہے، امریکی فضائیہ اور روسی فضائیہ میں مکمل ہم آہنگی ہے۔۔۔ اس لیے کہیں بھی تصادم ہو ہی نہیں سکتا کیونکہ شام کی فضائی حدود میں پرواز کرنے والے آپس میں اتحادی ہیں، اور وہ سب اسلام اور مسلمانوں کو ہدف بنانے پر متفق ہیں:

﴿قَاتَلَهُمُ اللَّهُ أَنَّى يُؤْفَكُونَ﴾

“اللہ ان کو ہلاک کرے کہاں بھٹکے جا رہے ہیں” (التوبۃ:30)۔

اگر ان کے درمیان ہم آہنگی ختم ہو جاتی ہے تو پھر تصادم ہوسکتا ہے۔

دوسرا: عسکری کاروائیوں کے شانہ بشانہ سیاسی اقدامات:

جیسا کہ سب جانتے ہیں کہ شام میں حکومت امریکہ کی پیروکار ہے، امریکہ شام کو اپنے حلقہ اثر میں شامل سمجھتا ہے جو اس کے مفادات کے حصول میں کردار ادا کرتا ہے، اور وہ اب یہ جانتا ہے کہ بشار گر چکا ہے یا گرنے کے قریب ہے اور اس کی حالت ایسی ہے کہ وہ امریکی مفادات کو پورا نہیں کر سکتا اس لیے امریکہ اس کی جگہ متبادل ایجنٹ کی تلاش میں ہے جو اس کا جانشین بنے، لیکن امریکہ خوفزدہ ہے کہ اس کا جانشین ڈھونڈنے سے پہلے کہیں وہ گر نہ جائے۔۔۔ اس لیے وہ مختلف اسالیب سے اس کو سہارا دے رہا ہے جن میں عسکری کاروائیاں بھی ہیں جس کے دو مقاصد ہیں:

پہلا: بشار کو سہارا دیا جائے تاکہ امریکہ کو متبادل ایجنٹ دستیاب ہونے تک وہ نہ گرے، تاکہ کوئی ایسا خلاء پیدا نہ ہو جو امریکی منشاء کے خلاف پورا ہو۔۔۔ دوسرا: اہل شام کے اوپر دباو کو مسلسل جاری رکھا جائے تاکہ وہ قومی اتحاد، نام نہاد معتدل گروپوں اور بشار کے مدد گاروں میں سے امریکی ساختہ متبادل کو قبول کر لیں۔

یہی وجہ ہے کہ امریکہ شام میں متنوع عسکری کاروائیوں کی قیادت کر رہا ہے، چاہے یہ ایران کے ذریعے ہو یا اس کی تنظیم اور ان کے معاونین کے ذریعے یا پھر حال ہی میں شروع ہونے والی روسی فوج کے ذریعے، سب اس پلڑے میں ڈالے جا رہے ہیں، یعنی پہلے درجے میں ایسی سیاسی فضاء بنائی جائے جس سے امریکہ کے مفادات پورے ہوں، روس کو اس پر عائد پابندیاں نرم کر کے اور یوکرائن کے موضوع پر راضی کیا جائے۔۔۔ یوں عسکری کاروائیاں سیاسی ماحول سازگار بنانے کے لیے بڑھائی جا رہی ہیں۔ اور جو کچھ ہو رہا ہے اس کا مشاہدہ کرنے سے یہ امر واضح طور پر نظر آتا ہے، کیونکہ عسکری کاروائیوں کے ساتھ ساتھ پے در پے اجلاس بھی ہو رہے ہیں:

23 اکتوبر 2015 کو پہلے چار (رباعی) رکنی (روس، امریکہ، سعودیہ اور ترکی) اجلاس ہوا۔ “روسی وزیر خارجہ سرگئی لاوروف نے کہا “رباعی اجلاس میں شریک روس، امریکہ، سعودیہ اور ترکی نے ویانا میں جمعہ 23 اکتوبر کو شام میں سیاسی کاروائیوں کی بیرونی حمایت پر اتفاق کر لیا۔۔۔ اس نے کہا کہ تمام وزراء نے ایک خود مختار، متحد، لبرل شام کی حفاظت کی ضرورت پر اتفاق کیا”۔۔۔ کیری نے ویانا میں وزراء کے اجلاس کو “تعمیری اور بار آور” قرار دیا۔ کیری نے کہا کہ طہران کو شام کے بحران کے حل کے بارے میں خصوصی مذاکرات میں شامل ہونے کی تجویز دی جاسکتی ہے، یہ بات بلومبرگ نیوز ایجنسی نے امریکی اہلکار کے حوالے سے کہی۔۔۔” (رشیا ٹوڈے 23/10/2015)۔

29 اکتوبر 2015 کی شام رباعی (چار کا) اجلاس کا دوسرا دور شروع ہوا، “یہ اجلاس جمعرات اور جمعہ کی درمیانی رات 30 اکتوبر 2015 کو ویانا میں اختتام پذیر ہوا۔ رباعی اجلاس میں سعودی، ترکی، روسی اور امریکی وزرائے خارجہ نے اس سیاسی حل کی راہ ہموار کرنے پر توجہ مرکوز کی جس سے شام کے بحران کا خاتمہ ہو سکے۔اجلاس کے بعد چاروں وزراء میں سے کسی نے بھی ذرائع ابلاغ سے کوئی بات نہیں کی۔۔۔ امریکی سیکریٹری خارجہ جان کیری نے اپنے ایرانی ہم منصب محمد جواد ظریفی سے ملاقات کی، پھر کہا کہ ویانا مذاکرات سے کسی فوری سیاسی حل تک نہیں پہنچا جا سکتا، تاہم یہ شام کو جہنم بننےسے بچانے کا اچھا موقع ہو سکتا ہے” (العربیہ نیٹ 29/10/2015)۔

یہاں یہ ملاحظہ کیا جا سکتا ہے کہ امریکہ اپنے اتحادیوں اور پیروکاروں روس، ترکی، سعودی عرب اور ایران سے ملاقاتوں کا سلسلہ جاری رکھنا چاہتا ہے اور اس کا مقصد یہ ہے کہ یہ مجموعہ بنا کر امریکی منصوبوں کو آگے بڑھایا جائے تاکہ یورپ کو کوئی تشویش نہ ہو! ایران کو ملاقات کی دعوت دینے پر اصرار کیا: “امریکہ نے 27 اکتوبر 2015 کو اعلان کیا کہ اس نے ایران کو ویانا کانفرنس میں شرکت کی دعوت دی ہے، اس کے فوراً بعد ایرانی وزارت خارجہ کی ترجمان مرضیۃ افخم نے یہ کہتے ہوئے اعلان کیا کہ: “ہمیں دعوت موصول ہو گئی ہے، یہ فیصلہ کیا گیا ہے کہ وزیر خارجہ مذاکرات میں شامل ہو گا”۔ (الشرق الاوسط 28/10/2015)۔ یہی نہیں بلکہ امریکہ نے پہلے اجلاسوں میں یورپ کو دور رکھنے کی کوشش کی تاکہ مذاکرات کے دوران شرارتوں سے جان چھڑائی جا سکے اسی لیے اپنے اتحادیوں اور پیروکاروں کو لے کر ہی مذاکرات شروع کیے۔ اور یہی عمل فرانس کی ناراضگی کا سبب بنا، جس کے رد عمل کے طور پر اس کے وزیر خارجہ کو 27 اکتوبر 2015 کو ایک عشائیے میں بلایا گیا۔ لیکن فابیوس نے کہا: “عشائیہ” وزارت خارجہ کے دفتر میں “شام کے بحران سے نمٹنے کے لیے فرانس کے دوستوں” کی موجودگی میں ہو گا۔ اور اس نے مزید کہا کہ شرکاء متحدہ شام میں اقتدار کی سیاسی منتقلی کے طریقوں پر بحث کریں گے، جس میں تمام قومی عناصر کا احترام ہو، وہ دہشت گردی کے خلاف ہماری جنگ کی بھی حمایت کریں گے۔ مگر امریکہ نے اس کو اہمیت نہیں دی اور جان کیری کی بجائے نائب سیکریٹری خارجہ ٹونی بلینکن کو بھیج دیا” (بی بی سی 27/10/2015)۔ اس سے ظاہر ہوتا ہے کہ فرانسیسی اجلاس ویانا مذاکرات میں اپنی سیٹ پکی کرنے کی کوشش کے سوا کچھ نہیں تھا۔

اگر شامی پناہ گزینوں کا مسئلہ درپیش نہ ہوتا تو امریکہ یورپ کو شام کے مسئلے سے دور رکھنے میں کامیاب ہونے کے قریب پہنچ چکا تھا مگر پناہ گزینوں کا بحران یورپ کے قلب میں پہنچ گیا اور کہا جاتا ہے کہ اس نے یورپ کو یونان کا بحران بھلا دیا۔۔۔ گزشتہ چار مہینوں کے دوران یورپ میں میڈیا کی توجہ اس مسئلے پر مرکوز رہی، خاص کر برطانیہ اور فرانس میں، اور یہ مسئلہ اس قدر بڑھ گیا کہ یورپ خصوصاً فرانس اور برطانیہ کو بھی شام کے بحران کے حل میں شامل کیا گیا۔ شام کے مسئلے کے حل کے لئے ہونے والے اجلاسوں میں یورپ کی موجودگی لازمی ہوگئی تھی لیکن اس کے باوجود دیکھنے والا دیکھ سکتا ہے کہ حقیقی بحث امریکہ اور اس کے اتحادی و پیروکاروں “روس، سعودیہ، ترکی اور ایران” کے درمیان ہی ہے۔

30 اکتوبر 2015 کو 17 ممالک کا اجتماع ہوا، جس میں یورپ اور بعض دوسرے ممالک نے شرکت کی۔۔۔ ان کے علاوہ اقوام متحدہ، یورپی یونین اور عرب لیگ کے نمائندوں نے بھی شرکت کی۔۔۔ مگر یہ بات سب جانتے تھے کہ ان ملاقاتوں کا بانی مبانی روح رواں امریکہ، اس کے اتحادی اور پیروکار ہیں!

اس ملاقات کے متعلق جو سب سے اہم بات رپورٹ کی گئی: “شام کے بحران کے حوالے سے ویانا میں ہونے والے تازہ ترین مذاکرات، جو آج صبح شروع ہوئے، اس میں تقریباً بیس ممالک نے شرکت کی۔۔۔ جن میں ایران بھی شامل ہے، تا کہ بحران کو ختم کرنے اور عبوری مرحلے کے ذریعے اسد کو فارغ کرنے کے لیے سیاسی حل تک پہنچا جائے۔ اس اجلاس میں امریکہ، روس، سعودیہ، ترکی، چین، برطانیہ، جرمنی، فرانس، اٹلی، لبنان، ایران، اردن، قطر، مصر، عمان، عراق اور امارات کے وفود شریک ہوئے، جبکہ اقوام متحدہ اور یورپی یونین کے وفود اس کے علاوہ ہیں۔ یہ شام کے حوالے سے وہ پہلے مذاکرات ہیں جس میں ایران شام کے بحران کو حل کرنے کی کوشش میں عالمی اور علاقائی قوتوں کے ساتھ شریک ہے” (الجزیرہ نیٹ 30/10/2015)۔ یہ اجتماع ایک لحاظ سے راضی کرنے کا اجتماع تھا خاص کر یورپ کے حوالے سے۔۔۔ اس میں یہ اعلان بھی کیا گیا کہ دو ہفتوں کے بعد اگلا اجلاس ہو گا۔

14 نومبر 2015 کو پھر اجلاس ہوا اور اس کے اعلامیہ میں کہا گیا کہ: “اعلامیہ کہتا ہے کہ ویانا کنونشن میں 17 ممالک کے نمائندوں، بشمول یورپی یونین، اقوام متحدہ اور عرب لیگ، نے آنے والے چھ مہینوں کے اندر شام میں عبوری حکومت قائم کرنے اور اٹھارہ مہینوں میں انتخابات کرانے کے ٹائم فریم پر اتفاق کر لیا ہے باوجود یہ کہ کہ بشار کی رخصتی کے حوالے سے ان کے درمیان اختلافات برقرار رہے۔ ویانا بین الاقوامی اجلاس ہفتے کے دن امریکہ اورروس کی موجود گی میں پیرس حملوں کے فوراً بعد اور بشار کے انجام کے متعلق اختلافات کے سائے میں شامی بحران کے لیے سیاسی حل ڈھونڈنے کے لیے شروع ہوا تھا، جیسا کہ سفارتی ذرائع نے کہا ہے۔ یہ 15 دن کے اندر دوسرا بین الاقوامی اجتماع ہے، یہ پیرس حملوں کے چند گھنٹوں بعد ہوا جس میں 128 لوگ ہلاک ہوئے” (العربیۃ نیٹ 14/11/2015 ویانا- اے۔ایف۔پی)۔

“جرمن وزیر نے بھی کہا کہ “اگرچہ فی الحا ل امید کی کوئی کرن نظر نہیں آ رہی ہے مگر تمام متعلقہ پارٹیاں میز کے گرد جمع ہیں”۔۔۔ دوسری طرف کیری نے ویانا میں اپنے روسی ہم منصب سرگئی لاو روف اور شام کے لیے اقوام متحدہ کے خصوصی ایلچی اسٹیفن ڈی میسٹورا کے ساتھ مشترکہ پریس کانفرنس میں کہا کہ: اقوام متحدہ کی سلامتی کونسل کے پانچ مستقل ممبران نے شام میں جنگ بندی اور 18 مہینوں کے اندر انتخابات کے انعقاد کے حق میں قرار داد منظور کی ہے” (امارات ٹو ڈے 14/11/2015)۔

یوں عسکر ی کاروائیاں بھی جاری ہیں اور مذاکرات بھی جاری ہیں اور ان سب کا مقصد دو امریکی اہداف کو ممکن بنانا ہے جن کا ذکر ہم نے پہلے کیا:

پہلا: سرکش بشار کو سہارا دینا تاکہ دوسرا ایجنٹ ملنے تک یہ نہ گرے، اور اس خلاء کو پیدا ہونے سے روکنا جس کا بھرا جانا امریکی اندازوں کے برخلاف ہو۔۔۔

دوسرا: شام کے باشندو پر دباو کو جاری رکھا جائے تاکہ وہ قومی اتحاد، نام نہاد معتدل اپوزیشن اور بشار کے مدد گاروں میں سے امریکی ساختہ متبال کو قبول کرنے پر مجبور ہو جائیں۔

یقینا امریکہ شام میں شش و پنچ میں مبتلا ہے، اسی لیے وہ متعدد اور رنگ برنگے متبادل تیار کرتا ہے جن کو کبھی قومی اتحاد اور کبھی قومی کونسل کا نام دیتا ہے جو اس کے پیرو کار اور کاسہ لیس ہیں مگر ان لوگوں کو داخلی طور پر کوئی قبول نہیں کرتا۔۔۔ یہی وجہ ہے کہ وہ اپنی عسکری کاروائیوں میں اضافہ کرتا ہے چاہے وہ براہ راست اس کی جانب سے ہوں یا ایران اور ایرانی تنظیم کے ذریعے یا پھر حال ہی میں روس کے ذریعے، یہ سب شام کے لوگوں پر دباو میں اضافہ کرنے کی کوشش کے طور پر ہے تاکہ وہ امریکی ساختہ لوگوں کو پرانے ایجنٹ بشار کی جگہ نئے متبادل کے طور پر قبول کرلیں۔

تیسرا: شام میں متوقع حل:

شام کی موجودہ صورت حال اور اس کے بین الاقوامی، علاقائی اور مقامی متعلقات پر گہرائی سے نظر ڈالنے سے اس کے متوقع حل پر روشنی پڑتی ہے جو درج ذیل ہے:

1۔ شام کی حکومت بشار اور اس سے پہلے اس کے باپ کے عہد سے امریکی ایجنٹ ہے، یہ امر مزید تشریح کا محتاج نہیں۔۔۔

2۔ استعماری کفار اپنے ایجنٹ کو کوڑے دان میں پھینک دیتے ہیں جب وہ کردار ادا کرنے اور ان کے مفادات کو پورا کرنے کے قابل نہیں رہتے۔۔۔

3۔ ساتھ ہی وہ پرانے ایجنٹ کی جگہ نئے ایجنٹ کو تلاش کرنے پر توجہ مرکوز کرتے ہیں۔۔۔

4۔ اور یہاں امریکہ پھنس گیا ہے کیونکہ اس نے جو بھی اتحاد اور متبادل تیار کیا وہ جادوگر کا مکر ثابت ہوا جو کبھی کام نہیں کرتا۔۔۔

5۔ امریکہ موجودہ ایجنٹ کی جگہ متبادل ایجنٹ تیار کرنے میں ناکام رہا ہے اسی لیے متبادل ایجنٹ کی دستیابی سے قبل بشار کی ہلاکت کا خوف دامن گیر ہے کہ کہیں مسلمان اس خلاء کو پر نہ کر دیں۔۔۔

ان باتوں سے واضح ہوتا ہے کہ متوقع حل تین میں سے ایک ہے:

امریکہ مذاکرات میں ٹال مٹول کو ہی جاری رکھے گا۔۔۔ جنیوا 1 – 2 – 3 ویانا 1 – 2 – 3۔۔۔ ان جیسےمذاکرات کی مدت کو ایک یا دو مہینے کے بعد بڑھاتا رہے گا۔۔۔ عبوری حکومت کو ایک یا دو سال کے لیے موخر کرے گا۔۔۔ یوں لوگوں کے لیے قابل قبول متبادل کا انتظار کرتا رہے گا جو اس کے مفادات کو بھی پورا کرنے پر قادر ہو، ساتھ ہی بشار کو سہارا دینے کی کوشش کو بھی جاری رکھے گا تاکہ وہ وقت سے پہلے ہی ختم نہ ہو جائے، اور یہ شیطانی کوشش اپنے ایجنٹوں کے ذریعے کرے گا، جیسے ایران، اس کی ملیشیا اور روس اور اس کے ہم نوا۔۔۔

بین الاقوامی قوت کی مدد سے یا اس کے بغیر ہی اپنے بنائے ہوئے اتحاد اور معتدل گروپوں میں سے حکمران مسلط کرے گا جو سیکولرازم کا اعلان کر کے اللہ اور رسول کے خلاف اعلان جنگ کریں گے۔

حکومت کی باگ ڈور اسلام کے مسکن شام کے اہل اور سچے لوگ سنبھال لیں گے، پھر استعماری کفار، ان کے پروردہ اور ان کی سیکولرازم کا سرکچل کر اسلام کی حکمرانی قائم کریں گے، یعنی خلافت راشدہ، جس سے اسلام اور اہل اسلام سرخرو ہوں گے، کفر اور اہل کفر ذلیل ہوں گے اور ایسا ہی ہوگا جیسا کہ اللہ غالب و حکمت والا کہتا ہے:

﴿وَقُلْ جَاءَ الْحَقُّ وَزَهَقَ الْبَاطِلُ إِنَّ الْبَاطِلَ كَانَ زَهُوقًا﴾

“کہہ دو حق آگیا اور باطل مٹ گیا اور باطل تو مٹنے والا ہی تھا” (الاسراء:81)۔

اہل شام اور ان کے سارے اسلامی بھائی اللہ کی مدد و نصرت سے سرزمین شام پر اسلام کی حکمرانی کے علاوہ ہر چیز کو روکیں گے، عقاب کے پر چم، محمد رسول اللہ کے پرچم کے علاوہ کسی دوسرے جھنڈے کو بلند ہونے نہیں دیں گے، پھر شام کی سرزمین کو ایجنٹوں اور استعمار کی نجاست سے پاک کر دیں گے۔

چوتھا: پیرس حملوں کا اثر اور ویانا کنونشن کے ساتھ اس کی زمانی مماثلت:

جہاں تک ویانا کنونشن کا فرانس کے دھماکوں کے ساتھ زمانی مماثلت کا تعلق ہے، تو جب ان دھماکوں کے چند گھنٹے بعد ہی کانفرنس شروع ہو گئی تو بعید از قیاس معلوم ہوتا ہے کہ یہ مماثلت مقصود تھی یا یہ کہ ان کا ویانا کانفرنس پر کوئی خاص اثرہوا۔ امریکہ نے ان سے فائدہ اٹھا کر فرانس کو بشار حکومت کے خلاف جنگ کے مطالبے سے دستبردار ہونے اور بشار سے دور صرف نام نہاد دہشت گردی کے خلاف جنگ پر توجہ مرکوز کرنے پر قائل کیا تاکہ امریکہ کو متبادل ایجنٹ ملنے تک بشار اپنی جگہ برقرار رہے۔ فرانس اس سے پہلے اس بات پر امریکہ کی مخالفت کر رہا تھا کہ فضائی حملے حکومت کے خلاف بالکل نہیں ہونے چاہیے بلکہ صرف نام نہاد دہشت گردوں کے خلاف ہونے چاہیے مگر اب فرانس بھی حکومت کی بجائے صرف نام نہاد دہشت گردی کے خلاف جنگ پر توجہ مرکوز کر رہا ہے۔۔۔ اس صورتحال نے امریکہ کو شام میں شام کے لوگوں کی جانب سے خلافت کے قیام کے مطالبے کے برعکس اپنے بغل میں چھپائے سیکولر حل کو عملی جامہ پہنانے کے لیے سازشوں کا جال بننے کا موقع دیا۔۔۔ وہ یہ جال بن رہا ہے کیونکہ وہ متبادل ایجنٹ کی دستیابی اور سازشوں سے فارغ ہونے تک بشار کی بقاء چاہتا ہے اور اس مقصد کے حصول میں ایران اور اس کی تنظیم، ان کے ہمنوا اور پیروکار اور اب روس بشار کو سہارا دے رہے ہیں جبکہ بشار کو فرانس سے موجود خطرہ بھی ختم ہو گیا ہے۔

یہ تو ایک پہلو ہے جبکہ دوسرا پہلو یہ ہے کہ اوباما نے ان حملوں سے انتخابات میں اپنی جمہوری حکومت کے تاثر کو بہتر کرنے کے لیے فائدہ اٹھایا، یہ دیکھا گیا کہ اوباما کے فرانس کی حمایت میں بیانات اور تنظیم اور دہشت گردی کے خلاف اقدامات بہت بڑھ چڑھ کر تھے! لگ رہا تھا کہ اوباما امریکی انتخابی مہم کی فضاء میں یہ دکھانا چاہتا ہے کہ وہ دہشت گردی کے خلاف جنگ میں دوٹوک موقف رکھتا ہے، اس کے مد مقابل ریپبلیکن جماعت کی جانب سے اوباما کی ڈیموکریٹک حکومت کے بارے میں یہ دعوی درست نہیں کہ وہ دہشت گردی سے سختی سے نہیں نمٹ رہی، اور یہ چیز انتخابات میں ڈیموکریٹس کے لیے رائے عامہ کو متاثر کرے گی۔ اسی تناظر میں امریکی سیکریٹری خارجہ جان کیری نے جمعہ 13 نومبر 2015 کو تیونس میں اسی دن جس دن پیرس حملہ ہوا تھا، بیان میں کہا کہ: “داعش کے دن گنے جا چکے ہیں” یہ اس نے نام نہاد جہادی جون کو نشانہ بنانے پر تبصرہ کرتے ہوئے کہا تھا۔۔۔ اسی طرح امریکہ کا یہ کہنا کہ وہ الدولہ تنظیم کے خلاف شام میں قوتوں کی تریبت کر رہا ہے اور انہیں اس تنظیم کے خلاف کامیابیاں مل رہی ہیں، یہ بھی اسی پس منظر میں تھا۔

یہاں ایک بات نتہائی قابل توجہ ہے کہ مغرب نے پیرس حملوں کو اسلام کے خلاف “صف بندی” کے لیے بھر پور طریقے سے استعمال کیا، اور یہ دعوی کیا کہ اسلام شہریوں کو مارنے پر ابھارتا ہے حالانکہ یہ بات حقائق سے ثابت ہے کہ پرامن شہریوں کو نشانہ بنانا اسلام کی نظر میں غیر شرعی ہے۔ اسلام نے اپنی پوری تاریخ میں رسول اللہ ﷺ کے عہد سے لے کر ہمیشہ غیر مسلح پرامن شہریوں کو کبھی نشانہ نہیں بنایا بلکہ ان کی حفاظت کی۔ اسلام نے تو اپنا دفاع کرنے سے عاجز غیر مسلح شہریوں کو بچانے اور ان کی مدد کرنے کا حکم دیا ہے۔۔۔ دشمن کے ساتھ جنگ کے وقت بھی رسول اللہ ﷺ اسلامی فوج کو نصیحت کرتے تھے:

«وَلا تَقْتُلُوا امْرَأَةً، وَلا وَلِيدًا، وَلا شَيْخًا كَبِيرًا»

“کسی عورت، چھوٹے بچے اور کسی بوڑھے کو قتل مت کرو”،

اور خلفائے راشدین بھی یہ وصیت کیا کرتے تھے۔ ابوبکر صدیق رضی اللہ عنہ نے اپنی فوج کے سربراہ سے کہا:

وَإِنَّكُمْ سَتَجِدُونَ أَقْوَامًا قَدْ حَبَسُوا أَنْفُسَهُمْ فِي هَذِهِ الصَّوَامِعِ فَاتْرُكُوهُمْ وَمَا حَبَسُوا لَهُ أَنْفُسَهُمْ… وَلَا تَقْتُلُوا كَبِيرًا هَرِمًا، وَلَا امْرَأَةً، وَلَا وَلِيدًا، وَلَا تُخْرِبُوا عُمْرَانًا…

“تمہیں ایسے لوگ ملیں گے جو عبادت خانوں میں بیٹھے ہوں گے ان کو مت چھیڑنا بلکہ ان کو ان کے حال پر چھوڑ دینا۔۔۔ کسی بوڑھے کو قتل مت کرنا، کسی عورت اور بچے کو مت مارنا، آبادیوں کو تباہ مت کرنا۔۔۔”۔

عمر رضی اللہ عنہ نے اپنی فوج کے سربراہ کو وصیت کرتے تھے:

لَا تَغُلُّوا، وَلَا تَغْدِرُوا، وَلَا تُمَثِّلُوا، وَلَا تَقْتُلُوا امْرَأَةً، وَلَا صَبِيًّا، وَلَا شَيْخًا”

غلو مت کرو، دھوکہ مت دو، مثلہ مت کرو، عورتوں کو قتل مت کرو، بچوں اور بوڑھوں کو مت مارو۔۔۔”۔

مسلمان حالت جنگ میں بھی ایسے تھے، مسلمان شہسوار جب اپنے دشمن سے لڑتا اور دشمن کے ہاتھ سے تلوار گر جاتی تو اس حال میں اس کو قتل نہ کرتا بلکہ دشمن کی جانب سے تلوار اٹھانے کا انتطار کرتا تھا پھر مردوں کی طرح آمنے سامنے مقابلہ کرتا۔۔۔ اسلام کے بارے میں یہ حقائق ناقابل تردید ہیں اور مغرب مسلمانوں کی تاریخ اور فتو حات سے اچھی طرح واقف ہے مگر پھر بھی واقعات سے غلط فائدہ اٹھاتا ہے اور اسلام اور مسلمانوں کے خلاف صف بندی کرتا ہے۔ یہ اندھا بغض اور کینہ ہے۔ جب وہ جرائم کا ارتکاب کرتے ہیں چاہے وہ کتنے ہی بڑے بڑے جرائم کیوں نہ ہوں، تو اس کے لیے جواز اور بہانے تراشتے ہیں، مگر جب کوئی مسلمان یہ جرم کرتا ہے تو پوری مسلم کمیونٹی بلکہ پورے اسلام پر ہی حملہ آور ہو جاتے ہیں جیسا کہ کل بھی ہو رہا تھا اور آج بھی ہو رہا ہے۔۔۔ یہ اندھا کینہ ہے اس کی آگ خلافت کے قیام سے پہلے نہیں بھجے گی، وہی ہر ظالم سے ہر مظلوم کا انتقام لے گی، تب خلافت کا نور پھیلے گا اور اس کی بھلائی عام ہوگی، صرف اسلامی دنیا میں نہیں بلکہ ہر سو اور اس دنیا کا ہر عقلمند اور زندہ شخص دیکھے گا۔۔۔

﴿وَاللَّهُ غَالِبٌ عَلَى أَمْرِهِ وَلَكِنَّ أَكْثَرَ النَّاسِ لَا يَعْلَمُونَ﴾

“اور اللہ ہی اپنے فیصلے میں غالب ہے مگر اکثر لوگ نہیں جانتے” (یوسف:21)۔
