Latest Political Developments in the Syrian Scene

Question:

 

It was published that America and Turkey signed an agreement to train the so-called moderate members… Does this mean that America is about to find an alternate to Bashar, thus it is preparing a suitable force on ground to support him, in addition to air support? Or is it just to buy time with training for a year or two… until America finds an alternative? In other words, does this mean that the alternative is close so they are preparing support for him, or is the alternative far, so they are buying time in training to prepare the alternative? May Allah (swt) reward you.

 

 

Answer:

 

In order to clarify the answer we will review the US position and the moves carried out with the countries in the region:

 

1. Obama said in the State of the Union address, “We’re also supporting a moderate opposition in Syria that can help us in this effort, and assisting people everywhere who stand up to the bankrupt ideology of violent extremism. This effort will take time. It will require focus.” He also said, “Instead of sending large ground forces overseas, we’re partnering with nations from South Asia to North Africa to deny safe haven to terrorists who threaten America. It is clear from these statements that the United States does not want to delve in the previous attempt which was sending a large force to the area, but wants to harness the region’s countries and constitute forces from the people of the region called moderate or centrist forces which it supports and drives to achieve the US objectives. The US President has put that as a political line that his country follows in the foreign policy. That is why America does not want to send large ground troops in its war in the region to prevent the return of Islam to rule and to maintain its influence in the looting of its resources, but wants to harness the Muslims themselves in its war, sending limited ground forces to carry out specific supporting tasks or for training and to lead the battles and engage from the air through aviation.

 

2. Last year, the US has decided to train what it calls the “moderate Opposition”, i.e. the one affiliating with it, and it had officially announced this last autumn. On 13/6/2014, the US President Obama authorized for a confidential procedure to arm this Opposition implemented through the CIA, he announced this on 20/9/2014 saying, “Washington had already ramped up our assistance, including military assistance, to the Syrian opposition, the new efforts provide equipment and training to the Syrian opposition fighters to become stronger and be able to deter terrorists inside Syria” (Source: AAP 20/9/2014). “The Congress had authorized President Obama’s plan on 18/9/2013”. Army Gen. Martin Dempsey, chairman of the Joint Chiefs, expressed that “if the commander on the ground approaches either me or the secretary of defense and believes that the introduction of special operations forces to accompany Iraqis or the new Syrian forces, if we believe that’s necessary to achieve our objectives, we will make that recommendation from President Barack Obama.” (Source: Skynews, 5/3/2014).

 

Previously the United States had been working to address the situation through negotiations such as the Geneva 1 and 2 without resorting to the formation of such a force, so it created the coalition to be a representative of the rebels side, but this coalition was not accepted by the broader people Syria and had no force on earth; thus it failed in that. It saw that it should provide a subservient force to strengthen the position of negotiators whom it will highlight as though they were representatives of the revolution. Therefore it accepted the idea of moderate Syrian forces trained by them to achieve this and to fight against the rebels who reject its projects, but not to fight the regime. The Syrian regime, as well as those around it and those wrapped in its scrolls are all agents to America, but the people of Syria and the revolutionaries who rose up against this regime are not with it, they are against it, and for this, America wants to create for itself forces and agents other than those present in the regime and around it to make them a force on the ground to enter into new negotiations. America cannot exclude its agents who are in the regime until it is certain that others have become an alternative that is able to run things and suppress the revolution.

 

3. The US has reached an agreement with the Turkish government in this regard. State Department spokesperson Jen Psaki confirmed this in her statement, “As we have announced before, Turkey has agreed to be one of the regional hosts for the train-and-equip program for moderate Syrian opposition forces. We expect to conclude and sign the agreement with Turkey soon.” (Source: Skynews, 17/2/2015). The agreement came after talks of an American military delegation consisting of 30 officers who visited Ankara days earlier, the US Defense Department announced that it will send more than 400 troops to train oppositions in training sites in Saudi Arabia, Turkey and Qatar. Secretary of State John Kerry stated, “Our team is working with the Saudis in trying to set up facilities devoted for the train-and-arm program and determine what resources we need to add and those related to the preparation of trainers and the like.” The Chief of Staff Martin Dempsey has stated that the “preparation for this phase of the program may take between 3 to 5 months and 8 to 12 months to train 5,000 fighters from the moderate Syrian opposition to be able to fight IS and the regime of Bashar Assad afterwards.” (Source: Anatolia 16/10/2014) The State Department spokesperson Mary Harvey said on 10/10/2014: “Turkey has agreed to support the efforts to train and equip the moderate Syrian opposition.” (Source: Reuters 10/10/2014) The countries of the region, whether Saudi Arabia, Turkey or others are extremely worried about the situation in Syria, all the countries of the region want an end for the situation in Syria, because it affects them. For this reason they are cooperating with the United States, and support the idea of finding a moderate opposition, and at the same time working to contain the revolution fighters in various ways, all of which to destroy all the faithful ones in the revolution and abort any Islamic project.

 

4. Then came the official signing between America and Turkey last month. The State Department official told AFP on the signing day, on 19/02/2015, “I can assure you that the agreement was signed this evening in Ankara”, and the signatories were the Turkish Foreign Minister Undersecretary, Feridun Sinirlioglu and the US ambassador, John Bass, in Ankara,. Anatolia news agency quoted on 19/02/2015 Turkish Foreign Minister Mevlut Cavusoglu saying, “The two countries had already reached an agreement to train the Syrian opposition, and that the forces will fight Daesh (ISIS) and the other terrorist groups on the ground as well as the Syrian regime”. And said, “We would welcome a cease-fire, even for just six weeks”. The Turkish News page quoted on 20/02/2015, Turkish Foreign Minister Mevlut Cavusoglu as saying, “The agreement aims to achieve real actual political transformation in Syria on the basis of the Geneva Communique and strengthen the opposition in their fight against threats such as extremism, terrorism and all elements that pose a threat to the opposition”. The Turkish Foreign Minister pointed out to “…the announcement of Qatar and Saudi Arabia of their intention to host the train-and-equip program for Syrian opposition forces on their territory”. Reuters quoted, on 19/02/2015, three American officials who they spoke to them and requested not to be identified, as saying, “The programme may begin by mid-March and that they would train 5000 Syrian fighter each year over three years under the moderate Syrian opposition support plan”. Thus, the Turkish foreign minister declares bluntly that the aim of training these so-called moderate opposition forces is to achieve a political transition on the basis of Geneva and to crush the elements that reject the political transition and want something else.

 

5. The alternative does not come except after striking the forces opposing the American projects which have the weight on the ground and bringing puppet forces called moderate opposition. This program is given three years to achieve it, for the alternative to be ready. Therefore it is clear that the alternative is not yet ready, and effective negotiations are not quite happening now. It is more likely that they will take place after striking the forces which are called extremist or rendering them non-viable on the ground and then eliminate their influence, and they set for this, according to their estimates, three years; each year five thousand … Erdogan’s visit to Saudi Arabia at the beginning of this month came in this context. News has reported that the issue of Syria was a subject of discussion between them, and apparently it is to coordinate with regard to work to strengthen the moderate opposition and support the next alternative put forward by the United States. The Turkish News page quoted on 02/03/2015 from Turkish Presidency sources “that the Saudi monarch, Salman bin Abdul Aziz, met the Turkish President, Recep Tayyip Erdogan, on Monday, 2/03/2015, at the Royal Palace in Saudi Arabia’s capital Riyadh, and that they agreed on the need to increase support for the opposition in Syria more effectively”. Meaning that, these two countries, Salman’s Saudi and Erdogan’s Turkey, both loyal to America, want the success of the idea of moderate opposition. So, it appears that the two will coordinate with each other with all their capabilities to reach a tangible result, and not as happened with the coalition which did not achieve concrete results. Thus, the gamble now becomes to create this force, as they, with America, have seen that without creating a force that has a control on the ground and claims to represent the rebels they will not reach concrete results and will fail. Hence, comes the issue of setting alternatives and conducting negotiations and conferences like Geneva.

 

6. And among America’s means to end the influence of rebels dominating the ground at present is to stop fighting in order to give the opportunity to train troops which it selected, so as to be able to defeat the non-moderate “extremist” forces and replace them. And at the same time, the cessation of fighting against the regime will lead to fighting between the factions themselves which weakens them, and contributes to that defeat. Therefore, it had to be, according to the American plan, stop fighting under the name of freezing fighting to be able to bring moderate-trained forces and then start negotiations between the regime and the moderate opposition. And America, states this through the United Nations envoy, Staffan de Mistura, who is principally its envoy and the holder of its project. Thus, De Mistura said after his two-day visit to Damascus that “President Assad is part of the solution, and I will continue to have very important discussions with him. He is still the president of Syria… And there is a large part of Syria which is under the control of the Syrian government”. He also said, “The only solution is a political solution and if no solution to the conflict is found, the only one who takes advantage of it is Daesh (ISIS).” (AFP 13/02/2015) Thus, America, from the lips of de Mistura, recognizes Bashar a president and wants to conduct with him the negotiations and make a political solution; hence it wants to freeze fighting against its puppet, Bashar. This indicates that America, after conducting the negotiations under those forces which it trains, will decide on the fate of Bashar and not now. Since, it does not want to thwart him before it is able to stop fighting and make moderate forces, loyal to it, dominant on the ground. And then it presents the alternative and starts the negotiations again between the regime’s side and the moderate’s opposition side.

 

7. In conclusion, we cannot say that the alternative is ready and that Bashar’s days are numbered, but it seems that he will remain in this stage until the negotiations start again and an agreement on the formulation of the situation takes place. Thus, the moderate forces that it works to prepare will not be ready within a short period, but will extend for at least a year, that is after the completion of the first phase of training 5,000… And it works to stop fighting until these troops are ready to be present internally on the ground and begin its work by engaging with movements that are considered extreme. After that the negotiations will resume between its agents in the regime and in the moderate opposition. It will then begin to present the alternative and the formation of a government of the parties and arrange for that.

 

This is according to what America, its followers and alliances plan, and this is what they conspire and plot… But Allah has men who work day and night, sincerely to Allah the Almighty, truthful to the Messenger of Allah (saw), earnest and striving to achieve the promise of Allah Almighty and the glad tidings of Allah’s Messenger (saw) of establishing the Khilafah Rashidah after the oppressive tyranny in which we live in… and then the cunning and guile of those will become as dust dispersed.

شام کے حوالے سے تازہ ترین سیاسی پیش رفت

سوال :

یہ خبر شائع ہو چکی ہے کہ امریکہ اور ترکی نے نام نہاد معتدل اپوزیشن  کے عناصر کو تربیت دینے کے معاہدے پر دستخط کر دئیے۔۔۔کیا اس کے معنی یہ ہیں کہ امریکہ بشار کا متبادل  تلاش کر لینے کے قریب پہنچ گیاہے اور اسی لیے  وہ اس کی مدد کے لئے فضائی قوت کے ساتھ ساتھ مناسب زمینی قوت بھی تیار کر رہا ہے؟یا یہ کہ وہ معتدل عناصر کی صرف تربیت کے ذریعے  ایک دوسال تک وقت کو ٹالنا چاہتا ہے ،یہاں تک کہ  امریکہ متبادل تلاش کرلے ؟دوسرے الفاظ میں  کیا اس کا یہ مطلب ہے کہ متباد ل قریب ہی ہے اور اس لیے اُس کی مدد کی تیاری کر رہا ہے، یا متبادل دور ہے  اس لیے معتدل عناصر کی تربیت کے ذریعے  متبادل کی فراہمی تک وقت کو ٹال رہے ہیں ؟اللہ آپ کو بہترین جزا دے ۔

 

جواب :

جواب کو واضح کرنے کے لیے ہم امریکی موقف  اور خطے کے ممالک کے ساتھ  اس کی سرگرمیوں کی وضاحت کریں گے:

 

1 – اسٹیٹ آف دی یونین سے خطاب کرتے ہوئے اوباما نے کہا تھا کہ “ہم شام میں معتدل اپوزیشن کی حمایت اس لئے کر رہے ہیں تا کہ شام کے ساتھ ساتھ ہر جگہ انتہا پسندانہ آئیڈیالوجی کے خلاف جدوجہد اور لوگوں کو اس کے خلاف کھڑا کرنے کی کوششوں کو تقویت حاصل ہو۔ان کوششوں کے لیے وقت اور توجہ مرکوز کرنے کی ضرورت ہے”۔  مزید کہا کہ “سمندر پار   بڑی تعداد میں زمینی فوج  بھیجنے کی بجائے امریکہ  جنوبی ایشیاء سے شمالی افریقہ  تک پھیلے ہوئے ممالک  کے ساتھ مل کر دہشت گردوں کو محفوظ پناہ گاہوں سے محروم کرنے پر کام کررہا ہے  جو امریکہ کے لیے خطرہ  ہیں”۔ ((https://www.whitehouse.gov/the-press-office/2015/01/20/president-obamas-state-union-address-prepared-delivery 20/01/2015)

 

اس بیان سے  واضح ہو جاتا ہے کہ امریکہ خطے میں بڑی قوت بھیج کر سابقہ تجربہ دہرانا نہیں چاہتا، بلکہ خطے کے ممالک  کو استعمال کرتے ہوئے  خطے کے لوگوں کے ذریعے ہی  ایک نام نہاد معتدل  قوت تشکیل دینا چاہتا ہے جس کی وہ پشت پناہی کرے گا اور امریکی اہداف کے حصول کے لیے اس کو استعمال کرتا  رہے گا۔امریکی صدر نے  اس کو ایک سیاسی لکیر کے طور پر واضح کیا  ہے جس پر اس کے ملک کی خارجہ پالیسی گامزن  ہو گی۔ یہی وجہ ہے کہ امریکہ خطے میں اسلام کی حکمرانی کی واپسی،اپنی بالادستی کو برقرار رکھنے اور وسائل کو لوٹنے کے لیے کوئی بڑی زمینی فوج بھیجنے کا ارادہ نہیں رکھتا،لیکن وہ  اسلام کے خلاف اپنی  اس جنگ میں خود مسلمانوں کو استعمال کرنا چاہتا ہے،اس لیے وہ  مخصوص امدادی کاموں یا تربیت کے لیے  یا پھر خاص آپریشنز کے لئے محدود بری فوج بھیجتا   اور  فضائیہ کے ذریعے شریک ہو تا ہے۔

 

2 – امریکہ نے نام نہاد معتدل اپوزیشن  یعنی اپنے ماتحت لوگوں کی تربیت کا فیصلہ گزشتہ سال کی گرمیوں میں ہی کر لیا تھا ، جس کا اعلان گزشتہ سال موسم خزاں میں  کیا گیا تھا۔امریکی صدر اوباما نے 13 جون 2013 کو  اس اپوزیشن کو مسلح کرنے کے لیے  خفیہ کاروائیوں  کی منظوری  دی تھی اور اس عمل  کو سی۔آئی۔اے  کے ذریعے  کروایا جانے گااور اس  کا اعلان 20 ستمبر 2014 کو یہ کہہ کر کیا کہ ،”واشنگٹن   امداد دینے کے لیے  براہ راست عملی   اقدامات شروع کر چکا ہے جس میں شام کی اپوزیشن  کی عسکری امداد بھی شامل ہے  تاہم یہ نئی کوششیں  شام  کی اپوزیشن  کے جنگجوں کی تربیت اور ان کو جنگی آلات کی فراہمی  کی گارانٹی ہیں تا کہ وہ طاقتور ہوں  اور شام کے اندر  دہشت گردوں  کا راستہ  روکیں” (اے اے پی 20 ستمبر 2014 )۔ اور ” کانگریس  نے بھی 18 ستمبر 2014کو صدر اوباما کے منصوبے کی منظوری دی” ۔ امریکی فوج کے چیف آف اسٹاف  جنرل مارٹن ڈیمپسی نے وضاحت کرتے ہو ئے کہا کہ “اگر  میدان جنگ کے قائدین نے  مجھ سے یا وزیر دفاع سے  عراقیوں یا شام کی نئی افواج  کی مدد کے لیے اسپیشل فورس بھیجنے کا مطالبہ کیا  اور ہمیں لگا کہ یہ ہمارے اہداف کے حصول کے لیے ضروری ہے  تو ہم صدر باراک اوباما سے اس کا مطالبہ کریں گے ” (سکائی نیوز 5 مارچ 2014 )۔

 

امریکہ نے پہلے شام کی  صورت حال کو قابو کر نے کے لیے مذاکرات کے رستے کو اختیار کیا تھا جیسے جنیوا 1 اور 2 اور وہ اس قسم کی قوت تشکیل دینے پر مجبور نہیں ہواتھا، اسی لیے اُس نے  انقلابیوں کی نمائندگی کرنے کے لیے  اتحادی کونسل تشکیل دی  لیکن یہ  کونسل شامی عوام  میں مقبولیت حاصل نہیں کرسکی اور نہ ہی  شام میں   اس کی کوئی قوت موجود تھی،اس لیے یہ طریقہ کار ناکام  ہو گیا ۔اس ناکامی کے بعد  امریکہ نے اپنے ماتحت ایک قوت تیار کرنے کا فیصلہ کیا جس کے ذریعے  وہ ان مذاکرات کاروں کے موقف کو تقویت پہنچائےگا  جیسے یہ اصل انقلابیوں کے نمائندے ہیں۔  اسی لیے امریکہ نے ایک ایسی  معتدل شامی قوت کو تیار کرنے کے منصوبے کو قبول کیا  جس کو وہ خود تربیت دے گا تا کہ اس کے ذریعے  وہ اپنے مقصد کو حاصل کرسکے  اور اس کے ذریعے ہی اُس کے منصوبوں کو مسترد کرنے والے انقلابیوں  کے خلاف جنگ کرسکے ناکہ اس کا مقصد حکومت سے لڑنا ہوگا۔شام  کی حکومت ،  اس کے آس پاس موجود لوگ اور اس کی ہاں میں ہاں ملانے والے لوگ تمام امریکہ کے ایجنٹ ہیں،لیکن اہل شام اور وہ انقلابی جو اس حکومت کے خلاف  اٹھ کھڑے ہوئے  وہ امریکہ کے ساتھ نہیں، بلکہ وہ اس کے خلاف ہیں، اسی لیے امریکہ   ایسی فورس اور ایجنٹ تیار کرنا چاہتا ہے جو حکومت میں تو نہ ہوں  لیکن  انہیں زمین پر ایک قوت بنا کر نئے مذاکرات   میں انقلابیوں کا نمائندہ بنا کر بٹھانا چاہتا ہے۔ وہ  شامی حکومت میں موجود اپنے موجودہ ایجنٹوں کو اس وقت تک ہٹا نا نہیں چاہتا جب تک اس کو اس بات کا یقین نہ ہو جائے کہ اب  کوئی اور ایسا متبادل تیار ہے جو معاملات کو قابو کرنے اور تحریک کو دبانے پر قادر ہو۔

 

3 – امریکہ  ترکی میں اپنے وفادار حکومت کے ساتھ  اس حوالے سے اتفاق رائے تک پہنچ چکا ہے ۔ امریکی وزارت خارجہ کے ترجمان جین ساکی نے ایک بیان میں کہا ہے کہ  “میں اس بات کی یقین دہانی کرا سکتی ہوں کہ ہم نظریاتی طور پر ترکی کے ساتھ اس اتفاق رائے تک پہنچ چکے ہیں کہ شامی اپوزیشن جماعتوں کو تربیت دی جائے اور ان کو مسلح کیا جائے”۔مزید کہا کہ “جیسا کہ  پہلے بھی ہم یہاں اعلان کر چکے ہیں کہ  ترکی نے اس کی حامی بھری ہے کہ وہ خطے میں  شام کی معتدل اپوزیشن  قوتوں کو تربیت دینے اور مسلح کرنے والے ممالک کے میزبانوں میں سے ایک ہو گا۔ہم  عنقریب ترکی کے ساتھ معاہدے کے انجام پانے اور اس پر دستخط کرنے کی توقع کرتے ہیں”(سکائی نیوز17 فروری 2015)۔ یہ اتفاق رائے  30 امریکی فوجی افسران پر مشتمل وفد کے  انقرہ کے دورے اور مذاکرات  کے بعد سامنے آیا  اور امریکی وزارت دفاع نے اعلان کر دیا کہ وہ  400 فوجی اپوزیشن کو تربیت دینے کے لیے سعودیہ،ترکی اور قطر بھیجے گا۔ سیکریٹری خارجہ جان کیری نے وضاحت کرتے ہوئے کہا  کہ “ہماری ٹیم  سعودیوں کے ساتھ  مل کر تربیت اور مسلح کرنے کے اس پروگرام کی  تیاری کر رہی ہےاور یہ  اندازہ لگا رہی ہے کہ  ہمیں تربیت کاروں کی تیاری اور اس سے متعلقہ کن چیزوں کی ضرورت ہے “۔  چیف آف سٹاف مارٹن ڈیمپسی نے کہا تھا کہ “اس پروگرام  کی تیاری کا مرحلہ 3 سے 5 مہینے لے گا  اور شام کی معتدل اپوزیشن کے  5000 جنگجوں کی تربیت میں 8 سے 12 مہینے لگیں گے تا کہ وہ الدولۃ تنظیم سے لڑیں اور اس کے بعد بشار حکومت سے “(اناتولیہ 16 اکتوبر 2014 )۔ دفتر  خارجہ کی ترجمان ماری ہاروی نے 10 اکتوبر 2014 کو کہا  کہ، ” ترکی نے معتدل شامی اپوزیشن کو تربیت دینے اور تیار کرنے کی کوششوں کی حمایت کا اعادہ کیا ہے” (رائٹرز10 مارچ 2014 )۔  یوں خطے کے ممالک خواہ سعودیہ ہو یا ترکی یا کوئی اور  شام  کی صورت حال سے  بڑی تشویش میں مبتلا ہیں۔  خطے کے ممالک چاہتے ہیں کہ شام  کی یہ صورت حال ختم ہو کیونکہ وہ اس سے متاثر ہو رہے ہیں، اسی لیے وہ امریکہ سے تعاون کررہے ہیں،معتدل اپوزیشن  قوت تیار کرنے کی سوچ کی حمایت کررہے ہیں، ساتھ ہی مختلف شکل میں انقلابیوں کے گرد گھیرا تنگ کرنے کی بھی کوشش کررہے ہیں اور یہ سب کچھ اس تحریک کے تمام مخلص لوگوں پر ضرب لگانے اور کسی بھی اسلامی  منصوبے کو ناکام بنانے کے لیے ہے۔

 

4 – اسی بنیاد پر گزشتہ مہینے ترکی اور امریکہ  نے اس پر رسمی طور پر دستخط کر دئیے۔  امریکی وزارت خارجہ کے ایک عہدیدار نے اے ایف پی سے بات کرتے ہوئے 19 فروری 2015 کو دستخط کے دن کہا  کہ “میں یہ کہہ سکتا ہوں کہ آج شام انقرہ میں اس معاہدے پر دستخط ہو گئے”اور دستخط کرنے والے ترکی کے معاون وزیرخارجہ فریدون سینیر لی اوغلو اور انقرہ میں امریکی سفیر  جون باس تھے۔ اناتولیہ نیوز ایجنسی نے 19 فروری 2015 کو ترک وزیر خارجہ جاویش اوغلو کا یہ بیان نقل کیا کہ “دونوں ممالک پہلے ہی اس معاہدے پر دستخط کرچکے ہیں جس کے تحت شامی اپوزیشن کی تربیت کی جائے گی اور یہ اپوزیشن  داعش  اور دیگر دہشت گرد تنظیموں کے ساتھ ساتھ شام کی حکومت  سے لڑیں گی”۔ اس نے مزید کہا “ہم فائر بندی کو خوش آمدید کہیں گے چاہے یہ صرف چھ ہفتوں کے لیے ہی کیوں نہ ہو”۔ اخبار ترکی نے 20 فروری 2015کو ترک وزیر خارجہ جاویش اوغلوا کا یہ بیان نقل کیا  کہ”اس معاہدے کا مقصد  شام  میں جنیوا اعلامیے کی بنیاد پر حقیقی سیاسی تبدیلی  کو لانا ہے اور اپوزیشن کو ان کی جنگ میں مضبوط کرنا ہے جیسا کہ انتہا پسندی، دہشت گردی اور ان تمام عناصر  کے خلاف جو اپوزیشن کے لئے خطرہ ہیں “۔  ترک وزیر خارجہ نے قطر اور سعودیہ کی جانب سے شام کی اپوزیشن  کی اپنی سرزمین پر تربیت اور تیاری کی میزبانی  کرنے  کا بھی تذکرہ کیا۔ رائٹرز نے 19 فوری 2015 کوتین امریکی عہدیداروں  کا حوالہ دیتے ہوئے کہا جنہوں نے اپنے نام ظاہر نہ کرنے کی شرط رکھی تھی کہ ” ممکن ہے کہ تربیت مارچ کے وسط میں شروع ہو  اور یہ کہ و ہ تین سال تک   ہر سال 5000 شامی جنگجوؤں کی تربیت کریں گے جو کہ شام  کی معتدل اپوزیشن  کی حمایت کے منصوبے کے مطابق ہے”۔  یوں ترک وزیر خارجہ کھل کر اعلان کرتا ہے کہ ان قوتوں کو تربیت دینے کا مقصد  جن کو وہ معتدل اپوزیشن کہتے ہیں  جنیوا کی بنیاد پر سیاسی تبدیلی  اور ان عناصر پر ضرب لگانا ہے  جو اس سیاسی تبدیل کو مسترد کرتے ہیں اور کچھ اور چاہتے ہیں۔

 

5 – پس  امریکی منصوبوں کو بے نقاب اور ان  کی مخالفت کرنے والی قوتوں  پر ضرب لگانے کے بعد ہی متبادل آئے گا جن کا زمین پر وزن موجود ہوگا اور  پھر ایجنٹ قوت کو معتدل اپوزیشن کے نام پر اُن کی جگہ لایا جائے گا۔  اس پروگرام کی تکمیل کے لیے تین سال درکار ہیں ، تب ہی متبادل تیار ہو گا۔ اس سے معلوم ہو تا ہے کہ متبادل فی الحال تیار نہیں اور اس وقت عملی مذاکرات نہیں ہورہے ہیں۔  زیادہ امکان اس بات کا ہے کہ  پہلے ان قوتوں پرضرب لگائی جائے گی جن کو وہ انتہا پسند قرار دے رہے ہیں  یا کم ازکم ان کو غیر فعال کیا جائے گا  جس سے  اُن کا اثر زائل ہو گا اوراس کے لیے انہوں نے اپنے اندازوں کے مطابق تین سال مقرر کیے ہیں،ہر سال 5000 ۔۔۔اس مہینے کےشروع میں اردوگان کا سعودیہ کا دورہ اسی سلسلے میں تھا۔  خبروں کے مطابق شام  ہی ان کے درمیان بحث کا موضوع تھا اورظاہری بات ہے کہ  بات چیت معتدل اپوزیشن  کو مضبوط  کرنے  اور آنے والے متبادل  کی حمایت کے حوالے سے تھا جو کو امریکہ نامزد کرے گا۔اخبار ترکی نے 2 مارچ 2015  کو ترک صدر کے ذرائع کے حوالے سے کہا کہ “سعودی فرمانروا سلمان بن عبد العزیز نے پیر2 مارچ 2015 کو دارالحکومت کے شاہی محل میں ترکی کے صدر رجب طیب اردوگان سے ملاقات کی۔ دونوں نے شام  کی اپوزیشن کو  دی جانے والی مدد میں اضافے  کی ضرورت پر زور دیا تا کہ  اس کا اچھا نتیجہ  بر آمد ہو”۔ یعنی یہ دو نوں ممالک  سعودیہ اور ترکی جو کہ امریکہ کے وفادار ہیں معتدل اپوزیشن کی سوچ کو کامیاب کرنا چاہتے ہیں۔ ایسا لگ رہا ہے کہ یہ دونوں     اچھے  نتائج کے لیے مل کر  ایڑھی چوٹی کا زور لگائیں گےاورایسا نہیں ہو گا جو کونسل کے ساتھ ہوا  کہ جس کا کوئی نتیجہ نہیں نکلا اورجس کی ناکامی کی وجہ سے اب اس قوت کو وجود میں لانے کی ضرورت پڑی۔ کیونکہ یہ دونوں  امریکہ کے ساتھ مل کر  یہ سمجھتے ہیں کہ ایک ایسی قوت تیار کیے بغیر جس کا زمین پر کنٹرول ہو  اور وہ یہ دعوی کرتی ہو کہ وہ انقلابیوں کی نمائندگی کر تی ہے  یہ کسی قابل ذکر حل تک نہیں پہنچ سکتے  بلکہ ناکام  ہو جائیں گے، لہٰذا اس کے بعد ہی متبادل کے موضوع پر مذاکرات ہو سکتے ہیں اور جنیوا کی طرح کانفرنسوں کا انعقاد کیا جا سکتا ہے۔

 

6 – امریکہ کے طریقہ کار  میں سے ایک طریقہ یہ ہے کہ  جن انقلابیوں کا  کنٹرول ہے، جنگ بندی کے ذریعے   ان  کے کنٹرول کا خاتمہ کیا جائے اور  اپنی منتخب قوتوں  کو مشقوں کا موقع دیا جائے تاکہ وہ  غیر معتدل “انتہا پسندوں ” کو شکست دینے کے قابل ہوسکیں اور ان کی جگہ لیں۔  ساتھ ہی حکومت کے خلاف جنگ بندی سے  مختلف گروپ آپس میں  لڑیں گے جو ان کی کمزوری  اور پھر شکست کا سبب بنے گا۔ یہی وجہ ہے کہ امریکی منصوبے کے مطابق  لڑائی کو منجمد کرنے کے نام پر جنگ کو روکنا  ضروری ہے تا کہ   اُن کی جگہ معتدل قوتوں کو  لاکر  حکومت اور معتدل اپوزیشن کے درمیان مذاکرات کا آغاز کیا جاسکے۔  امریکہ نے اقوام متحدہ کے نمائندے ڈی میسٹورا  کے زبانی یہ بات کی ہے جو بنیادی طور پر اسی کا نمائندہ  اور اس کے منصوبے کا عالمبردار ہے۔ڈی میسٹورا نے دمشق کے دو روزہ دورے  کے بعد کہا  کہ”صدر اسد حل کا حصہ ہے ،میں اس کے ساتھ گفت وشنید کروں گا۔ وہ اب بھی شام  کا صدر ہے۔۔۔ اور اب بھی شام کے بڑے حصے پر شامی حکومت کا کنٹرول  ہے”۔  اس  نے کہا کہ “واحد حل سیاسی حل ہی ہے  معاہدہ نہ ہونے کی صورت میں صورت حال  کا فائدہ  الدولۃ الاسلامیۃ تنظیم  کو ہو گا” (اے ایف پی 13 فروری 2015 )۔  یوں امریکہ نے ڈی میسٹورا کی زبانی بشار کے صدر ہو نے کا اعتراف کیا   اوریہ کہ اس  کے ساتھ  مذاکرات اور سیاسی حل چاہتا ہے اور اسی لیے اپنے ایجنٹ بشار کے خلاف لڑائی روکنا چاہتا ہے۔ یہ اس بات پر دلالت کر تا ہے کہ  جب امریکہ ان قوتوں کو لانے کے بعد جو مذاکرات کرے گا اُن میں بشار  کے انجام کا فیصلہ ہو گا لیکن ابھی اس کی قسمت کا فیصلہ  نہیں ہوگا۔  اس لیے امریکہ جنگ رکوانے  اور اپنے ماتحت معتدل قوتوں کو  حاوی کرنے سے پہلے بشار کو گرانا نہیں چاہتا ،اس کے بعد ہی متبادل  کو پیش کیا جائے گا  اور معتدل اپوزیشن اور حکومت کے درمیان نئے سرے سے مذاکرات ہوں گے۔

 

7 – خلاصہ یہ ہے کہ ہم یہ نہیں کہہ سکتے کہ متبادل تیار ہے اور بشار کے دن گنے جا چکے ہیں بلکہ وہ اس مرحلے میں اقتدار میں رہے گا  یہاں تک کہ مذاکرات نئے سرے سے شروع نہ ہو جائیں  اور صورت حال  کے لیے کوئی فارمولا طے  نہ کیا جائے۔ جن معتدل قوتوں کو لانے کے لیے یہ کام کر رہے ہیں  وہ  مختصر مدت میں تیار نہیں ہو سکتی  بلکہ اس میں کم ازکم ایک سال لگے گا، یعنی 5000 کو تربیت دینے کے پہلے مرحلے کے بعد ۔۔۔پھر لڑائی روک کر  ان تیار کی ہوئی قوتوں کو  اندر قدم جمانے کے قابل نہ بنا دیا جائے جس کی ابتدا  انتہاپسند تحریکوں سے مڈبیر سے ہو گی  اس کے بعد ہی  حکومت میں اپنے ایجنٹوں  اور معتدل اپوزیشن نامی اپنے ایجنٹوں کے درمیان مذاکرات دوبارہ شروع کر ے گا ، یہاں پہنچ کر متبادل کی تجویز اور حکومت کی تشکیل  کے بارے میں فریقین  کے درمیان ساز باز کرائی جائے گی۔

 

یہ تو امریکہ ، اس کے پیرو کاروں کے  اور اس کے اتحادیوں  کے منصوبوں کے مطابق ہے ، یہ ان کی سازشیں اور چالیں ہیں۔۔۔ لیکن اللہ کے دین کے بھی ایسے جوان مرد ہیں جنہوں نے اپنا دن رات ایک کیا ہوا ہے، جو اللہ سبحانہ وتعالٰی کے ساتھ مخلص ہیں، رسول اللہ ﷺ کے ساتھ سچے ہیں ، اللہ  سبحانہ وتعالٰی کے  وعدے اور اس کے رسول ﷺ کی خلافت راشدہ کے قیام کے بارے میں بشارت کو عملی جامہ پہنانے کے لیے  تن من دھن کی بازی لگا رہے ہیں جو اس ملک جبری کے بعد ہی ہو گی جس میں آج ہم زندگی گزار رہے ہیں ۔۔۔ اس وقت ان لوگوں کی سازشیں اور مکر  غبار بن کر ہوا کی نظر ہو جائیں گی

 

﴿وَقَدْ مَكَرُوا مَكْرَهُمْ وَعِنْدَ اللَّهِ مَكْرُهُمْ وَإِنْ كَانَ مَكْرُهُمْ لِتَزُولَ مِنْهُ الْجِبَالُ﴾

 

” یہ تو اپنے مکر کر چکے  اور اللہ بھی ان کے مکر کو دیکھ رہا ہے اگرچہ ان کا مکر ایسا ہے کہ اس سے پہاڑ  اپنی جگہ سے ہٹ جائیں”(ابراھیم:46)۔
